TITLE: Senior Field Coordinator – Pattani (National Hired)

CONTRACT LENGTH: 1 year contract with possibility of extension

ROLE PURPOSE:

The Senior Field Coordinator will be responsible for the overall implementation, coordination and management of Programmes in the Deep South of Thailand, as well as for the Pattani field office management, including both staff and operational oversight.

She/he will play a key role of external representation, developing and growing relationships with key stakeholders in the Deep South Provinces of Thailand, including with local authorities and government agencies, implementing partners, and strategic partners. Working with the leadership and the business development team, the role will also play a key role to support and ensure the sustainability of our programme portfolio in the Deep South.

SCOPE OF ROLE:

Reports to: Director of Programmes and Humanitarian

Staff reporting to this post: Pattani Team

Direct: All Project Coordinators, MEAL Officer

Indirect: none

Budget Responsibilities: Office running costs for Pattani office, and other project budgets as necessary

Travel: Frequent travel in programme areas across the 3 Deep South Provinces, plus occasional travel to attend national-level meetings (in Bangkok or other locations)

KEY AREAS OF ACCOUNTABILITY:

1. Oversight and Management of Deep South–based Programmes.

  • Ensure programs are implemented in a way that responds to the communities and children with Save the Children principles, values, and also following Save the Children procedures. This includes working with government and national NGO-partners.
  • Provide strategic and technical support to partners, covering quality delivery, strategic impact and donor compliance. Make sure that the projects’ partner follows through with SC standards in logistics, management and finance;
  • Ensure that all programs have clear work plans including phased budget plan, detailed implementation plan, and technical support plans;
  • Provide overall management support for the effective implementation of activities; including control over budget expenditures, while ensuring transparency and compliance with donor regulations;
  • Support delegated budget holders so that award-related activities are completed on time, on budget and achieve their target objectives;
  • Participate in monthly budget review meetings and regular project meetings, being accountable to management questions regarding the projects and working with the project teams to adjust plans as required;
  • Coordinate with awards and finance teams to ensure preparation of timely and high-quality progress reports, program reports, and donor reports;
  • Oversee and monitor partners’ performance in accordance with the agreement and as required per Save the Children policies and procedures;
  • Ensure that all awards are closed out or phased out properly, i.e., according to award management guidelines and government requirements;
  • Served as the sole award budget holder on some awards – leading on developing and revising the project management tools on timely basis.

2. Program Development and Quality

Working with Program team (i.e., Thematic Manager, MEAL, Supply Chain) and ACCM, Senior Field Coordinator will support the following;

  • Overall accountable for the quality of project outcomes, ensuring project implementation is aligned with SCI quality standards, child safeguarding policies, and technical quality benchmarks;
  • Review proposal budgets and work plans to ensure viability of all proposed plans;
  • Liaise with proposal partners in project design;
  • Lead project teams to ensure that baseline and endline surveys as well as other evidence-building research studies are implemented effectively;
  • Implement MEAL tools to track and reports on accomplishments and challenges, and link learning to continuous program improvement.

3. Representation, Business Development, Advocacy and Communication

  • Work closely with the Director of Programmes and Humanitarian and with the ACCM team on coordination and advocacy with government, non-governmental and international partners on key issues that children are facing in the Deep South.
  • Coordinate with the relevant thematic Technical Experts, be the Save the Children representative to advocacy and collaboration meetings with key government partners;
  • Together with the Business Development team, lead on ensuring the long-term sustainability of the programme portfolio in the Deep South, engaging relevant current and prospective donors regularly and strategically
  • Contribute, as requested by the Senior Management Team (SMT) to the development of the country strategy, annual work-plans and budgets;
  • In collaboration with the project teams and ACCM teams, build SC Thailand’s reputation, legitimacy and brand awareness in the Deep South.
    • Manage the Deep South-based Project teams; define expectations, provide leadership and coordination across projects, and role-model our organisation values

4. Staff and Office Management

  • Develop and update job description, which clearly define the roles and responsibilities of the staff under his/her supervision;
  • Ensure the recruitment, training, and promotion of staff as appropriate through appropriate professional development opportunities;
  • Ensure that staff are trained on SCI policies, procedures and guidelines such as: Child Safeguarding and anti-Fraud;
  • Conduct regular staff one-on-one meeting and quarterly participatory appraisals to assess performance and development of staffs under his/her supervision;
  • Incorporate staff development strategies and Performance Management Systems into team building process;
  • Establish measurable objectives, and ensure regular feedback on these through coaching, mentoring and other developmental opportunities; documenting performance that is less than satisfactory and providing recognition for good work;
  • Oversee the operation of the Pattani office and ensure the safety and security of the office and assets.
  • Act as the Safety and security focal point for the Pattani office, liaising with the Safety and Security Manager and overseeing the Safety and Security Management plan for the Pattani office.

QUALIFICATIONS

  • Thai Nationality
  • Bachelor’s degree in international development, public administration, public policy, social development or related field.
  • Demonstrated skills, experience (at least five years), and knowledge in management (preferably in development sector and in relevant thematic area).

EXPERIENCE AND SKILLS

Essential

  • Five years professional working experience, development sector preferred;
  • Experience and knowledge of effective financial and budgetary control;
  • Experience managing a diverse team;
  • Ability to analyze information, and to document and report.
  • Ability to, and experience of, delivering training in thematic area.
  • Significant experience working and building relationships with government officials and local partners;
  • Excellent interpersonal, communication and presentation skills, including good level of written and spoken English.

Desirable

  • An in-depth understanding of context of the Deep South;
  • Experience in managing projects from both institutional and private sector donors
