Organizational framework

El objetivo principal de las oficinas de la FAO, dirigidas por un Representante de la FAO, es ayudar a los gobiernos a formular políticas, programas y proyectos para lograr la seguridad alimentaria y para reducir el hambre y la malnutrición, para ayudar a desarrollar los sectores agrícola, pesquero y forestal, y utilizar sus recursos ambientales y naturales de manera sostenible.

Dependencia jerárquica

El/la Especialista trabajará bajo la supervisión general del Representante de FAO en Nicaragua y del Oficial Nacional de Programas, la Especialista Senior y el coordinador técnico del proyecto.

Campo de especialización

•  Sistematizar el proceso de construcción e implementación del Plan de Recuperación y Resiliencia Territorial en los territorios de Telpaneca – Mozonte – Totogalpa, en el corredor seco y en la comunidad de Karatá, en la RACCN.
•  Build a Model for scaling up rural recovery and territorial resilience plans.

Tasks and responsibilities

Under the general supervision of the FAO Representative in Nicaragua and the National Program Officer, the Senior Specialist and the technical coordinator of the project, the holder will have the following responsibilities and/or general functions:

•  Participate in an initial meeting with the FAO team to understand the context of the project, define the scope and specify relevant information for the systematization process.
•  Carry out a documentary review of secondary information related to the project ( PRODUCT, CPLI, Diagnostics, Recovery Plan and Territorial Resilience PRRT ).
•  Prepare the systematization plan, tools to apply and schedule of activities, validate it with the systematization monitoring team. All of the above must be designed from a focus on indigenous peoples.
•  Plan and coordinate meetings with the entities participating in the PRRT implementation process ( territorial leaders, municipal governments, regional government, INSFOP, BICU ) for the collection of primary information.
•  Develop the process and instruments for gathering field information.
•  Prepare or facilitate the preparation of technical monitoring reports, meetings, workshops, field trips and activities related to the implementation of the project.
•  Capture images for the audiovisual repository of the project, which make it possible to demonstrate the process of preparing the PRRT systematization.
•  Stick to standards of transparency, objectivity and impartiality in the development of all consulting activities, in line with FAO policies.
•  Incorporate project management principles as well as the application of FAO Social and Environmental Standards.
•  Prepare the systematization document draft version.
•  Prepare Model for scaling PRRTs in other territories, according to previously agreed structure.
•  Prepare the Systematization Document and roadmap for the escalation of the Territorial Recovery and Resilience Plan ( PRRT Model ) Approved by FAO. Delivered electronically, with its annexes and photographic database.

En general: El/la especialista deberá estar presto/a para colaborar en otras actividades no contempladas en los términos de referencia, y que se identifiquen como esenciales para alcanzar los objetivos de la consultoría. Su sede de trabajo será en Managua con visitas a los 4 territorios para el levantamiento de la información de campo.

LOS CANDIDATOS SERÁN EVALUADOS CON ARREGLO A LOS SIGUIENTES CRITERIOS:

Requisitos mínimos

•  Título universitario a nivel de licenciatura y/o ingeniería en economía, economía agrícola o agronomía, sociología.
•  Post-Grado-Cursos sobre desarrollo rural.
•  Experiencia general de al menos, 10 años.
•  Experiencia en sistematización de procesos, mínimo 5 años.
•  Conocimiento práctico de Idioma Inglés Nivel A (Básico).
•  Nacionalidad nicaragüense o residente en el País con permiso de trabajo regular.

Aptitudes técnicas/funcionales

•  Competencias de Gestión: El o la consultor/a deberá mostrar habilidades para facilitar diálogos, encuentros participativos, motivar a los participantes, identificar conectores y consensos, resolución de conflictos, soluciones innovadoras.
•  Competencias Técnicas: Deberá mostrar conocimientos en trabajo operativo en territorio, especialmente con pueblos indígenas, coordinación con múltiples actores, redacción ejecutiva. Conocimientos en desarrollo rural, adaptación y mitigación ante los fenómenos del cambio climático en Nicaragua. Conocimiento de métodos de planificación participativa. Conocimiento de los enfoques de género y juventud.
•  Conocimiento de Microsoft office: Word, Excel y PowerPoint.
•  Conocimiento de metodologías de género en el sector rural.
•  Experiencia en el trabajo con Pueblos Indígenas.
