Position Description

Reporting Line

The Security and Access Assistant reports to the Local Project Officer, and the RET National Project Coordinator in Venezuela.

Main location

The position is based in the RET Local Office, located in Coro, Falcón state.

Specific Responsibilities

  • Implement and monitor compliance with the RET Security Policy and Manual in Venezuela.
  • Develop country security plans and protocols in accordance with the provisions of the RET Security Policy and Manual.
  • Provide support and assistance to the Program Manager and Coordinators and Officers on issues related to processes and management of operational security.
  • Train and monitor the implementation of the Policy, plans, procedures and security protocols by all RET staff.
  • Ensure the proper application of security measures in all RET offices in Venezuela.
  • Conduct risk analysis to keep plans and protocols up to date.
  • Maintain permanent monitoring of security information and report to the Program Manager and the National Project Coordinator, in real time, anything that may negatively impact RET operations in the country.
  • Provide advice and assistance to the Program Manager, Local Project Officer and Local Officers to strengthen security actions and the coordination necessary for the proper functioning of the RET operation.
  • Provide support and guidance in the process of adapting the infrastructure and equipment of RET offices and vehicles to ensure the safety of personnel and assets.
  • Train and coordinate with security focal points assigned to each local office to ensure that security protocols are activated appropriately and adapted to the context.
  • Conduct periodic inspections and accompany field operations to verify compliance with pre-established safety plans and protocols.
  • Monitor and ensure proper operation of telephones assigned to security focal points.
  • Participate in defining the routes of field missions to identify the safest options for the development of programmatic activities.
  • Monitor, identify and report incidents, risks and threats that may affect operations and propose prospective, preventive and corrective measures.
  • Plan, execute and evaluate evacuation drills in conjunction with assigned focal points and provide feedback on plans based on the results.
  • Ensure, in coordination with the Logistics and Administration Assistant, the maintenance of safety equipment.
  • Validate the preventive and corrective maintenance schedule for the vehicle fleet.
  • Keep control in coordination with the Administration Assistant of the missions, routes, mileage and fuel consumption of the vehicles.
  • Monitor vehicle mobility using geolocation.
  • Provides training to drivers in safety procedures.
  • Periodically prepare control and management reports as required in accordance with their functions.
  • Participate in periodic meetings with the Program Manager and Officers to plan and monitor the management of the security area.
  • Prepare security bulletins for Headquarters missions, support their planning and accompany them.

Others

  • Together with the local Project Officer, advise the RET CD on any findings that may have an impact on RET programs and/or policies.
  • Facilitate coordination with administrative, financial, HR and programmatic areas.
  • Attend any meetings related to their areas of responsibility;
  • Complete any additional tasks within the scope of their duties as requested by the Administration and Finance Assistant.

Additionally, like all RET staff

  • Work with trust and integrity and have a clear commitment to RET’s core values ​​and principles, ensuring that activities and performance comply with the RET Code of Conduct, the PSAE and other Manuals and Internal Policies;
  • Ability to work independently and as part of a team, demonstrating management and leadership skills;
  • Ability to communicate clearly and sensitively with relevant institutions and organisations, and with internal and external stakeholders, as a RET representative. These skills include effective negotiation and representation;
  • Propose, in a constructive manner, alternative solutions to problems that arise in the work area.
  • University degree in Industrial Safety or related fields.
  • 5-7 years of progressive security experience. Previous experience in UN agencies or NGOs is considered an advantage.
  • Experience working with security teams
  • Knowledge of the Venezuelan context on issues related to security in the field of organizations with a social focus.
  • Venezuelan nationality or permission to work in Venezuela is required (essential).
  • Oral and written fluency in Spanish is required. Proficiency in English will be an advantage.
  • Immediate availability required.
  • Ability to effectively prioritize multiple responsibilities.
  • Flexibility to manage different tasks effectively and willingness to put in extra hours when necessary.
  • Availability to travel internationally as needed.
  • Proficient in Office 365 (Word, Excel, PowerPoint, Project, Outlook).
