INTRODUCTION
ABOUT JIPS
JIPS is a not-for-profit, interagency service set up in Geneva 2009 at the request of the United Nations’ Inter-Agency Standing Committee (IASC). It provides technical and capacity development support to actors collaborating in the generation and analysis of displacement data and helps translate the resulting evidence into concerted measures that can advance effective durable solutions for Internally Displaced Persons (IDPs). It also supports multi-stakeholder efforts towards more coherent national data and statistical systems on internal displacement that contribute to inclusive sustainable development.
JIPS responds directly to requests for support from governments, humanitarian, development and peacebuilding actors, and even displacement-affected communities with support from its team of professionals who mix a range of skills and technical expertise, allowing JIPS to tailor its assistance to specific country needs: From addressing evidence gaps on internal displacement, such as through joint profiling and durable solutions analysis, to supporting the coherence of a larger national data ecosystem. The team blends expertise in statistics, IDP data, and data for solutions, with the skills to effectively navigate (at times sensitive) political agendas, rally diverse stakeholders, and advocate for solutions.
OBJECTIVE
JIPS is looking to establish a roster of experts whom it can call upon to support different elements of project implementation as it identifies specific needs through its work. Overall, establishing a roster will allow JIPS to speed up procurement while ensuring that professionals with the right skills and qualifications are selected for the right assignments. This call also aims to broaden JIPS base of experts globally and identify new talent and expertise in the areas outlined in this TOR.
JIPS invites interested consultants to submit their bid to this tender in order to be placed on the roster.
THE ROSTER
The roster will be divided in two lots. Further information and requirements per lot are provided below.
- Profiling Experts in IDP situations (lot 1)
- Statistical Experts (lot 2)
Selected consultants that are qualified based on the criteria set out in this Terms of Reference will sign a Purchase Agreement with DRC for a duration of 24 months initially, with the possibility of an extension of 12 months. Once there is a specific assignment, DRC will reach out to rostered consultants for a price confirmation, and, potentially, submission of a detailed technical proposal, an interview, and or a test for the specific assignment, upon which DRC will choose which out of the rostered consultants will be contracted. The Purchase Agreement does not bind DRC to sign a contract for a specific assignment.
LOCATION OF WORK & TRAVEL ARRANGEMENTS
The work for both Lot 1 and Lot 2 will be a home-based (remote) consultancy with periodic travel probable. The duration and number of trips required will vary according to each assignment but indicatively may range from 1-3 trips of 10-15 days each for a one-year assignment. Specific arrangements (locations, duration, and method of cost recovery) will be detailed in the TOR and contract for each assignment. As such, international travel costs (i.e. travel by air, sea, rail, or land), accommodation costs should not be included in the consultant’s fee at this stage.
REPORTING LINES
Consultants will report to a programme manager / head of programme implementation, unless otherwise specified.
PAYMENT TERMS
Payment terms and conditions will vary according to assignment and be determined upon engagement of the consultant for each specific piece of work.

Bidders are asked to:
- Clearly indicate in their bid for which lot they are applying.
- Quote a daily and an hourly rate in Swiss Francs (CHF) for each lot they are bidding
- Submit two separate emails: one for the Technical and one for the Financial proposal as described in the Invitation to Bid (ITB) and according to DRC procurement policies.
Parties interested to bid in more than one lot should clearly separate technical documentation requested in separate envelopes, as it can result in disqualification of bid.

LOT 1 IDP PROFILING EXPERT
PURPOSE
The profiling expert is expected to support the coordination and management of profiling exercise(s) in displacement contexts, either throughout the process or during specific phases. While each profiling exercise will vary greatly depending on the country, the scope of the study, the stakeholders involved and the intended use of the results, some key elements in the type of support to be provided remain similar across and include: i. technical support to methodology and tool development, joint analysis and reporting; with a focus on durable solutions analysis; ii. Support to facilitating a collaborative process with relevant national or local authorities, communities and relevant stakeholders across the HDP nexus.
GEOGRAPHICAL FOCUS
JIPS supports country partners on a request basis, and thus the geographic focus changes accordingly. Displacement context expertise from different regions as well as different language skills are therefore relevant.
METHODOLOGIES
The supported profiling exercises employ a variety of methodologies, including desk research, sample-based household surveys and qualitative data methods. Importantly, the methodology developed for each context varies and JIPS’ technical support lies in the suggestion and development of a tailored approach that is shaped around the relevant analysis needs, agreed upon with all relevant stakeholders and is aligned with relevant global and national standards and good practice.
KEY TASKS
- Coordinate and manage technical support to complex interagency profiling processes (remotely and through on-site missions).
- Coordinate with and ensure meaningful engagement with different stakeholders, including Government, local authorities, humanitarian and development actors as well as civil society.
- Conduct scoping missions to countries, where a profiling exercise is requested, including planning independently all mission components ensuring identification and engagement with relevant stakeholders to understand data and analysis needs and gaps as well as mapping out the information landscape and displacement context.
- Conduct targeted technical missions as needed throughout a profiling exercise to support at key stages on-site and/or unblock processes.
- Facilitate joined conceptualization of a profiling exercise, including key methodology components. Typically based on a scoping mission and extensive consultations with all relevant partners.
- Conduct desk review and context analysis, in order to situate the profiling exercise in the existing information landscape of a country.
- Develop and facilitate training and capacity building sessions on the topics of collaborative profiling process; community engagement; and durable solutions to internal displacement.
- Develop community engagement plan and tools for IDP participation in profiling processes throughout.
- Development of training material and facilitate training of field teams.
- Development of qualitative data methodology, tools and analyse the qualitative data.
- Structure and facilitate joint analysis through relevant tools and interactive sessions and lead on the synthesis of different data sources.
- Develop approach and tools for interagency workshops at different stages of a profiling that aim to facilitate the collaborative nature of the profiling exercise (e.g. agreement on scope and approach, agreement on methodology, joint analysis, development of recommendations, etc.)
- Support JIPS team members on qualitative data analysis and community engagement across different projects.
- Support capacity building and peer to peer exchanges ogranised by JIPS at global or regional level.
- Support the consolidation of lessons learned at country level to inform contribution to global efforts on displacement data and solutions analysis.
The consultant will work in close collaboration with the JIPS team dedicated to the profiling in question as well as the country partners, remotely and through on-site missions.
DELIVERABLES
Deliverables will differ per exercise, but usually include:
- Mission report based on extensive consultations and situational analysis
- Profiling work plan
- Profiling Concept Note
- Workshops and Training material
- Analytical outputs from a profiling (e.g. report, brief, summary leaflet etc.)
- Lessons learned document/presentation
- Presentation and/or facilitation of different sessions/workshops throughout the process.
TIMELINES & TRAVEL
The timeline for research assignments varies and can be anything between technical support to a specific phase of a profiling (ca. 2-3 months) to a longer term technical support (spanning over 1-2 years). Consultancies may or may not include travel. Detailed arrangements are included in the TOR and contract for each assignment.
QUALIFICATIONS, SKILLS AND EXPERIENCE
Mandatory
- A degree in Law, Social Sciences, International Relations, Displacement, Migration or any other related area of study
- At least five years of professional experience from displacement contexts
- Proven track record of coordinating or supporting profiling or other data exercises
- Experience with quantitative and qualitative data analysis
- Excellent communication and facilitation skills
- Fluency in written and spoken English
Preferred
- Previous experience working in a displacement context, with local or national authorities, (I)NGOs or UN organisations and in particular with JIPS
- Knowledge of area-based analysis approaches, urban analysis frameworks, community engagement tools and community action planning.
- Knowledge of global frameworks on durable solutions to displacement and tools for solutions analysis
- Good understanding of legal and policy frameworks on internal displacement
- Fluency in other languages are strong advantages. Arabic, French or Spanish may be required in specific regions
LOT 2 STATISTICAL EXPERT
PURPOSE
The statistical expert is expected to support the implementation of technical activities as part of JIPS support at country, regional and global level. The activities at country level include in-depth mapping and analysis of stakeholders and data landscapes, expert support to include internally displaced persons in national statistical systems, advise to standardise information systems relevant to internal displacement and support to profiling exercises. The statistical expert will provide technical expertise in the areas of IDP statistical production, methodologies for data collection and analysis, quality assurance of statistical systems and statistical standards. The activities at regional and global level will include the provision of technical support to enhance global standards on internal displacement data and the development of capacities of governments, humanitarian and development actors in the field of data and statistics on internal displacement.

The projects that JIPS supports at country level employ a variety of methodologies, including collaborative platforms to discuss IDP data and statistics, in-depth stakeholder and information landscape mapping, expert analysis of IDP-related data sources (census, admin registries, surveys), capacity building of actors on standards and best practices. Importantly, the methodology developed for each context varies and JIPS’ technical support lies in the suggestion and development of a tailored approach that is shaped around the relevant analysis needs, agreed upon with all relevant stakeholders and is aligned with relevant global and national standards and good practice. Bidders will need to clearly indicate their expertise with different methodologies.
KEY TASKS
- Participate in exploratory missions to conduct preliminary analysis of the internal displacement data landscape in countries selected by JIPS, followed by comprehensive scoping mission reports with key observations and recommendations.
- Participate in short term missions to advance in the implementation of the JIPS’ in-country project work-plans.
- Conduct in-depth mapping and analysis of stakeholder and data landscapes informed by desk review, consultations, training and working sessions with in-country actors.
- Support training and awareness raising, peer learning, and expert coaching sessions to strengthen governments’ capacities to coordinate IDP data across the HDP nexus, apply relevant international standards, and promote accountability.
- Support to collaborative profiling of displacement situations with a focus on statistical support to the development of sampling strategy, survey tools for data collection as well as cleaning of datasets and analysis of survey data.
- Technical support and strategic advice to make internally displaced persons visible in national statistical systems.
- Technical support and strategic advice to standardise national-level operational data systems relevant to internal displacement, by aligning definitions, classifications, methodologies, and approaches, according to the IRIS recommendations, the IASC framework on solutions, and the SDGs.
- Contribute to JIPS’ participation in relevant global and regional-level multi-stakeholder initiatives/workstreams to enhance standards and good practices on internal displacement data and statistics.
- Mentor JIPS’s team members in the use of statistical standards and the implementation of the International Recommendations on IDP Statistics.

- At least five years of professional experience on statistical capacity development in humanitarian or development contexts.
- Proven track record implementing statistical capacity building and/or quality assessments of statistical systems in humanitarian or development contexts.
- Experience in survey management, including sampling, questionnaire development, data collection in field, analysis and report writing
- Knowledge of statistical production based on administrative data or registers.
- Excellent communication and facilitation skills with different stakeholders
- Fluency in written and spoken English
Preferred
- Previous experience working in a displacement context, with local or national authorities, (I)NGOs or UN organisations and in particular with JIPS
- Practical knowledge in the implementation of standards on internal displacement statistics and the international framework on durable solutions for internally displaced persons
- Good understanding of national statistical systems and the production of official statistics.
