The humanitarian crisis in Venezuela continues to escalate. Venezuelans face hyperinflation, putting them out of reach of basic goods and services, including healthcare and food. Shortages of medical supplies make it difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. Lack of food has led to hunger and malnutrition. Between 2015 and 2018, more than three million Venezuelans left to seek goods and services, mainly in neighboring countries.

Our Organization has responded to the crisis by supporting Venezuelans crossing the arc of the migration pattern, including Venezuela, Colombia, Ecuador, and Peru. In Colombia, we work in the areas of health, protection, education, and multipurpose monetary assistance in Cúcuta, Medellín, Cundinamarca, Norte de Santander, Nariño (specifically Ipiales), and Valle del Cauca (especially in Cali). In Venezuela, we have been developing programs through local organizations. Since January 2021, we have expanded our response to Ecuador and in 2022 to Peru, establishing projects and strategic alliances with local partners, with an emphasis on care in the border corridors from/to Colombia and Peru. We are currently working to strengthen the capacity of local partners to provide access to quality sexual and reproductive health services, nutrition, meeting basic needs, and decent livelihoods for the migrant population.

Job Overview:

The Senior Financial Manager will be responsible for managing all financial processes related to the operation, as well as financial monitoring of Partners. The holder of this position will be responsible for ensuring internal control, compliance with Venezuelan tax and fiscal legislation, and compliance with the organization’s financial policies and in line with the requirements of the various donors.

Main Responsibilities:

Accounting:

  • Manage the accounting process and cycle, being responsible for the consolidation of accounting information and national reports in compliance with local national standards and internal processes and procedures, either through supervision of personnel in charge or through local outsourcing.
  • Ensure the organization’s cash flow according to the needs of support and program areas.
  • Prepare monthly projections of cash required for the operation.
  • Review and prepare payment requests.
  • Continuously monitor currency fluctuations and their impact on funds provided by donors and partners.
  • Ensure that accounting records are kept in accordance with the organization’s operations, in accordance with the various subsidies and own expenses, including support for partners.
  • Ensure that accounting records are kept in the respective corporate and local accounting systems, submitting the various corresponding periodic reports.
  • Conduct financial review of payment requests to suppliers, consultants and partners.
  • Prepare accounting records required for the integration of Venezuela’s financial information into the global system.

Financial Planning

  • Lead the processes of preparing proposals for new donors in relation to the financial area and in coordination with the different areas.
  • Monitor budget execution through different information systems, comparing execution in relation to the budget, in order to issue the corresponding early warnings and inform the different areas such as programs, operations, human resources, among others, in the different budget monitoring meetings.
  • Prepare and/or coordinate the different financial reports to the organization’s offices, counterparties, and others.
  • Monitor the execution of funds provided to partners by coordinating follow-up actions and reviewing the respective financial reports.
  • Generate methodology to support financial monitoring of existing funding sources.
  • Provide support to partners in the financial management of the organization’s resources to build capacity within them.
  • Ensure compliance with local and donor regulations in the various financial processes.
  • Prepare financial reports together with partners and ensure that they are aware of the minimum procedures required in the organization’s accountability process.
  • Conduct or coordinate periodic visits to partners’ facilities and ensure compliance with filing and accounting standards.

Coordination and Supervision

  • Provide financial training to technical teams.
  • Coordinate the different activities with the staff in charge, supervising them and providing guidance on all aspects related to the area.

SG-SST Responsibilities:

  • All supervisory positions (i.e., those with personnel under their charge) must ensure adequate working conditions and environment in their area of ​​action, department, area or program, analyzing the work being carried out and identifying possible potential risks and will take whatever action is necessary to proceed to minimize or reduce them, complying with and enforcing the established health and safety objectives, monitoring compliance with good practices. Likewise, they must participate in the investigation of work accidents that occur in their respective area, department or program, participate in and promote the participation of those under their supervision in prevention activities, and promote the participation of staff in health and safety committees, workplace coexistence, road safety and emergency brigades and will be accountable to the competent authorities and interested parties, periodically and/or when requested. Failure to comply with health and safety responsibilities and functions will be considered a serious offense, and will be grounds for disciplinary proceedings and measures and/or termination of the employment contract.
  • Carry out the duties derived from their employment contract in compliance with the occupational health and safety regulations, not only in defence of their own health and safety but also with respect to other workers and beneficiaries and to safeguard the facilities where they work, reporting dangerous conditions or situations to their immediate supervisor or to internal bodies (health and safety area, occupational health and safety committee, emergency brigades) for the prevention of accidents and/or occupational diseases so that timely action can be taken. They will use personal protective equipment correctly and keep it in good condition, immediately reporting any loss, deterioration, expiration, or malfunction of this equipment to the person responsible for its supply or maintenance. They will report their health status and participate in training and in the health and safety committees, emergency brigades and others that the organization determines. Failure to comply with health and safety responsibilities and functions will be considered a serious offence and will be grounds for disciplinary proceedings and measures and/or termination of the employment contract.

Job Requirements:

Education:

  • Public Accountant or related careers.
  • Master’s degree or specialization in related field desirable (social sciences, economics, business administration, finance) desirable.
  • Handling Microsoft Office and accounting systems
  • Minimum of 3 years of certified professional experience in financial processes, preferably in Non-Governmental Organizations or International Cooperation Entities.
  • Experience in project budget monitoring.
  • Experiences related to the functions of the position.

Demonstrated skills and competencies:

  • Strong skills in project management, budget management, reporting, and monitoring and evaluation.
  • Ability to communicate effectively and assertively orally and in writing.
  • Ability to multitask, meet deadlines, maintain composure and prioritize deliverables under pressure.
  • Strong leadership that enables remote management of field teams.
  • Experience collaborating with and empowering local partner organizations.
  • In addition to Spanish, proficiency in spoken and written English is an advantage.
