Position Summary:

The Senior Technical Advisor provides expert technical guidance and expertise to EG programming and business development; and is a leading contributor to the EG division’s industry engagement, thought leadership, and technical communications. The Technical Advisor spends a significant percentage of time (~60%) on business development. This position may serve as technical lead, lead writer, contributing writer, capture lead, reviewer, or subject matter expert. The Senior Technical Advisor will provide technical inputs and strategic guidance to the development and execution of the EG annual business plans and multi-year strategic plan. This includes developing internal and external communications, thought leadership, and positioning documents and activities; desk research and networking to identify and bring to Creative new and promising technical approaches, potential partners, and staff; and presenting Creative’s work in industry forums, conferences, and meetings with partners and clients. The Senior Technical Advisor may serve as a Project Director or Manager for one to two projects, and may supervise one to two Chiefs of Party. The Senior Technical Advisor may serve as Technical Subject Matter Expert for project(s) and may participate in field assignments that include providing targeted technical assistance to a project, serving in Acting capacity for technical or management roles including COP or DCOP, representing Creative at high-level meetings with clients, external stakeholders, and government officials. Field SMEs or Technical Leads from projects may have dotted reporting lines to this position. The Senior Technical Advisor may also serve as Acting Vice President of the EG Division, as needed.

Reporting & Supervision:

The Senior Technical Advisor reports to the Vice President, or other senior management leader. The STA may supervise 1-3 Senior Technical Managers and/or Senior Project Managers.

Responsibilities

  • Serves as a subject matter expert in a senior technical role with capture, programmatic, representational, and operational duties for a program (or programs) to assure continued portfolio development within that technical area
  • Performs research; provides analytical support; attends meetings and events; and provides technical input for project design and implementation; and monitoring contract compliance
  • Plays a key role in the proposal development process, including serving as Lead Writer
  • Participates in capture initiatives, including travel to the field
  • Develops and maintains strong working relationships with partner and/or donor organizations as well as developing a network of technical experts
  • Serves as a regular point of contact with field staff, maintaining strong relationships and communication between field and HQ staff to support project needs as they arise
  • Provides technical input to company-wide initiatives and cross functional teams
  • Prepares technical documents for submission to the client
  • Develops and maintains strong working relationships with partner and/or donor organizations as well as developing a network of technical expert

Minimum Skills & Qualifications:

  • Bachelor’s degree and 12 years of relevant work experience or Master’s degree and 10 years of relevant work experience.
  • Previous experience managing/coordinating USG or other donor funded programs or portfolio of projects
  • Experience serving in a technical advisory role and/or field research role as a Senior Technical Advisor, Lead Field Researcher, DCOP, Regional Program Manager, Deputy Country Representative or Office Director with technical responsibilities as an LTTA or STTA
  • Demonstrated experience applying technical expertise to USG or other donor funded programming.
  • Demonstrated knowledge of client priorities and preferences in technical sector
  • Demonstrated expertise in MS Office
  • Willingness to travel up to 8 weeks per year
  • Strong written and oral communication skills, including demonstrated experience in proposal writing and design
  • Previous experience managing, coaching, and strengthening the technical capacity of US and international staff

Desired Skills and Qualifications

  • Foreign language skills preferred

Qualifications

The Salary Range for this position is expected to be: $133,000 up to $161,000.
