General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in protection and self reliance of vulnerable and marginalised migrants and host community members in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL Syria implements multi-sector programmes in Northwest Syria (NWS) addressing the multiple vulnerabilities that households and communities are facing after more than a decade of conflict. The program primarily focuses on Food Security, WASH, Nutrition and Emergency activities.

GOAL has two projects (ECHO funded LINK and Irish Aid) in Türkiye, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labour. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Türkiye, by sensitization/capacity building (targeting key stakeholders and service providers, etc.) activities, and Case Management (CM) and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Türkiye. On the other hand, Irish Aid grant is targeting earthquake survivors and providing humanitarian assistance to affected families.

Job purpose:

Reporting to the WASH Coordinator, the Senior WASH Officer is part of GAOL WASH team based in Gaziantep, Turkey.

The role will focus on providing support for technical operations within Syria ensuring the implementation of effective and sustainable technical solutions to address the system constraints, updating and improving the WASH department trackers related to Purchase requests (PRs), Cash flow, Activities tracker and other relevant database, leading on assessments, support proposals writing, and Standard Operating Procedures (SOPs) development. The position holder will work closely with the WASH Coordinator to ensure seamless sector coordination and oversight of field activities, in addition to producing regular reports as required.

This role will be based in Gaziantep, Turkey, with occasional travel to Syria field offices (Azaz and Idleb).

Duties, objectives and competencies

Technical Support and Assessments

  • Provide technical support to GOAL’s WASH team to complete detailed assessments of water and Sanitation infrastructure in camps and communities.
  • Design technical assessment tools and support the team in Syria to implement assessments.
  • Ensure that agreed donor targets are met and that all variances or required programme changes are appropriately documented and communicated to the WASH Coordinator in a timely fashion.
  • Support the WASH coordinator in managing the field team by participating in regular meetings and communication with the field team.
  • Submit weekly and Monthly WASH reports and provide high level input on quarterly and final reports as required.

Programme Development

  • Contribute to development of GOAL Syria’s WASH program response strategy.
  • Input into proposal and budget development processes
  • Work closely with WASH Coordinator, WASH advisor and the WASH field managers to find innovated and sustainable solutions for issues related to the program implementation.

Financial, Logistics, HR and Administration

  • Coordinate with procurement and other support units to ensure work is being done on time with the best quality.
  • Work with the procurement team to develop procurement plans and ensure timely implementation of WASH projects.
  • Coordinate between the WASH Field team and Turkey Procurement team to ensure optimal contract management performance.
  • Under the supervision of the WASH Coordinator, plan for HR needs and ensure that recruitment is in line with accepted GOAL procedures.
  • Ensure that correct donor compliance procedures are followed by GOAL and partners.

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Work with GOAL’s MEAL team to ensure timely and effective monitoring and evaluation of project activities and impact, and on the design and implementation of assessments.
  • Provide feedback on WASH PDMs submitted by the MEAL Team.
  • Coordinate with TPM companies and provide feedback to their tools and reports.
  • Behaviour change: Support MEAL team and hygiene promotion team in analysing the results of behaviour changes assessments.
  • Support hygiene promotion team in designing sessions and messages with focus on behaviour change of the community.
  • Work with GOAL’s MIS (Management Information System) team to provide inputs and support with data collection and management.

Other Responsibilities

  • Represent GOAL externally as required.
  • Ensure adherence to GOAL’s Code of Conduct and Child Protection Policy and standards of integrity, as well as uphold GOAL’s whistleblowing mechanisms.
  • Ensure adherence to the financial guidelines according to GOAL Financial procedures.
  • Ensure donor compliance with all donor requirements, including timely quality reporting, as applicable to the project.
  • Any other tasks as requested by the line manager.

Requirements (essential)

  • Turkish Citizenship
  • University degree in a relevant field, (Civil, electrical, mechanical engineering or public health).
  • At least four years of experience of WASH activities oversight.
  • Demonstrable experience in working on water infrastructure projects including water networks, pumping systems, tank construction, sewage system, and Solar systems.
  • Excellent organization and creative thinking skills.
  • Excellent report writing and analytical skills.
  • Good computer skills including Microsoft office applications and other programs needed to design assessment tools.
  • Fluency in Arabic and English language skills (spoken and written)

Requirements (desired)

  • Experience in partnership engagement and management.
  • Proven experience with Engineering software for water and sewage systems design, (Such as: CAD – ETABS – Solar systems design software …. etc.).
  • Experience in Environmental health sub-sector.
