Organizational context – Haiti

UNOPS has worked in Haiti for 18 years with the Haitian government, other United Nations agencies and international organizations to support them in project management, supply and logistics services. UNOPS also provides communication and governance support, as well as its technical expertise in engineering and infrastructure for the implementation of projects having a positive impact on the lives of Haitians. In recent years, the operation center in Haiti has mainly implemented major infrastructure projects ( hospitals, roads, housing, buildings ), health-related purchases such as medical and ambulance equipment, as well as large volumes of computer equipment, vehicles and other goods.

Functions and responsibilities

The engineer

  •  e in civil engineering provides specialized technical assistance and knowledge concerning the requirements of feasibility, design, construction and coordination in the field, thus ensuring high quality and consistency of work. In the project team, the engineer
  •  main re
  •  e in civil engineering could supervise a diversified results-oriented technical team. The incumbent could also provide advice to other team members, thereby ensuring knowledge transfer for capacity building.

The engineer

  •  main re
  •  e in senior civil engineering will exercise its functions on the work site and will be supervised by the project manager. The incumbent performs the following tasks:
  •  Feasibility study / needs assessment
  •  Design management
  •  General construction
  •  Contract management
  •  Knowledge management

1. Feasibility study / needs assessment

  •  Complete the needs assessment, organize preliminary studies and supervise the consultants.
  •  Provide support in the examination of petitions for new construction and rehabilitation works.
  •  Perform assessments and prepare reports containing recommendations for follow-up actions.
  •  Assist the project manager in the drafting of the tender dossier, paying particular attention to the technical documents ( plans, working quantities [ BoQ ], technical specifications and standards ).
  •  Any other activity relevant to this phase.

2. Design management

  •  Help the project manager to summarize the design requirements ( ex. deadline ) for obtaining design services, including the concept and the first and final stages, if applicable.
  •  Help the project manager manage the design plan by ensuring that the products are delivered on time and with the required quality.
  •  Assist the project manager in the supervision and control of the design phases.
  •  Participate in planning and coordinating the design review in accordance with UNOPS rules.
  •  Any other activity relevant to this phase.

3. General construction

  •  Support the project manager in the control, management and monitoring of the approved contract with the construction company, as well as for the works which will be carried out in direct implementation by UNOPS.
  •  Ensure a permanent presence of UNOPS on the site throughout the construction phase.
  •  Plan and coordinate the work activities with the project manager.
  •  Monitor the progress and quality of work for the execution of the project within the prescribed time.
  •  Keep the project manager informed of the progress of planning and coordination of work activities by the contractor and by the UNOPS teams.
  •  Recommend and inform the project manager of the relevant corrective measures related to possible delays and / or cost overruns to the project manager.
  •  Ensure / coordinate the supervision of the works, ensuring the quality of the works and the quantities in accordance with the approved contract and inform the project manager ( PM ) of the irregularities.
  •  Prepare project documentation, such as periodic progress reports, site assessment reports, meeting minutes, Supervision instructions and change orders, contractor’s invoice review reports, certifications, documents to be given to the partner and contract settlement reports.
  •  Support the project manager in the management of the final delivery and the acceptance report based on the technical specifications concerning the approved project.
  •  Provide the project work data and information to the project manager for reporting.
  •  Collaborate closely with engineering personnel to ensure the technical accuracy of construction activities.
  •  Identify and resolve construction issues in a timely manner by keeping the project manager informed.
  •  Collaborate with other country offices and provide support when needed.
  •  Ensure, at its level of action, adequate interaction, coordination and exchange of information with the authorities and bodies concerned.

4. Contract management

  •  Ensure that UNOPS contracts based on those of the International Federation of Consulting Engineers ( FIDIC ) are properly managed.
  •  Under the supervision of the project manager, act as a negotiator between stakeholders to manage and propose solutions within the contractual framework to operational problems and non-compliance with obligations.
  •  Develop and implement a contract management plan to monitor the execution of contracts, payment certifications, variations, etc. in accordance with contractual requirements, as requested by the project manager.
  •  Notify and coordinate the conflicts and potential risks of the project manager, by proposing measures for their resolution and mitigation.
  •  Any other activity relevant to this phase.

5. Knowledge management

  •  Contribute to the project evaluation process, highlight the challenges associated with the project and provide constructive feedback in a continuous cycle of improvements.
  •  Provide training and transfer technological knowledge to national staff and entrepreneurs, provide advice on good construction and environmental management practices, as well as on appropriate health and safety standards during construction.
  •  Contribute to the dissemination and exchange of best practices and lessons learned for development planning and knowledge acquisition.

Essential qualifications

Training

  •  Master of Arts in Civil Engineering, Construction Engineering or in Another Related Discipline is required.
  •  A license in civil engineering, construction engineering or other related discipline and two additional years of qualifying experience can take this place.

Experience

  •  At least five years of professional experience as an engineer, at least two years of which in a team management position for engineers and / or construction companies is required.
  •  In-depth knowledge and relevant experience of infrastructure projects ( roads, drainage, irrigation ) are required.
  •  Experience in carrying out studies or in managing study contracts is an asset.
  •  Knowledge in geotechnics and quality control is an advantage.
  •  Knowledge of FIDIC contracts is an asset.
  •  Mastering MS Project and analyzing timelines is an advantage.

Language skills

  •  Mastering French and Haitian Creole is required.
  •  Practical knowledge of English is considered an asset.
