CONTEXT :
The mission of the Finance Department is to contribute to the good management of the association by guaranteeing the quality and reliability of financial information, the security of flows and the efficiency of financial processes.
The Roving Finance Manager contributes to this mission, by supporting programs in the field in the event of excess activities, gap filling and by training local teams. This mission also leads him to contribute to cross-functional issues within the Finance Department and particularly to the improvement of internal control and risk management in his area of responsibility.
RESPONSIBILITIES:
The Roving Finance Manager reports to the Head of the Roving Finance department and works in close collaboration with the geographic departments. The position is based at the headquarters in Lyon, with field travel (maximum 50% of the time on field missions). Missions last from 1 week to 3 months. The course of the mission generally consists of a period of remote support from headquarters and presence in the field.
The responsibilities of the Roving Finance Manager are varied:
He/She must be able to work in different contexts and cultures and demonstrate great adaptability.
- Establish or maintain a financial organization and an operating framework;
- Ensure compliance with local legislation and HI procedures and rules;
- Ensure the management of financial resources in compliance with internal and donor procedures;
- Ensure communication and external relations in your field;
- Assist the Program Director (PD) on financial matters. You are in charge of the following missions:
- Absorb additional activity in the context of closure, reorganization (merger / closure / transfer), specific “at risk” donor audits, the drafting of donor proposals or even the implementation of major financing;
- Ensure possible gap filling in the event of a vacancy for a Financial Manager;
- Train local Finance teams in HI processes and tools for new arrivals, and/or continuing training.
PROFILE :
- You have already held a Finance Manager position in the field in an NGO.
- Oral and written English are essential to successfully carry out your missions.
- You want to join HI, with a position that allows you to be present both in the field, as close as possible to the programs, and at headquarters.
