As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

The Malagasy Red Cross (CRM) :

The Malagasy Red Cross (CRM) was founded in 1915 and was recognized by the Red Cross and Red Crescent Movement in 1963 following the signing by the government malagasy of the Geneva Conventions of 1949. Currently, the CRM has 30,000 members, 14,300 volunteers and 23 branches. The national headquarters of the CRM is located in Antananarivo.

Disaster risk management (CRM), humanitarian crises and climate change are the main strategic priorities of the CRM (2021-2025), as well as the development of national society and humanitarian diplomacy. CRM is one of the country’s leading organizations working on disaster preparedness, emergency response, rapid recovery and resilience. CRM is part of the national emergency response mechanism led by the Malagasy government through the National Office for Risk and Disaster Management (NGRC).

The French Red Cross (CRF) in the Indian Ocean and Madagascar :

Since the creation of the Regional Action Platform of the’Indian Ocean (PIROI) based in Reunion in 2000, the CRF has established a close relationship with the Malagasy Red Cross. A permanent delegation of the FIU was present in Madagascar from 2006 to 2012. In September 2022, the French Red Cross reopened a delegation to strengthen its action on disaster risk management. In support of the Malagasy Red Cross, the French Red Cross (CRF), the German Red Cross (CRA) and the Luxembourg Red Cross (AICRL) have decided to form a consortium (lead CRA) in order to develop a programme funded by the European Union’ (PPP ECHO), which will, with the objectives of’ to accelerate local’action in humanitarian and health crises in Madagascar. In Madagascar,the French Red Cross aims to continue to support the Malagasy Red Cross in the development of projects in the areas of risk management related to climate change and the hazards of’ natural origin and epidemics, as well as on its organizational development.

Under the supervision of the head of delegation, the RCMP delegate will be responsible for the implementation,’, the monitoring and evaluation and capitalization of money transfer activities deployed in two municipalities of the Fitovinany region and make the link with the coordination team based in Antananarivo. It will also be responsible for issuing recommendations for the continuation of the programme in the region.

In the event of an emergency, it will be required to support response operations, in collaboration with le.la head of delegation, CR/CR and external partners.

MISSIONS & ACTIVITIES

  • Mission 1 : Support the project management
  • Mission 2 : To ensure the management of the’information, the monitoring, the’evaluation, the reporting and the capitalization
  • Mission 3 : Contribute to external representation and coordination
  • Mission 4 : Contribute to the development, planning and development of the CRF RCMP strategy in the country
  • Mission 5 : Ensure the monitoring of risk and in the event of an emergency, guarantee the coordination of emergency response operations
  • Mission 6 : Guaranteeing Community Commitment and Accountability to Beneficiaries
  • Mission 7 : Participate in good partnership relations and the development of the national society
  • Mission 8 : Ensure the efficient and dynamic’animation of the team based in Manakara

  • Operational link : In conjunction with the project manager based in Antananarivo, ensures the follow-up of the project staff (cash technician and S&E manager)

Qualifications & experiences

  • Training bac + 5 in disaster risk management, project management or related topics.
  • Experience of’at least 3 years in the’humanitarian and in the field of disaster risk management.
  • Experience in the implementation and monitoring of cash transfer programs is required
