CONTEXT :

After the closure of its program in 2004, the Handicap International Federation (HI) reopened its CAR mission in 2015 through the activities of the logistics platform. Since then, HI has deployed humanitarian interventions around 4 pillars in line with its operational strategy: Humanitarian Logistics – Health – Inclusion – Reduction of Armed Violence.
Key activities have been implemented including: facilitation of road, river and air transport, light civil engineering through the rehabilitation of road axes and crossing structures as well as landing or air strips at aerodromes, integrated physical and functional rehabilitation (physiotherapy, equipment) associated with stimulation therapy for malnourished children and their carers in hospital and community settings, mental health and individual and group psychosocial support, inclusive humanitarian action, local development, inclusive governance and capacity building for organizations of people with disabilities, socio-economic integration of the most vulnerable households through the development of AGR. Innovative themes relating to education on the risks associated with explosive devices (EREE), inclusion and capacity building of national partners in the context of localization take on a significant and important scope in the strategic vision of the Central African State, donors and actors in the humanitarian community.

In view of the latest changes in HI’s mission in the CAR between the last half of 2023 and January 2024, the logistics platform projects, particularly in the context of freight facilitation, shared storage of humanitarian goods and the rehabilitation of airstrips, were closed in addition to the closure of the Bangassou operational base. HI is currently continuing to implement its program at the operational bases in Bangui and Bambari as well as in the sub-bases of Alindao, Bocaranga and Ngaoundaye.

YOUR MISSION:

Under the hierarchical responsibility of the Technical Head of Program (THOP) of the country mission, the SMSPS specialist will be responsible for:

1/ Provide expertise in its sectoral scope of SMSPS

  • Ensure quality support to projects and country programme teams in accordance with SMSPS global norms, standards and technical frameworks
  • Ensure technical learning of teams assigned to integrated SMSPS projects
  • Ensure control and monitoring of technical quality within the country mission program
  • Contribute to the animation of the professional channel of the technical divisions

2/ Participate in the representation of the organization and the development of its influence

  • Promote HI’s technical expertise in coordination mechanisms and sectoral working groups related to the SMSPS.
  • Establish a map of actors (humanitarian partners, CSOs and Ministries) working on the theme of SMSPS in the CAR
  • Contribute to advocacy on specific SMSPS themes with stakeholders (humanitarian community, CSOs and supervisory ministry), technical and financial partners.
  • Contribute to the popularization of key SMSPS communication and awareness messages at all levels (local, regional and national).

3/Contribute to the development of the social mission

  • Explore and identify major new financing opportunities in the SMSPS sector through an integrated approach with other sectors.
  • Identify and develop partnership strategies based on location as well as consortia within the framework of a synergy of actors
  • Contribute to promoting HI’s expertise in the implementation of the partner capacity assessment tool and due diligence with NGOs and INGOs

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

  • The context of the capital of Bangui observes a relative calm despite the periodic demonstrations in certain districts and patrols which are generally organized by the internal security forces making the exits limited to certain places with a curfew set at 1:00 a.m.
  • Security constraints in certain provinces are sometimes volatile and unpredictable despite the stabilization of the context in the country’s city centers;
  • For the majority of prefecture capitals, staff travel is done by UNHAS flights despite the cancellations observed due to the deterioration and poor maintenance of airfield runways. It is important to note that some destinations are not accessible by road although the travel time from landlocked areas is sometimes long (especially during the rainy season) and the poor condition of road infrastructure;
  • The position is based in Bangui with field trips to support teams in the intervention zone as well as stakeholders and partners linked to the SMSPS sector;

Access to the Internet and telephone network coverage is good in Bangui but sometimes limited in the provinces.

YOUR PROFILE:

  • You have a Master’s degree in clinical, social, intercultural psychology and sociology of work.
  • You have a minimum of 5 years of professional experience in SMSPS, particularly in the clinical field, emergency and development contexts in terms of team coordination in hospital and community settings.
  • You have mastered the different explanatory models of cross-cutting approaches including: AGH (Age, Gender, Disability), cross-cutting protection, conflict sensitivity, international human rights frameworks, humanitarian action, strategies to combat exclusion and discrimination, operational and technical issues, standards and networks in your sector.
  • You have mastered oral and written communication adapted to each target (child, adult) with sensitivity to taking disability into account throughout the process of implementing activities.
  • You know how to negotiate and set a clear framework, you know how to support and motivate teams or a group that needs support from SMSPS in their program or following a security incident.
  • You are bold and creative, you are responsive, you demonstrate strong empathy and an ability to listen attentively, in acceptance and non-judgment. You have the ability to network and you have good resistance to stress in an unpredictable emergency context.
  • Languages: fluency in French required and a minimum knowledge of English would be an asset.

  • 12-month international contract ideally starting November 1, 2024;
  • The international contract provides social coverage adapted to everyone’s needs:
    • Unemployment insurance collected only for EU nationals;
    • Retirement insurance;
    • Health coverage, repatriation, and welfare covered by HI and the employee;
  • Salary : from €2,757 gross/month; depending on professional experience;
  • Per diem : €725.80 net/month – paid in local currency in the field;
  • Hardship: €250 net/month
  • Paid leave : 25 days per year;
  • R&R : depending on mission level: 5 days every 3 months
  • Position: Unaccompanied:
    • Coverage of transportation costs, visas and transport of your personal effects;
  • Accommodation: Collective supported by HI;
  • If you are a resident in the country: local package.
