Senior Technical Protection Officer – Venezuela At Handicap International – Humanity & Inclusion


He SENIOR OFFICIAL OFFICE OF PROTECTION will work hand in hand with project managers to support the development and implementation of projects underway in Venezuela, taking into account the objectives established internally and externally, with the aim of maintaining the quality required by HI and the desired impact, ensuring an inclusive approach in the protection sector.

The collaborator works closely with the program’s technical team and partners, and regional and global protection and DGA (Gender-Age Disability) specialists. He is responsible for the training, support and advice of Project Officers so that they adequately implement the Inclusive Protection components in projects, respecting the technical quality of HI, the country regulatory framework and other international and donor frameworks. It participates in the development of the HI protection sector in Venezuela, so it represents the organization in the country in this sector.

CARGO RESPONSIBILITIES:

Provide guidance and technical support to projects in accordance with the technical frameworks and general rules of their sectoral field (Protection):

  • Ensure that project (s) activities are carried out in accordance with internal technical and quality standards and propose the necessary adjustments or improvements.
  • Develop adequate technical standards and guidelines for the execution of protection activities. This includes designing tools for quality execution of protection activities, including case management tools, standard operating procedures, the necessary MEAL instruments and other technical tools required for project execution.
  • Identify training needs and appropriate and effective modalities to facilitate the training of program partners and staff.
  • Provide adequate guidance and technical support to project officers and / or managers.
  • Work with program staff and global protection specialists to contextualize and adapt global materials to the project implementation context.
  • Adapt project documentation as needed, in accordance with global technical standards and standards.
  • Coordinate with relevant partners and actors to ensure harmonization of technical tools and procedures.
  • Contribute to the preparation of periodic reports on technical activities in its field (compilation and analysis of the technical data collected) together with the project team and the MEAL team.
  • Maintains an in-depth understanding of the protection environment in the local context and regularly provides the country team with an updated situation analysis.
  • When appropriate, coordinate and collaborate with the technical partners of the project by delegation of the Specialist, Project Manager or Country Manager.

Provide project-based technical learning:

  • Ensure that global and field technical specialists obtain the information they need and collaborate with technical divisions as needed.
  • Collect the necessary elements for capitalization exercises or scientific documentation.
  • Contribute to technical learning under the responsibility of the country director, based on best practices.
  • Take responsibility for technical project learning based on lessons learned and good practices.
  • Adjust activities to audit recommendations, as appropriate.
  • Apply the recommendations to improve the technical quality of the projects.
  • Guarantee the technical quality and relevance of the activities of the projects executed in protection ; carry out self-evaluation of projects and participate in evaluation cycles under the supervision of Project managers.
  • Taking over the norms and standards, he anticipates and prepares for the adjustments of the links.
  • Propose research and study topics.
  • Monitor data collection for research activities.
  • Contribute to the preparation of global protection documents, in cooperation with other technical specialists
  • Support program monitoring to ensure data is used to inform programming as needed to contribute to high-quality project programming execution.
  • Develop a comprehensive plan for monitoring and evaluating protection activities, as well as the corresponding evaluation tools.
  • Develop adapted information sharing protocols (ISPs).

Contribute to the animation of your sector:

  • Contribute to the technical recruitment of protection officers.
  • Direct the necessary technical training in your sector or direct it, in cooperation with global and regional technical specialists.
  • He directs the development of training materials and provides technical training, ongoing technical advice and training of trainers. Develop the capacities of protection teams, including social workers, in terms of protection.
  • Contribute to the plan to improve the skills of protection professionals, being able to be an evaluator for third parties.
  • Contribute to the development of a local reserve of protection talents (performs candidate technical interviews and makes recommendations, identifies training and education needs).
  • Coordinates technical professional development and facilitates a community of practices, in collaboration with the technical division.
  • Organize technical training courses for staff, as appropriate.

Contribute to guarantee the technical influence of HI in Protection:

  • Contributes to the design and writing of conceptual / proposed notes for new projects in the country.
  • Identifies and develops local associations and / or consortia with relevant NGOs and institutions, focusing on meeting technical priorities within its sectoral sphere.
  • Promote the identification and development of local associations with organizations of people with disabilities (OPD) and people with disabilities.
  • Promote and support the participation of Organizations of People with Disabilities (OPDs) in consortia and in HI programming.

Emergency preparedness and response:

  • Contribute to the support or implementation of emergency preparedness actions of the program (s) and, During an emergency, it adapts its working modality to contribute to an effective humanitarian response of the HI.

CHARGE PROFILE:

  • College degree in areas such as social work, law, social sciences, political science, or related fields.
  • Minimum experience of 4 years in the protection sector (OBLIGATORY)
  • Experience directly managing and directing case management (DESEABLE)
  • It is important to have specific knowledge on human rights, disability, and laws related to forced displacement.
  • Previous experience working with people with disabilities is valued, especially in contexts of forced displacement or humanitarian crises.
