Senior Project Manager (Hospital Infrastructure) At UNOPS


The Senior Project Manager is responsible for the day-to-day operations of the project and providing services to the various donors, partners and beneficiaries. The Senior Project Manager acts on behalf of the Project Board to manage the project on an ongoing basis during the Implementation Stage. The Senior Project Manager’s primary responsibility is to ensure that project results are delivered within the specified project tolerances of time, cost, quality, scope, risk and benefits. He/she is expected to meet the organization’s performance and delivery objectives.

The Senior Project Manager has the authority to assign, according to the Project Plan, work packages to the Team Managers and approve the deliverables produced by them.

The Senior Project Manager is responsible for creating the Implementation Plan, using the Project Initiation Document (PID), Legal Agreement and having a thorough understanding of the terms, conditions and respective roles and responsibilities of partners/stakeholders, to ensure the project deliverables are able to satisfy the business cases for both UNOPS and the partners. The success of the project(s) and therefore the Senior Project Manager will be based on the defined Success Criteria.

The Hospital Escuela, located in Tegucigalpa, Honduras, is one of the main public hospitals in the country and a national reference center for medical care, training of health professionals, and research. Currently, this institution faces a series of significant difficulties that impact the efficiency and quality of medical care provided to patients.

The purpose of the project is to support the Ministry of Health of Honduras (SESAL) in:

  • Improving the quality of health care for the Honduran population
  • Reducing barriers to healthcare
  • Promoting gender equality
  • Promoting social inclusion
  • Ensuring healthy living and well-being
  • Develop resilient and secure infrastructure.

The project will be designed and implemented with an emphasis on the transfer and development of internal capacities of SESAL. Principles of gender equity, social inclusion and sustainability were incorporated, ensuring a significant impact in multiple areas of sustainable development.

The project strategy simultaneously addresses the main aspects focused on five components:

  1. Component I: Project Management
  2. Component II: Investment plan and feasibility of improvement tasks for existing facilities.
  3. Component III: Management of Tenders and Procurement
  4. Component IV: Design, construction and supervision of works
  5. Component V: Supply and installation of hospital equipment

In Honduras, UNOPS has been supporting the implementation of projects over the years and, since 2014, has had a closer relationship with partners to whom it has provided advisory services, technical assistance in procurement processes and has facilitated procurement services for pharmaceutical products, medical supplies equipment, software and hardware for public institutions, and technical assistance in infrastructure projects and public-private partnerships. As part of the technical assistance it provides to its partners, it includes project management in different areas, and its portfolio includes projects in the aforementioned areas.

Education:

  • An Advanced University Degree (Master’s Degree) in a relevant technical discipline related to the nature of the project is required (Architecture, Civil Engineering, Structural Engineering, etc.).
  • A first level University Degree (Bachelor’s Degree) in a relevant technical discipline related to the nature of the project (Architecture, Civil Engineering, Structural Engineering, etc.) is acceptable with two additional years of experience.

Certifications:

  • Project Management Certification (PRINCE2 Practitioner, PMI, etc.) is required.
  • Professional certification from an accredited institution (PEng., CEng., etc.) will be highly valued.
  • Complete UNOPS PMM, UNOPS PMM Infra Perspective and one UNOPS Projects training within (3) months of signing these Terms of Reference.

Experience:

  • Minimum of 7 years of experience (or more depending on academic credentials) managing infrastructure projects is required.
  • Experience in supervising teams is required
  • Experience in implementing and managing hospital infrastructure projects is required.
  • Experience in developing countries or post-conflict environments will be valued.
  • Experience in contract management and knowledge of FIDIC Contracts will be highly valued.
  • The use and management of MS Project will be highly valued.

Language requirements:

  • Fluent Spanish required
  • Intermediate level of English is required
