General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population. Since its establishment, Orange has partnered directly with affected Syrian populations, delivering programs spanning sectors, including humanitarian and development programs, in the Early Recovery and Livelihoods, Food Security and agriculture, Education and Protection, WASH, and Shelter, in addition to long-term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms. Orange collaborates with various national and international non-governmental organizations, as well as local initiatives, to adopt a community-based approach that improves the response’s impact on the humanitarian crisis and provides sustainable and alternative solutions.

External Audit Services – FY2023

PURPOSE OF THE ASSIGNMENT:

The primary objective of this external audit is to provide an independent assessment of Orange’s financial statements for the fiscal year ending 2023, ensuring compliance with applicable laws, regulations, and accounting standards.

SCOPE OF WORK

The scope of the audit shall include but not be limited to:

Examination of financial statements, including the balance sheet, income statement, statement of cash flows, and notes to the financial statements.
Review of accounting records, transactions, and internal controls.
Assessment of compliance with donor requirements and grant agreements.
Evaluation of the organization’s overall financial health and transparency.
Identification of any areas of financial risk or concern.

KEY DELIVERABLES:

The external audit firm shall provide the following deliverables:

Audited financial statements for the fiscal year ending 2023.
Management letter outlining any findings, recommendations, or areas for improvement identified during the audit.
Any other reports or documentation required by regulatory authorities or stakeholders.

TIMEFRAME

The external audit is expected to commence on 1st March 2024. The audit firm shall provide a detailed timeline and schedule of activities upon acceptance of the engagement.

SKILLS/COMPETENCIES:

The external audit firm must demonstrate the following qualifications:

Accreditation and licensure to practice auditing in the jurisdiction where Orange operates.
Experience conducting audits for non-profit organizations.
Familiarity with relevant accounting standards and regulatory requirements.
Independence, impartiality, and integrity in conducting audit engagements.

SELECTION CRITERIA:

The selection of the external audit firm will be based on the following criteria:

Experience and expertise in auditing non-profit organizations.
Quality and completeness of the proposal.
Cost-effectiveness and value for money.
Availability to commence the audit within the specified timeline.
Eligibility: the audit firm must hold the necessary licenses in Turkey.
The firm team must have English language skills in writing and speaking.
The audit company must be independent and has not implemented any other services for Orange other than auditing within the last 3 years.
Audit firm staff assignments and availability to complete the audit on a timely basis.
Participation of senior audit personnel assigned to the engagement.
Depth of Technical Resources (CV of the assigned team leader).

SUBMISSION GUIDELINES:

Interested audit firms are invited to submit their proposals, including:

Company profile and overview of relevant experience.
Proposed audit approach and methodology.
Team composition and qualifications of key personnel.
Proposed fee structure and payment terms.
Any additional information or documentation deemed relevant.
Estimated number of days to complete the audit.
The financial offer should include all other expenses that will be incurred.

CONFIDENTIALITY:

The external audit firm shall maintain strict confidentiality regarding all information obtained during the course of the audit in accordance with professional standards and applicable laws.
