The United Nations Office for Project Services ( UNOPS ) is a United Nations body responsible for infrastructure, procurement and project management ( Resolution 65/176 of 2010 of the General Assembly ). Our mission is to help people improve their living conditions and countries to achieve peace and sustainable development. The three priority areas of UNOPS correspond to: i ) Sustainable Infrastructure: UNOPS designs, builds, repairs and maintains infrastructures in some of the most challenging environments in the world. Its activities focus on the development of transportation, education and health infrastructure, among other areas. ii ) Public acquisitions: UNOPS is a central procurement resource of the United Nations system and Governments.Emphasizes efficient, transparent and sustainable delivery of goods and services. iii ) Project management: UNOPS manages more than a thousand humanitarian projects a year, development and peacebuilding for different partners, guaranteeing quality, effectiveness and results that meet the highest standards.

UNOPS work seeks environmental, social and economic sustainability, which contributes to the progress of equity and the common good of the countries in which it operates, thus promoting the improvement of the living conditions of the most needy people. UNOPS has a presence in 23 countries in Latin America and the Caribbean. Services, products and technical assistance comply with the principles of public administration of transparency, fairness, integrity, free competition, impartiality, morality, effectiveness, efficiency and respect for national institutions.

In Nicaragua, UNOPS supports the Government in the implementation of a project to respond to Hurricanes Eta and Iota, with financing from the World Bank. This project will be implemented in various areas of the country, particularly in the regions of the North and South Caribbean Coast, which is why several project sites are planned ( Bilwi, Puerto Cabezas, Bluefields, among others ). The objective of the project is to recover critical public infrastructure ( such as rodovias, houses and others ), in addition to assisting in the recovery of livelihoods of the affected population, mostly people involved in artisanal fishing activity. Assistance will include, among others, capacity building, development and / or review of investment studies, final designs and studies, procurement strategies,bidding and contracting processes, as well as the management and supervision of infrastructure works.

In order to efficiently and appropriately fulfill the commitments made under this project, UNOPS has structured a Project management team, in which the monitoring and evaluation function of the activities and results foreseen in its Implementation Plan and results framework is integrated.

Functional Responsibilities

•  Support in the design, formulation and implementation of the Project’s monitoring and evaluation strategy, by supporting the development of the following elements necessary for its implementation: approach, methodology, tools, information flows and improvement elements.
•  Support due diligence in the Project report, ensuring the quality of its content and periodicity agreed with the associate. For this, coordination and leadership in the collection and validation of information with the different managers of components and activities of the Project are expected.
•  Support Project management in its quality assurance exercises and the NICO Program.
•  Prepare the monitoring, monitoring and evaluation reports of the project according to established frequency
•  Support Project management in the preparation and development of any audit and accountability process carried out by the Project with partners and UNOPS.
•  Support Project management in the Project’s knowledge and communication management processes, ensuring that the products of the monitoring and evaluation strategy are useful for this purpose.
•  Support Project management in coordinating monitoring and evaluation activities carried out within the framework of the Project with the Nicaraguan government, in particular the UGP.

to. Education

•  Finished secondary studies is required
•  Desirable higher title ( equivalent to Bachelor ) or preferred technical studies in international relations, political science, administration, finance, civil engineering or other disciplines.

b. Work experience

Selection criteria:

•  Three years of support experience in the development and implementation of systems and tools for monitoring and evaluating development projects ( minimum 7 years of experience, without a university degree ).
•  Experience in monitoring and evaluation in development projects related to any of the following work areas will be valued: social and territorial development, infrastructure, emergencies and the environment.
•  Experience in monitoring and evaluation in development projects implemented on the Caribbean Coast of Nicaragua or territories of similar complexity is desirable.
•  The professional level of use of google workspace tools will be valued.
•  User-level experience of geographic information technologies and use of databases will be valued.
•  Experience in organizations of the United Nations system will be valued.

c. Language

•  Fluid command of the Spanish language is required.
•  Intermediate knowledge of English is desirable.

Contract type, level and duration

Contract type: Agreement as Individual Contractor ( LICA ) ( monthly regular contract )

Monthly Regular Contract: This contract is established in the regular monthly contract modality, that is, a continuous presentation of services is required during the contract period, making the payments associated with the contract at the end of each calendar month.

Contract level: ICS 7, equivalent to LICA 7 on a local scale.

Contract Duration: Undefined ( Subject to organizational requirements, availability of funds and / or satisfactory performance ).

Duty station: Bilwi, Puerto Cabezas, Nicaragua.
