Overall purpose of the role

The Senior DRR Officer will provide the technical and implementation direction of the DRR/EWI/ aspect of the cross-border (Kenya-Ethiopia-Somalia) Building Opportunities for Resilience in the Horn of Africa (BORESHA)-Nabad project in Mandera Triangle. The overall objective of the project is to empower stakeholders in Gedo region to enable peaceful coexistence and sustainable and climate resilient livelihoods. The Technical Specialist will ensure close collaboration and coordination with other BORESHA project sectors as well as other ongoing RACIDA supported interventions. He/she will ensure proper external representation of RACIDA in the relevant technical forums.

Reporting to the Project Lead, the Senior DRR Field Officer is responsible for the implementation and monitoring of the DRR activities in the BORESHA project in Somalia. He/she will suggest appropriate DRR implementation approaches in the changing context of the project implementation area in consultation with the relevant government authorities and other BORESHA technical specialists. The Senior DRR Officer will be based in Dollow town, with travel to Belet Hawa Somalia project areas.

Responsibilities

Coordination

  • Participate in review meetings with relevant government departments. In addition, ensure the project is properly rolled out at the community level in the respective target project areas.
  • Actively participate and represent RACIDA in food security and livelihood coordination meetings with local government authorities and other stakeholders.
  • Provides technical support/coaching and technical inputs on DRR to the RACIDA project team and partners in all stages of project implementation

Technical

  • Implement Oversee the delivery of the livelihood aspect of the project in adherence with RACIDA and donor guidelines and protocols.

Major responsibilities:

Project Planning Process

  • Support project the Lead Implementation Manager in the preparation of detailed activity plans of the project team
  • Provides technical support on DRR to project team and partners
  • Ensure necessary information and documentation of assessment and planning activities are in place and made available to support over-all operational planning of the Boresha Nabad project.
  • Develop guidance on community risk assessments and identification of specific community needs/gaps for DRR
  • Familiarity of using PDRA tools and other Peace and conflict tools
  • Work with other technical Leads to develop Gender and Youth focused DRRM trainings (preparedness, response, mitigation and prevention) for communities
  • Ensures necessary preparation and resources for activity implementation are identified, planned, and requested for appropriate approval in accordance with procurement, finance process and policies.
  • Document DRR success stories and lessons learned to accompany the performance reports
  • Maintain and/or build strong relationships with key DRR stakeholders especially at the community,
  • Work collaboratively with project team members and support teams as needed to ensure quality implementation of Boresha Nabad project
  • Attend and participate in relevant DRR internal and external meetings and coordination activities, as advised and the Lead Manager.
  • Ensures Officers/Community Mobilizers are properly guided in their work to ensure quality implementation to accomplish work plans

Requirements:

  • Must have completed at least a Bachelor’s Degree Environmental Science, or any relevant field with confident knowledge and understanding of DRR Strategies in Gedo Region of Somalia
  • At least 5 years operational experience in working with NGO
  • Strong background in implementation of disaster risk reduction (DRR) interventions especially EU –funded projects in humanitarian and emergency context
  • Experienced in organizing, facilitating training and workshop for community adult trainings in insecure areas.
  • Experienced in working with communities, local governments, line agencies, and other humanitarian organizations.
  • With project management (planning, implementation, monitoring and evaluation) skills
  • Demonstrated ability to meet strict deadlines and work independently and cooperatively with team members in a diverse cultural environment
  • Excellent communication (written and verbal), coordination, managing skills
  • Strong problem identification, analytical and solving skills
  • Good interpersonal and negotiation skills
  • Excellent in operating MS office software and use of technology in program management.
  • Ability to work with limited supervision, lead team of diverse people, can travel to remotes places and can cope with multiple stress including security risk areas
