Catholic Relief Services International Non-Governmental Organization research un(e) Responsible(e) for Operationsqualified ( e ), experienced ( e ) and highly motivated ( e ) for the Juriya project funded by BHA**.** This is a project which aims to improve the living conditions of refugees in the Far North of Cameroon. This project, targeting young people and women, will offer integrated interventions in agriculture, non-agricultural livelihoods and market recovery to increase agricultural incomes, diversify assets and reduce dependence on humanitarian aid by strengthening the adaptive and economic resilience capacities of households. The incumbent will assist in the implementation of the project by ensuring that administrative management, purchasing, logistics / fleet, IT and asset management are carried out in a timely and efficient manner, while ensuring optimal quality of management.As Operations Officer(e), he/she will ensure that responsible resource management and a high-quality service approach are integrated into administrative systems, policies and procedures.

The position is based at Maroua – Far North Cameroon

Key roles and responsibilities of the position:

  • Coordinate and report on activities and resources required to ensure cost-effective and quality service delivery from administrative support functions.
  • Coordinate with the procurement and supply chain team and relevant programming staff on logistics services that meet pipeline requirements. Assist in identifying the challenges of supply chain management and provide recommendations to resolve them.
  • Ensure that basic administrative and financial processes are completed in accordance with the CRS regulations. Assist in ensuring that administrative systems, processes and policies comply with agency standards and donor regulations and local laws.
  • Engage with relevant external stakeholders (government officials, owners, service providers, etc.) on assigned administrative matters and ensure that the required authorizations and documents are up to date.
  • Coordinate the effective use of country programme assets and leased facilities. Assist in ensuring fully compliant asset supply and management systems.
  • Help to identify safety issues and to ensure a safe and healthy working environment.
  • Coordinate the provision of travel and logistics support and services to staff and visitors. Coordinate activities related to the planning of events, including visits by delegations, training and workshops.
  • Maintain up-to-date records with all required logistics documents and ensure that all supply chain management activities and movements are fully and accurately documented.
  • Provide coaching, tailor individual development plans and complete performance management for direct reporting and support. Monitor and evaluate performance to ensure the ability to successfully support high quality programs.

Qualifications & Experience :

  • Required degree in business administration, supply chain management or other relevant preferred field of study.
  • Minimum of 3 years of professional experience in administrative support and supply chain functions, with increasing responsibilities. Experience with an NGO a plus.
  • Relevant experience in grant management, especially from the U. S. government or the German government (KfW, GIZ, etc.) is a plus.
  • Experience in working with stakeholders at various levels and in strengthening community partnerships.
  • Experience in’use of MS Office software (Excel, Word, PowerPoint), online conference applications,’ information management systems.

Required/desired foreign language :

Excellent oral and written communication skills in French required. Mastery of English an asset. Knowledge of other local languages as fulfulde a plus.

Travels : Be willing(e) and able to travel up to 40% of his working time.
