MIGA is headed by the Executive Vice President who oversees two Vice Presidential Units (VPUs): the Vice President, Operations, who oversees the Operations Group (MIGOP), and the Vice President and Chief Risk, Legal and Sustainability Officer and Partnerships, who oversees the Economics and Sustainability Group (MIGES), the Finance and Risk Management Group (MIGFR) and the Legal Affairs and Claims Group (MIGLC). All departments in MIGA work together to extend insurance and credit risk enhancements to support developmentally sound cross-border investments in member countries. MIGES consists of several areas of responsibility: Economics; Sustainability and Climate; Integrity, Evaluations, and Gender.

Reflecting the Twin Goals, MIGA seeks to reduce gender gaps in its projects, supporting companies and economies to enhance their performance. MIGA’s second Gender Strategy Implementation Plan FY24-26 (‘the GSIP’) builds on the substantial progress achieved during MIGA’s first GSIP FY21-23, laying a foundation for enhancing the quality and reach of MIGA’s gender interventions. MIGA’s Gender Team oversees the implementation of the GSIP, providing technical support to staff and clients and supporting staff training and capacity building.

To ensure successful and timely implementation of MIGA’s GSIP, MIGA’s Gender Team seeks to recruit a Senior Gender Specialist with expertise in gender, gender analysis, gender interventions in the private sector, strategy implementation, and project management. The Senior Gender Specialist will be based in Washington, DC and will support MIGA and its Gender Team in its corporate, client engagement and partnerships activities.

Duties and Accountabilities

Under the leadership of the Head of Gender and in collaboration with the Gender Team, the Senior Gender Specialist will:

  •  Support the implementation of day-to-day activities of MIGA’s GSIP 2.0, including activities to deepen gender integration across MIGA’s business and operations and streamline internal systems for client engagement and project monitoring.
  •  Undertake strategy work as applicable including integration of MIGA’s gender work in the World Bank Gender Strategy 2024-30 and in MIGA’s Strategy and Business Outlook FY24-26. Strategy work will also entail the identification of priority actions under GSIP 2.0 and pathways to execute priority actions, as well as regular reporting on progress to MIGA and WB leadership.
  •  Working with project teams, lead MIGA’s client engagement by designing and delivering high-impact gender interventions through the design of effective client-owned Gender Action Plans (GAPs). The Senior Gender Specialist will consult directly with clients on their business and gender activities; undertake gender gaps analysis at the sector/country level; identify client actions to narrow gender gaps; and identify indicators to measure client/project impact over time.
  •  Collaborate with MIGA operations teams on relevant gender interventions, including inputs to relevant project documentation during due diligence and the entire underwriting process.
  •  Spearhead development of client engagement capabilities on a range of gender-related themes, including climate resiliency and job creation.
  •  Participate in gender working groups within the World Bank as well as with external partnership organizations.
  •  Support ad hoc activities related to the operationalization of the GSIP.

Selection Criteria

  •  Must have a Master’s degree (e.g., in economics, international development, social studies, political science, or other related fields) and at least 8+ years of relevant experience or an equivalent combination of education and relevant experience in the private sector with a focus on gender.
  •  Ability to think analytically, strategically, and programmatically.
  •  Experience working with cross-functional project teams and facilitating dialogue among diverse stakeholders.
  •  Client engagement: 5+ years of experience working with global clients, preferably from the private sector. Demonstrated ability to quickly understand a client’s business, operating model and to identify appropriate gender interventions to support gender equality. Proven ability to engage with clients with a positive, service orientation. Experience working with financial services firms on financial inclusion and with energy sector clients is a plus.
  •  Strategy: 5+ years of experience in strategy development and implementation with a demonstrated ability to translate strategy into operational delivery. Ability to synthesize and connect the dots between organization-wide or cross-cutting strategies and MIGA’s Gender Strategy Implementation Plan.
  •  Knowledge of, and practical experience in, developing theories of change and monitoring and evaluation frameworks.
  •  Excellent verbal and written communication skills in English, including ability to communicate complex issues to a wide range of audiences.
  •  Ability to work independently on complex tasks under tight deadlines, taking personal ownership and accountability to meet deadlines and achieve agreed results.
  •  Ability to work in a multicultural environment in an international setting.
  •  Experience with Multilateral Development Banks (MDBs), private sector, and/or strong understanding of UN (United Nations) system, frameworks, and structures, particularly those related to gender equality and women’s empowerment, both at the corporate, client engagement and partnership levels.
  •  Willingness and ability to travel internationally.
