Responsible for Management of Subsidies and Multi-Country Operations At Danish Refugee Council

1- Context

DRC has been providing relief and development services in West Africa since 1998 and in Latin America and the Caribbean since 2011. Based on a human rights framework, the WANALA area focuses on people affected by displacement, including refugees, internally displaced persons, and others, migrants and host communities in Algeria, Burkina Faso, Cameroon, the Central African Republic, Colombia, Libya, Mali, Mexico, Niger, Nigeria, etc, in Tunisia and Venezuela. Led by the Regional Executive Director, WANALA oversees, supports and provides strategic guidance for DRC country offices in the above-mentioned regions. The regional office of WANALA also supports multi-country projects and non-operational initiatives such as,focusing on protection analysis and displacement trends, civil society engagement, as well as advocacy and policy initiatives related to displacement. The DRC portfolio in the WANALA region covers all key areas of DRC (protection, economic recovery, humanitarian disarmament and peacebuilding, and, shelter and CCCM) across the entire response framework (emergency response, sustainable solutions and root causes).humanitarian disarmament and peace-building, shelter and JCC) across the entire response framework (emergency response, durable solutions and root causes).humanitarian disarmament and peace-building, shelter and JCC) across the entire response framework (emergency response, durable solutions and root causes).

A multi-country grants and operations department has been in place since February 2021 with multi-country and cross-border projects and regional grants. The multi-country regional portfolio is composed of multi-country and multi-year projects (including consortia) that operationalize the triple nexus in strategic partnerships with local/stakeholders/international and integrate multiple sectors (economic recovery, protection, peacebuilding, localization).

2- Subject

Based in the WANALA Regional Office in Dakar, in the department of multi-country operations, the/the Head of Grant Management and Multi-Country Operations will split her time between grant management and support for multi-country operations implemented in the region.

He/She will work closely with the Programme department as well as with the support services (in particular the Finance and Logistics departments).

3 Responsibilities

Under the supervision of the Regional Projects Manager, the grant management and multi-country operations manager/the will have the following activities and tasks :

– Management of Grants:

  • Support monitoring of deadlines and compliance of donor reporting requirements as stipulated in individual donor and partner contracts
  • Support the development and review of quality proposals and’activity reports for multi-country projects covered by WANA.
  • Ensure that the DRC grant management tool is updated on a regular basis (via DRC Dynamics)
  • Support country project managers to ensure operational compliance of grants with donor guidelines and regulations.
  • Support the timely consolidation of donor reports and project proposals with programme staff
  • Contribute to the collection and centralisation of information on new funding opportunities and the drafting of calls for proposals.

– Management of Operations :

  • Contribute to the monitoring, review and review of multi-country projects, including project management tools such as budgets, and, work plans and progress monitoring tools.
  • Contribute to the organization and implementation of project activities carried out by the Regional Office.
  • Contribute to the review and/or preparation of reports, budgets and amendments by donors, programmes or multi-country partners, in coordination with regional and country teams, and, partners and according to the priorities defined with the RPM.
  • Participate in the organization of the launching and closing meetings of regional projects, reviews of regional projects.
  • Contribute to the organization of internal and external regional events.
  • Draft communication and advocacy products based on information provided by national/regional teams and partners in line with priorities identified with the MPR.
  • Ensure compliance with the communication guidelines, in particular the graphic charter of DRC and donors.
  • Contribute to the mapping and vetting of partners and the management of partnerships within the multi-country operations department.

4 – Qualifications required

  • University degree (bachelor or master) in international development/development studies, international relations, economics, political science/public affairs, business administration or management, international, or in another relevant area is required ;
  • Minimum 2 years of experience in an international organisation in grant management, reporting management and/or operational management ;
  • Excellent writing skills
  • Proven experience in the development of projects with donors of humanitarian aid and development aid.
  • Ability to manage multiple and competing priorities, meet tight deadlines and work under pressure in unstable safety environments.
  • Full professional mastery of the French language, professional competence in english
  • Understanding of the different contexts of the West African region and/or previous professional experience in Central or’West Africa
  • Excellent computer skills (MS Office, Internet,’infography software) and an advanced mastery of Excel are required.
