Senior Technical Advisor for eHealth At Management Sciences for Health


The Senior Technical Advisor for eHealth will provide strategic leadership and program management, planning, oversight for timely implementation, and quality assurance over the crosscutting eHealth and IT related activities supported by the SAFEMed project. This involves ensuring project activities align with the Government of Ukraine and Ministry of Health eHealth strategies and approaches. and with the global principles for digital development. This position will serve as a liaison on eHealth issues with the stakeholders and personnel working on eHealth within other government agencies, other USAID projects, current and future IT vendors, and other donors. The STA partners with other SAFEMed staff and consultants to ensure coordinated support to government counterparts, and where necessary provides direct assistance to identify requirements, design, develop and implement eHealth applications and infrastructure.

MAIN RESPONSIBILITIES

1. eHealth strategy development and coordination

  • Provide the strategic leadership over the implementation of the SAFEMed IT related activities and subsequent updates as necessary and ensure timely and accurate eHealth support to Ukraine stakeholders and USAID.
  • Coordinate the development and implementation of integrated, strategic eHealth plans and policies across SAFEMed related to pharmaceutical and supply chain system strengthening (registration, reimbursement, quantification, procurement, and logistics management).
  • Serve as the key point of contact for SAFEMed eHealth initiatives across all workstreams.
  • Integrates and coordinates the development of and implementation of eHealth activities across SAFEMed, to achieve maximum project-wide efficiencies and synergies; coordinates the identification and prioritization of required eHealth initiatives.
  • Provides guidance and counsel to government counterparts in the examination and definition of objectives for existing and/or proposed information systems and the design of improved systems.
  • Support to the procurement procedure of IT vendors and selection of IT external consultants.

2. Coordination of design, development, implementation and use of IT systems

  • Working with IT consultants, IT vendors, and government counterparts, manage the process of design and development of IT modules consistent with the existing technical architecture of the Ukrainian eHealth systems and best development practices: national medicines verification IT-system, digital registers, IT audit, supply-chain related IT solutions.
  • Oversee on-time delivery of the final IT products to key government agencies and live deployment .

​3. Stakeholder engagement

  • Coordinate among SAFEMed staff, Ministry of Health, the eHealth state-owned enterprise, National Health Service of Ukraine (NHSU), State Expert Center (SEC), State Service of Ukraine on Medicines and Drug Control (SMDC), Centre for Public Health (CPH), Medical Procurement of Ukraine (MPU) and other experts working on eHealth development.
  • Collaborate and coordinate with other USAID funded projects, NGOs, and other organizations to enhance use of new eHealth initiatives and keep abreast of latest development and professional norms, standards, tools, and methodologies.
  • Provide ongoing technical support and capacity building to project technical teams and project counterparts in state-of-the-art eHealth principles, approaches, and tools.

4. Project planning and reporting

  • Contribute to design of project workplans and budgeting activities, providing leadership in eHealth activities.
  • Identify and formulate lessons learned from eHealth initiatives to be integrated into larger project and MSH knowledge management.
  • Contribute to the project’s progress and technical report writing.

QUALIFICATIONS

REQUIRED EDUCATION:

Required:

Master`s degree in Information sciences, public health with an eHealth focus, or related field; thorough knowledge of the current application of IT systems within the health sector, including the relevant eHealth principles, applications, tools, and approaches,

Preferred:

A postgraduate education or training in health informatics or data science, health information systems, electronic medical records, statistical analysis, or software development

REQUIRED EXPERIENCE:

  • 7+ years of experience creating IT systems and IT project management within public sector entities in Ukraine
  • Solid experience in procurement of IT systems, testing of IT systems by state bodies and putting products on the balance.
  • Experience in the development and implementation of government IT projects.
  • Experience in designing IT systems of comparable scale and complexity.
  • Knowledge and management practice of the full software development life cycle of IT systems development
  • Working knowledge of leading integration technologies.
  • Experience in technical documentation.
  • Knowledge of the procurement domain will be an advantage.

REQUIRED KNOWLEDGE AND SKILLS:

  • Understanding of key eHealth initiatives, including enterprise architecture, eHealth, eRegisters, eStock.
  • General understanding of Ukrainian eHealth system, requirements, and architecture.
  • Solid technical knowledge of software product development practices and technologies, including requirement management, UI/UX design practices and frameworks, Agile/Scrum.
  • Knowledge of legislation governing business relations
  • The ability to provide consistent, detailed analysis and follow through to project completion.
  • Experience and track records working in a cross-functional environment.
  • Excellent interpersonal skills – demonstrating ability to successfully work with internal and external partners at all levels of responsibility.
  • Problem solver, who has a proven track record of managing software development initiatives.
  • Language skills: Advanced English and Ukrainian.
