Senior Operations Analyst / Operations Associate – El Salvador and Panama

About this job

We are looking for a professional with experience in technical and operational processes in the design, implementation, monitoring and evaluation of IDB development projects. As an Operations Analyst, you will support the design, execution and closing of the Loan Operations and assigned Technical Cooperations. You will work in the Representation of El Salvador or Panama, reporting directly to the Chief of Operations.

This is what you will do:

  •  Support in the identification and design of Loan Operations and Technical Cooperations.
  •  Support in the development of project profiles on operational topics.
  •  Establish and maintain a close relationship with executing agencies, authorities, and other public and private entities to provide guidelines on different aspects of loan contract administration.
  •  Assist in the risk assessment and the application of surveys and systematization of the results of the risk analysis.
  •  Participate in the analysis of institutional capacity.
  •  Support in the review of loan proposal documents.
  •  Monitor the execution of Loan Operations and Technical Cooperations.
  •  Be the operational focal point in portfolio reviews of assigned operations.
  •  Resolve specific queries from the executing agencies on operational issues.
  •  Support in the start-up workshop and in meetings with the executing units in the area of institutional strengthening.
  •  Provide guidelines on the application of disbursement and procurement policies and procedures.
  •  Support the review of requests submitted by the executing agencies and prepare responses for review by the team leader.
  •  Enter and track transactions in Bank systems.
  •  Review disbursement requests validating eligibility and consistency, process disbursements, changes in the percentages of revolving funds, general and special extensions, budget adjustments, etc.
  •  Prepare disbursement forecasts.
  •  Support in periodic reports of progress of operations ( PMR ).
  •  Identify deviations from the original plans and propose corrective actions.
  •  Assist in monitoring the portfolio of operations and projects and support in the preparation of information for internal audits and follow-up of recommendations.
  •  Track progress in operations processing.
  •  Support in monitoring compliance with preconditions, monitoring the project execution program and the annual operating program ( PEP and POA, respectively ), updating logical framework indicators, monitoring compliance with financial reporting recommendations, preparing the results report on project execution, and inspection visits.
  •  Support in the review of financial statements.
  •  Keep files and systems of the trust sector up to date.
  •  Collaborate in other tasks in order to ensure the delivery of the IDB Group’s operational program.

This is what you need

  • Education: Master’s degree in economics, business administration, finance or other fields relevant to the responsibilities of the function.
  • Experience: At least 5 years of experience in executing Projects in Multilateral. Certification in PMP and PM4R, acquisitions and level I risks. Good knowledge of the IDB’s internal policies and guidelines for the execution of sovereign operations. Ideally, have experience coordinating IDB programs in El Salvador or Panama, as well as a good understanding of the local financial system.
  • Languages: Spanish and English, oral and written proficiency is required. It is preferred to have additional knowledge of French and Portuguese.

Requirements

  • Citizenship: You are a citizen of El Salvador or Panama, or a citizen of one of our 48 member countries, with residence or legal permission to work in El Salvador or Panama.
  • Consanguinity: He has no family members ( up to the fourth degree of consanguinity and second degree of affinity, including the spouse ) who work at the IDB, IDB Invest or IDB Lab.

Type of contract and duration

  • Type of Contract: Contract for national officials, 36 months initially, renewable by mutual agreement.
