SUMMARY OF JOB RESPONSIBLITIES

The Senior Program Officer (SPO) provides strategic vision, execution, management, and programmatic support of the project activities under the Law and Human Rights unit.

The SPO works extensively and collaboratively with the Director of the LAHR Unit, Program Officers, and Assistant Program Officers and Senior Leadership in pursuing objectives of country- and unit-level strategies for advancing transformative peace and development in the Philippines. This includes building, developing and supporting a portfolio of donor-funded programs to promote access to justice, human rights, and judicial reform. The SPO supports fundraising and sustainability of the LAHR Unit by identifying opportunities for funding and crafting proposals and project proposals. The SPO also provides oversight and strategic support to the LAHR programs by developing, monitoring, and improving project workplans, progress reports, MEL plans, and building and deepening partnerships with key stakeholders, grantees and partners from the donor community, government, civil society, and development sector.

The SPO works closely with Finance and Sub-awards, Administration and other Foundation staff to ensure compliance, collaboration, and continuous improvement. The SPO also supports Senior Leadership in rolling out initiatives for organizational strengthening and change management strategies.

Internal

Extensive interaction with Director of the LAHR Unit, Program Officers, and Assistant Program Officers, as well as with the Senior Leadership, Finance, Administration, and Grants Units

External

Interaction with donor organizations and their representatives, the Foundation’s partners and sub- grantees, consultants, civil society organizations, and government partners

REQUIREMENTS

Experience

  • Knowledge of Philippine governance, law, justice, and human rights issues
  • At least 5 years of program management experience in a leadership/management role, preferably in an international NGO.
  • Good understanding of how the justice system, civil society and human rights community, and government agencies operate and respond to development challenges in the Philippines.
  • Demonstrated experience in project monitoring and evaluation, financial and grants management and budget control, strategic planning and work planning, and managing development projects.
  • Strong partnership management skills.
  • Ability to self-manage, independently prioritize tasks, and confidently develop plans of action with minimal direction.
  • Strong analytical and problem-solving skills.
  • Proficient in verbal and written communication skills in both English and Filipino.
  • Strong time-management skills and professional organizational abilities .
  • Proven interpersonal and intercultural skills.
  • Knowledge of USAID, DFAT, Department of State and other international donor agency requirements and regulations.

JOB FUNCTIONS

The Senior Program Officer will have the following duties and responsibilities*:*

  1. Support the Foundation’s efforts in building and strengthening a portfolio of judicial reform and human rights programs by conceptualizing, designing, managing, and implementing, and monitoring projects under the LAHR Unit.
  2. Support the alignment of LAHR programs with country- and unit-level strategies to pursue high-level objectives.
  3. Provide leadership and strategic support to programs of the LAHR Unit through program design and development, crafting robust and dynamic annual workplans, MEL plans, learning agenda, and inclusion strategies.
  4. Oversee and support timely implementation and delivery of program outputs and donor objectives through continuous monitoring, progress reporting, troubleshooting, adaptation, and collaboration with Program Officers, Assistant Program Officers, and program partners and stakeholders.
  5. Guide and supervise programs in crafting fit-for-purpose grant agreements and funding mechanisms, consultancies, and terms of references for staffing requirements.
  6. Expand and deepen new and existing partnerships with stakeholders and representatives of government, donor organizations, civil society, academe, and development sector actors through representation and continuous engagement.
  7. Ensure proper budget and fiscal management of LAHR programs through continuous monitoring, streamlining, rationalization, and compliance with donor and internal policies.
  8. Provide management guidance, mentorship, and coaching to Program Officers and Assistant Officers to support professional growth and development
  9. Support in safeguarding staff, partner, and organizational safety and wellbeing through proper risk management and upholding of ethical and fiduciary standards across all levels of program implementation.
