INTRODUCTION

The International Training Centre of the International Labour Organization (the Centre) is the training arm of the ILO, the Specialized Agency of the United Nations which promotes social justice and human rights in the world of work. The Centre delivers training, learning and capacity development services to governments, employers’ and workers’ organizations, and other national and international partners, in support of decent work and sustainable development. Its mission is to be the leading provider of learning and training for the world of work.

The position is located in the Workers’ Activities Programme (ACTRAV).

ACTRAV provides training to promote labour education for workers and workers’ organizations. The programme responds to the training needs of workers’ organizations through courses, materials, projects, and advisory services.

Functional responsibilities

Under the supervision of the Workers’ Activities Programme Manager, the incumbent organizes, manages and implements training programmes, projects and activities related to workers education. He or she will serve as the programme’s focal point for Africa.

Specifically, the incumbent:

  •  Plans, designs, manages and coordinates training activities related to workers education (residential, on-line and in the field), including preparing cost/budget estimates and managing fund allocations between different activities, identifying problems and resource deficiencies, proposing corrective actions and managing and supervising overall logistics and administrative requirements;
  •  Identifies, engages and supervises resource persons/experts (both ILO and external) relevant to the training activities, set terms of reference, agree on training inputs, negotiate terms of the contract, and supervise their contributions to the training activities;
  •  Manages human and financial resources required for the implementation of training and non-training activities;
  •  Organizes participants’ study visits (to different countries and organizations);
  •  Monitors and evaluates the implementation and impact of training activities; improve the design and contents to enhance the effectiveness and delivery of training and develop new training methodologies for future programmes;
  •  Analyzes economic, social and political issues that affect workers and their organizations, training needs’ requirements at international, national and sub-national levels, assesses competency gaps and correspondingly designs, organizes and conducts related training activities for capacity building of workers organizations; reports on the work and activities implemented;
  •  Formulates and develops specific training projects, programmes and activities for the supervisor’s review and approval; validates existing approaches through appropriate evaluation and provides technical advice and feedback to management;
  •  Maintains contact and coordinates with Desk Officers and Cluster Coordinators at the ILO Bureau for Workers’ Activities (ACTRAV Geneva), ILO field offices and other technical specialists in regard to training activities;
  •  Develops collaborative arrangements and networks with national and international organizations, including international trade unions and other UN agencies for technical and financial cooperation about training activities to workers;
  •  Undertakes field missions as technical adviser, represents the Programme and ACTRAV and provide technical advice, including workers perspective, on the training programmes and curricula of other Technical Programmes of the Centre at technical meetings and working groups set up to develop new training programmes;
  •  Develops course curricula on specific topics and upgrades training modules related to workers’ education by adapting and integrating innovative training-design methods along with appropriate learning delivery techniques;
  •  Keeps up-to date the developments in the field of workers education, develops new training practices to improve courses and their effectiveness;
  •  Assesses training needs of workers organizations in the Africa region, formulates and proposes training initiatives for the approval of Trade Union Training Committee;
  •  Performs other duties for the effective management of the programme or as directed by the Programme Manager, including conducting inter-regional training programmes, and implementing activities under technical cooperation projects.

Qualifications required

Education

Advanced university degree in social science, economic development, human resource development or other relevant field and specialization in workers’ education or equivalent capacity acquired through experience on the job and training.

Experience

  •  At least seven years of professional experience – of which at least three years at the international level – in the area of support to workers’ organizations
  •  Experience in the planning, coordination and administration of training and non-training activities.
  •  Experience in supporting workers’ organizations in Africa.
  •  Familiarity with the ILO mandate, its strategic and operational objectives.
  •  Technical experience at ILO Headquarters or in ILO offices or projects in the field is considered an asset.

Languages

Excellent command of English or French.

Prior consideration will be given to candidates who possess good working knowledge of both English and French.

Working knowledge of a second or third language among the following: English, French, Portuguese or Arabic is an asset.

It requires an in-depth understanding of subject areas, analysis and interpretation of data/information from workers perspective and developing approaches to communicate/teach the issues covered, taking into account the prior learning of the participants and their diverse backgrounds.
  •  Good knowledge of development and technical cooperation issues, concepts and operations.
  •  Ability to work with minimum supervision, often under tight deadlines, and ability to handle multiple tasks.
  •  Strong conceptual and analytical skills.
  •  Ability to communicate clearly and concisely both orally and in writing.
  •  Good diplomatic and negotiating skills.
  •  Full competence in using standard computer applications, including word processing, database and other software.

RECRUITMENT PROCESS

CONDITIONS OF EMPLOYMENT

Any appointment/extension of appointment is subject to the Staff Regulations and other relevant internal rules.

Appointments are of fixed-term duration.

A successful candidate will be offered a Regular Budget, fixed-term contract of one year, which may be renewed, subject to a period of

probation as established by Article 2.1 of the Staff Regulations. Recruitment is normally made at the initial step in the grade.

Depending on qualifications and relevant experience, the successfull external candidate may be initially recruited at a grade lower than that of the position.

Any extension of contract beyond the probationary period is subject to satisfactory conduct and performance.

Salary and Post Adjustment, grade P.4 in US$, per year (subject to revision by the International Civil Service Commission (ICSC)

Salary Minimum US$ 77,326

rising by annual increments to Maximum US$ 97,513

Post adjustment multiplier for Turin (subject to change)

Minimum US$ 25,362.93

Maximum US$ 31,984.26

In case the official qualifies for a spouse benefit allowance, the above salary increases by 6% of the applicable grade and step.

Salaries and emoluments are exempt from taxation by the Italian authorities and so, on the basis of the international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed.
