  1. The position we offer

Within the Programmes and strategic partnerships department, la∙le Responsible for humanitarian programs is in charge of the development of programming and humanitarian advocacy of Plan International France in connection with the strategic plan of the’ organization centered on the rights of L’enfant et l’equality de genre.

Under the responsibility of the Director of strategic programs and partnerships, the∙le Responsible for humanitarian programs is charged∙e of :

Develop the humanitarian strategy and programming of Plan international France

  • Develop and update Plan International France’s humanitarian engagement strategy
  • Develop new projects/programmes related to the Plan International France strategy and the themes identified as priorities in the humanitarian field
  • Support the country offices in the’ identification of needs and the drafting of proposals for’intervention.
  • Develop/strengthen dialogue with relevant donors to maintain a thorough knowledge of their’intervention strategy, and, anticipating funding opportunities and positioning Plan International France as a relevant humanitarian actor on the themes of the rights of the’child and youth and gender equality in a situation of crises and crises conflicts.
  • Ensure monitoring of situations of fragility and conflict.
  • Identify opportunities for’operational alliances (internal and external to the Plan International network) and develop partnerships with’ other national Plan International organizations, civil society organizations and collectives.

Develop and deploy operational humanitarian advocacy

  • In close collaboration with the advocacy department of Plan International France, develop and implement a humanitarian operational advocacy strategy to bring the themes of the rights of the’child and youth and gender equality in crisis and conflict situations.
  • To provide data on violations of the rights of’enfant and youth and gender inequalities in countries identified as priorities to feed advocacy messages.
  • Take an active part and represent Plan International France in national and international coordination bodies, in particular with the Humanitarian Commission of Coordination Sud.
  • Ensure coordination with the communication department and represent Plan International France during speaking engagements in different forums and media.

Managing the humanitarian projects/programmes portfolio

  • Ensure the management of humanitarian projects/programmes, in accordance with the procedures and quality framework of Plan International and quality reporting to donors.
  • Support the Compliance and Finance Division of Plan International France to ensure the financial compliance of projects/programmes and the implementation of audits and follow-up of recommendations.
  • In close collaboration with the Communication department, set up a communication plan, collect data, information and testimonies on humanitarian interventions and ensure reporting.

Strengthen Plan International France’s expertise in humanitarian programming in situations of crisis or conflict

  • Identify and capitalize resources in the area of resilience and crisis management, including from a humanitarian, development and peace nexus perspective.
  • To provide country offices and members of the’ programme team with expertise on crisis prevention and management issues on an ad hoc basis.
  • Participate in the strengthening of the capacities of the department in humanitarian programming, development, peace.
  • Contribute to the UPDating of Plan International France’s security procedures and ensure a monitoring of humanitarian and security situations in countries of intervention in crisis or conflict situations.

Act as the focal point of Plan International France within the Plan International network on humanitarian issues

  • Ensure the’ interface between Plan International France and the Plan International network on humanitarian themes identified as priorities.
  • Actively participate in the coordination platforms of the network on humanitarian issues and represent Plan International France in the relevant bodies.
  1. The profile we are looking for

You have a Master’s degree, ideally in international solidarity, humanitarian action, international relations, political science (or equivalent) and you justify a experience of’at least 5 years on posts for the coordination, development and management of humanitarian programmes, including in the field.

Also :

  • Proven experience in setting up and managing’a portfolio of projects financed by public donors (for example CDCS, AFD (Minka), ECHO, Expertise France, etc.), ideally in Plan International’s priority areas. Multi-donor project management is a plus.
  • Experience in humanitarian advocacy, including, strong interest in developing and conducting a focused advocacy on the rights of the child and youth and gender equality in crisis and conflict situations and a good understanding of the’ approach by rights and of the’ality of gender
  • Perfect mastery of French and’anglais (oral, written)
  • Very good organization and ability to meet short deadlines
  • Ability to represent the’organization and to speak in public, including in the media
  • Strong spirit of’team

How to apply

CDI position to be filled as soon as possible ( ideally early September 2024 ) ;

Position based in Pantin ( 93 ) with regular trips to intervention countries ( around 5 per year ) ;

Day, RTT framework status, remuneration according to internal salary grid and profile ;

10 days of telework per month,

Restaurant card 10.83 € / day worked, including 60% employer funding
