Organizational framework

The FAO Gender Equality Policy, updated in 2020, is the main reference framework for FAO’s work on gender issues. The current Policy sets out four gender equality objectives to guide FAO’s technical and normative work and 17 minimum standards to support the establishment of institutional mechanisms for gender mainstreaming.

The objective is to give rise to two minimum exercises mandated by FAO policy, a ) The National Analysis on Gender Issues in the Agricultural and Rural Sectors ( CGA-ARS ) and b ) the Balance on gender equality.

a) The Country Analysis on Gender Issues in the Agricultural and Rural Sectors (CGA) is a requirement of the corporate guidelines of the FAO Country Programming Framework, stipulated in the FAO policies on gender equality. The CGA aims to reveal gender-related disparities in access to critical agriculture and rural resources, knowledge, opportunities and the market. There is evidence that these gender inequalities contribute to low agricultural productivity and food and nutrition insecurity. The CGA-ARS has as objectives:

  •  inform the evidence-based development and application of FAO’s work at the country level, as well as FAO’s involvement in the activities of United Nations Country Teams (UNCTs), working in close collaboration with the national government;
  •  help FAO contribute to the monitoring of the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), as well as its application; and
  •  inform national policy making, investment and other key processes at the country level, including in monitoring the Sustainable Development Goals (SDGs).

b) Balance on gender equalityin all offices and units that serve as a basis for better gender mainstreaming. The stocktaking consists of a periodic evaluation of the ongoing work of the department or decentralized office ( DO ) to analyze to what extent gender equality has been reflected / incorporated. This exercise, which should be repeated every four years, serves to highlight gaps, good practices and opportunities for action to better incorporate a gender perspective into the work of the division / OD. This exercise involves the assessment of three important functional areas, namely: 1 ) gender capacities and competencies; 2 ) gender integration in knowledge products; 3 ) integration of gender in the formulation and implementation of projects and programs. For this reason, the main objectivesof the balance exercise are:

  •  evaluate the work of the division / OD, analyze the degree to which gender issues are integrated, and identify both achievements and gaps and challenges.
  •  Identify capacity development needs within the division / OD to design and deliver customized gender training to build staff capacity.
  •  develop a division / OG Gender Action Plan to follow up on gaps and challenges identified in the stocktaking exercise. The purpose of the Action Plan is to define the gender-related work ( mainstreaming and technical ) that the division / OD plans to undertake over the next four years. For country offices, the Action Plan should also take into account the findings of the Country Gender Assessment, where available; and
  •  guide the annual work plan of the Gender Focal Point ( PFG );
  •  raise awareness among colleagues of the gender work of the division / OD and of existing gaps.

The gender specialist will be under the supervision of the FAO Representative in Argentina, the FAO Program Officer in Argentina and the person in charge of the Sustainable Rural Development Area of FAO Argentina, under the technical supervision of the Regional Gender Officer and the Gender Focal Point in the FAO Argentina Office and with technical support at FAO Headquarters.

Tasks and responsibilities

He or the specialist is responsible for the tasks presented below: For the development of the National Gender Analysis ( CGA ) you must:

  •  Carry out a documentary review and analysis of secondary data, and the collection and analysis of primary data, based on the stages outlined in the FAO Guide to prepare a National Analysis on Gender Issues in Agriculture and Rural Livelihoods .
  •  Prepare a methodological-technical proposal for the CGA, following what is proposed in the Guide to prepare a National Analysis on Gender Issues in the Agricultural and Rural Sectors and in Rural Livelihoods
  •  Develop draft report of the CGA, following the proposal in the Guide to prepare a National Analysis on Gender Issues in the Agricultural and Rural Sectors and in Rural Livelihoods
  •  Participate in meetings with government counterparts for the development of the CGA and a validation workshop of the CGA prior to the presentation of the Final Report Document of the national analysis on gender issues that includes the most important results and recommendations.
  •  Prepare a Document of the final report of the national analysis on gender issues, including possible observations made in the validation workshop.
  •  Prepare and make a presentation of the most important results and recommendations for the FAO office in Argentina after the delivery of the Document of the final report of the national analysis on gender issues
  •  Prepare a four-page document that summarizes the main results and recommendations, with the corresponding figures and statistics found according to the main agricultural sectors of the country and the priority areas of work of the FAO Representation in Argentina.
  •  Prepare a four page contribution to the UNCT CEDAW report based on the main findings of the National Analysis on Gender Issues in Agriculture and Rural Livelihoods (CGA-ARS), including a review of the Analysis.

For the development of the Gender Balance of the FAO Representation in Argentina, you must:

  •  Making a methodological proposal for the realization of the Balance on gender equality of FAO in the FAO Representation in Argentina based on the FAO Guide.
  •  Carry out the documentary review and gathering of primary information of the Balance on gender equality, as established by the FAO guide.
  •  Develop a draft report on the Balance on gender equality, as established by the FAO guide.
  •  Participate in meetings with the FAO teams to guide the development and results of the Balance on gender equality.
  •  Develop a final report on the Balance on gender equality, as established by the FAO guide
  •  Prepare a report summarizing the work performed during the work process

CANDIDATES WILL BE EVALUATED ACCORDING TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  The candidate must be a professional in the social sciences. A postgraduate qualification in gender studies will be highly valued.
  •  Experience of at least 5 years in conducting gender analysis linked to the agricultural sector in Argentina.
  •  Argentine nationality or residence.
  •  Practical knowledge of Spanish language.

  •  Experience design and application of qualitative methodologies and analysis of secondary information

  •  Experience in preparation and / or execution of projects with international organizations
  •  Experience in field work and participation in multidisciplinary teams
  •  Drafting of technical reports according to United Nations quality standards

Selection criteria

  •  Availability to work in coordination with SAGYP and FAO.
  •  Availability to travel wherever required for consulting activities ( not exclusive ).
  •  They provide experience working with government agencies.
