The humanitarian crisis in Venezuela continues to intensify. Venezuelans face hyperinflation, which puts them out of the reach of basic goods and services, including medical care and food. The shortage of medical supplies makes it difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. Lack of food has caused hunger and malnutrition. Between 2015 and 2023, more than seven million Venezuelans went to look for goods and services, mainly in neighboring countries.

Our Organization has responded to the crisis by supporting Venezuelans who cross the arc of the migration pattern, including Venezuela, Colombia, Ecuador and Peru. In Venezuela, it has been developing programs through local organizations. We are currently working to strengthen the capacity of local partners to provide access to quality sexual and reproductive health services, nutrition, protection, food security and decent livelihoods for the vulnerable population.

General job description:the senior program officer will be responsible for the general administration and operation of the CIR office in Táchira, as well as leading the accompaniment of the work of the partners that implement projects in Táchira and Apure. He will be primarily responsible for representing the CIR in territory vis-à-vis other Cooperation Organizations, strategic allies, government structure, communities and any coordination structure. It will oversee the daily activities of the office and ensure an integrated approach to the various programs targeting the most vulnerable populations, as well as identifying potential partners, identifying potential programs / projects.He will be responsible for monitoring the implementation of the Community Mobilization Strategy and identifying opportunities to improve the CIR’s response to the needs caused by the Venezuelan humanitarian crisis.

The Senior Program Officer will oversee the assigned operations and program staff and coordinate with program managers and coordinators, as well as with CIR support areas to ensure the effective execution of the activities of the partners, in accordance with the approved projects and budgets, work and purchase plans, spending plan and proposals; taking into account compliance with the rules and procedures of the CIR and different donors. This position reports to the Senior Coordination of Programs for Venezuela and requires articulated work with the Coordination of Operations for Venezuela.

Main responsibilities:

  1. Technical and operational quality:
  • Support the adherence of the technical line within the team and partners; in the projects implemented in Táchira and Apure, according to the guidelines of program managers and coordinators and the CIR standards and methodologies, international policies and standards
  • Lead the implementation of the CIR Community Mobilization Strategy in the field, ensure the documentation of its implementation and the socialization of progress, challenges that emerge.
  • Regularly monitor the office budget, take corrective action on time, and inform its immediate oversight and stakeholders
  • Ensure programmatic quality in the projects implemented, through the use and monitoring of the process, SOP Standard Operating Procedures and CIR tools, established for this purpose.
  • Support ethical, confidential and robust data collection, as well as information management systems
  • Support adherence within programs, of transversal processes such as referrals, PQR, CIR, risk analysis, etc.
  • Ensure adequate and timely internal coordination of actions, monitoring of commitments and agreements within the team, using the CIR’s internal coordination tools and spaces
  • Coordinate activities in the framework of field visits by donors, CIR personnel, the media and, in general, key actors for the development of the organization’s activities.
  • Ensure compliance with CIR (CIR Way) ethics standards by field staff.
  • Lead team movements in the field and ensure, together with the operations officer, compliance with CIR procedures, operations tools
  • Keep context reading and relevant changes affecting security updated and report any security incident to your immediate supervision

(2) Associations:

  • Manage CIR’s relationships with partner organizations on the ground, ensuring timely and relevant responses to emerging situations, as well as early alerts to implementation challenges on the ground
  • Support the monitoring of agreements and commitments with partners, ensuring effective, clear, responsible communication between the CIR and its partners on the ground; both at the programmatic level and at the support area level.
  • Support the CIR System of Excellence of Associations for Equality and Results (PEERS) using its tools, ensuring their incorporation and compliance.
  • Continuously map stakeholders to identify organizations for potential CIR associations.
  • Support proper planning and monitoring of projects, using CIR tools for this purpose, work plans, purchasing plans, spending plans, etc.

(3) Project Management:

  • Coordinate with program managers and coordinators to ensure complementary response on the ground
  • Facilitate adequate and timely coordination between CIR programs and support areas; HR, finance, supply chain and security to ensure cohesion, and collaborative work. Ensure the use of the CIR tools, SOPs, Integra, Spending plan.
  • Support compliance with donor requirements
  • Contribute to fundraising efforts, including context analysis in proposal formulation, logical frameworks, and budget and budget narratives
  • Lead any assessment (either sector-specific or multi-sectoral needs assessment) in the field to collect data from beneficiaries as well as the population of interest
  • Represent the CIR in coordination spaces such as Coordination Forums, and meetings with potential and existing donors and ensure that the program team regularly assists clusters, working groups, in coordination with the Senior Program Coordination and the Program Directorate.
  • Lead, in coordination with the Senior Program Coordination, the relationship of the CIR with the regional and local government structure as appropriate to the field operation.
  • Any other assigned task

Personnel management and development

  • Support the recruitment processes of the field office and strengthen its technical capacity, share knowledge within the team and provide guidance for professional development
  • Ensure and participate in the personnel induction plan to guarantee the understanding of the roles and responsibilities of the personnel
  • Conduct timely and quality performance evaluations of the team in charge
  • Constant and proactive monitoring of the team, ensuring clear delegation of activities, solid monitoring, using team coordination tools that ensure effective communication

SG-SST Responsibilities: all supervisory positions (that is, with personnel in charge) must ensure adequate conditions and work environment in their field of action, department, area or program, analyzing the work being carried out and identifying possible potential risks and will manage what is necessary to proceed to minimize or reduce them, meeting and enforcing the objectives established in safety and health, monitoring the observance of good practices. Likewise, they must participate in the investigation of work accidents that occur in their respective area, department or program, they will participate and promote the participation of their supervisors in prevention activities, and promote the participation of staff in safety and health committees

and emergency brigades and will report to the competent authorities and interested parties, periodically and / or when requested. Failure to comply with the responsibilities and functions of safety and health will be taken into account as a serious offense, and will cause disciplinary processes and measures and / or termination of the employment contract.

Job requirements:

Education:

  • Professional in human or social sciences, Social Work, Psychology, Polythology or related sciences

Preferred experience and skills:

  • At least 2 years of experience in the implementation of social programs or projects in Táchira
  • Team supervision experience
  • Previous experience in an international organization; preferably humanitarian experience.
  • Great planning, financial management, organization and communication capacity
  • Previous experience in representation and coordination platforms
  • Excellent verbal and written communication skills, as well as a general ability to be clear and concise in all communications
  • Strong organization and time management skills; proven ability to prioritize and deliver on time
  • Strong analytical skills to solve problems and a solid work focus on results
  • Ability to work both independently and in a dynamic and multifunctional global team structure
  • Highly competent in the Microsoft Office suite
  • Demonstrated ability to work effectively with stakeholders at all levels
