The mission of the International Department of the Belgian Red Cross is to contribute to the strengthening of the International Red Cross and Red Crescent Movement with a view to improving resilience and conditions d’existence of vulnerable people and their communities. To this end, we support the development and’action of Red Cross partners abroad. In Belgium, we advocate for respect for international humanitarian law and carry out activities to restore family ties.

Function :

1. Guarantees the implementation on the ground of the strategy and the’ approach CRB

With the other members of its geographical unit :

  • Feeds, carries and follows the’implementation of the CRB strategy in the partner countries of’West Africa;
  • Supports the design of new projects (support for reflections prior to’writing) while ensuring their consistency with the methods of’intervention and partnership of the CRB;
  • Pilot the Country Representatives of the region in the daily operational management by ensuring compliance with CRB approaches;
  • He/she is in charge of the proper integration of the new members of the’Unit (delegates and headquarters) in particular by coordinating (or participating) the briefings and debriefings.

2. Coordinates, frames and drains resources for the programmes and local partners of’Afrique de l’Ouest

With the other members of its geographical unit :

  • Stimulates the search for ( co ) funding at the field level and participates in the search for funding at headquarters;
  • Write partnership agreements and ensure that donor requirements, rules and constraints are reflected in these agreements;
  • Ensure that lessor requirements are met both in terms of management and programmatic ( validation of purchases, operational advances, budgetary transfers. );
  • Coordinate, participate in the drafting or write the documents submitted to donors ( funding requests, reports, endorsements ) and il/it guarantees the quality of these documents and compliance with donor requirements;
  • Maintain regular contacts with donors who are specific to projects implemented in the geographic area both at headquarters and in the field during missions;
  • Validates terms of reference for’ support missions and ensures that these are discussed with field delegates and partners;
  • Is responsible for the recruitment process of expatriate delegates based in the sub-region (reference terms, tests, interviews..);
  • Is involved in the COORDINATION of Country Representatives of the subregion and supports them in their operational management tasks;
  • Ensures that security plans are up to date and valid;
  • Supports PRs and the hierarchy of the International Department in their responsibilities for security management.

3. Develop and guarantee the quality of relations with other actors internal or external to the Red Cross Movement

With the other members of its geographical unit :

  • Organizes partnership evaluations; and;
  • Participation in annual meetings of partners;
  • Develops and maintains relations with other Movement actors present/interested in the country (headquarters level);
  • Negotiates partnership agreements and follows reciprocal commitments;
  • Establishes and monitors synergies and collaborations with other Belgian organisations present in the countries of the sub-region (at headquarters level);
  • Participates in NGO sector working groups on the country (e.g. Nexus sahel, security..);
  • Participates in the drafting and’evaluation of CSCs (Common Strategic Frames).

4. Knowledge of the sub-region, partner countries, partners, contexts, supported projects and the actors present

With the other members of its geographical unit :

  • Contributes to the capitalization process and complements the various capitalization tools;
  • Follows the’ news of countries, in particular aspects related to security issues and shares information with other members of the’ team and with the hierarchy;
  • Master the strategy of the partners and is aware of their paths and perspectives;
  • Coordinates internal and external country-specific assessments conducted in the subregion; and;
  • Responds to external requests for information on projects and feeds the MarCom to ensure internal and external visibility of projects supported by the CRB.

5. Representation and advocacy :

  • Participates in meetings and working groups of the Movement ;
  • Represents the CRB in national and international meetings and conferences on’humanitarian aid, emergencies, nexus, development ;
  • Advocates nationally on priority topics for the Red Cross Movement and for the CRB (Nexus, location of’aide, Flexible Funds, etc..) ;
  • Participates in consultations of national donors on possible reforms.

Profile :

  • 5 Years of’ minimum experience in the management of humanitarian and’urgency projects as well as development projects, including at least 2 years of’ field experience ; experience working in West’ Africa is an asset;
  • Knowledge of the International Red Cross and Red Crescent Movement;
  • Experience in project/program management;
  • Knowledge of the field of’Humanitarian aid and development cooperation;
  • Experience in the management of grants from DGD and’EU (knowledge of the rules of these donors);
  • Perfect command of French ; good knowledge of English’ ; knowledge of Dutch and’other languages is an asset;
  • Experience in management and team work’;
  • Written and oral communication skills;
  • Negotiation and problem-solving skills; and;
  • Good resistance to stress;
  • Dynamic spirit and’ initiative, sense of challenge;
  • In accordance with the 7 principles of the Red Cross; the’work or volunteering experience with the Red Cross Movement is an important asset.
