Overview of position:
Over the past 18 months, the Federal Government of Somalia (FGS) has made significant strides in political, developmental & security objectives. The implementation of the Somali Security Development Plan stands as a critical priority for the President, aiming to establish, sustain & expand security capabilities in phased approaches (‘Now’, ‘Next’, ‘Later’). The need for a dedicated expert to coordinate this plan’s execution & collaborate closely with security institutions & international partners is imperative.
Under the supervision of the Senior Project Manager, the Senior Security Advisor will be responsible for facilitating the implementation of the Somali Security Development Plan & supporting the FGS reform agenda. This role entails coordinating the Office of the Prime Minister in intergovernmental consultations, advising on security sector reform, providing progress briefings & recommendations, identifying policy gaps, offering technical advice to key ministries & ensuring readiness for post ATMIS planning.
Role objectives:
In close coordination with the Senior Project Manager & Chief Policy Adviser & the PS the Senior Security Adviser will advise the Prime Minister on security reviews, legislative framework, government security strategies, challenges faced & the implementation of agreed national security policies & procedures.
Work closely with the Office of the National Security, the Ministries of Defence & internal security in implementing policies & action plans in line with the PM directions & agreed national security architecture as well as the comprehensive plans that will be produced by the NCC.
Report progress & results made in the sector on a monthly, quarterly & annual basis to the Senior Project Manager.
Support the Office of the President in the coordination of security stakeholders.
Establishing effective coordination mechanisms between government stakeholders as well as local communities.
Work on regular reviews of security millstones & drafting related policies & frameworks, as well as making sure those milestones are implemented by all stakeholders.
Advancing and implementing PM initiatives on all matters related to the national security.
Coordinate office of Prime Minister, Ministry of Defence & Military in all matters related to capacity building, accountability, integration & transition through collaborative & cooperative approaches amongst all stakeholders.
Project reporting:
This role works Under the supervision of the Senior Project Manager.
Key competencies:
Masters degree or equivalent in security sector management, security studies, international relations or related fields is required or a bachelor’s degree or equivalent in combination with two additional years of relevant experience may be accepted in lieu of the masters degree.
A minimum of 7 years of progressively responsible experience in security sector reform, national security coordination, national security development, strategic planning & coordination, defence or other related areas is required.
Previous experience in advisory & coordination roles in the areas of national security & / or SSR.
Proficiency in English & Somali is a must.
Working knowledge of other languages is desirable.
Team management:
This role has no team management responsibility.
