Expertise France in Guinea

L’Agence Expertise France has been present in Guinea since 2015, including in the health sector. In the post-Ebola context, with French and European funds, the’Agence has implemented a portfolio of projects in favour of international health security. Expertise France is also implementing projects in support of the strengthening of health systems.

Project description

The’ support programme for the health sector in Guinea (PASSGUI), funded by the’Union Europe to the tune of 20 million euros, with parallel co-financing from France and Belgium, is, implemented by Expertise France and Enabel, aims to improve and make more equitable’ access to quality health care through the transition to universal health coverage.

With this in mind, the project will focus on the following products :

  • P1: Governance
  • P2: Offer of services
  • P3: Medications and Consumables
  • P4: Human resources in health
  • P5: Financing by demand

The’action is expected to cover the entire Guinean territory with regard to the reform of the health system. A pilot experiment will focus on the Conakry and Nzerekore regions.

The product Medicines and essential consumables constitutes a component, and is structured around the following axes :

1. Support for pharmaceutical sector governance

  • Technical assistance to the DNPM
  • Support for the dissemination and popularization of new legislation (e.g., pharmaceutical law, public health code..).
  • Support for the dissemination and popularization of the new governance framework (e.g., renewal of the professional order of pharmacists, code of ethics..).
  • Support for updating the list of essential medicines
  • Support for harmonisation of drug prices (method)
  • Support for the framing of DCI requirements
  • Participation in regional projects : Reg-Pharma, MEDISAFE, MAV+

2. Support for pharmaceutical regulations

  • Support to’ development of the institutional development plan of the DNPM
  • Support for the implementation of the quality management system
  • Support for the follow-up of MMAs
  • Support to’accreditation (« licensing”)
  • Support for’inspection

3. Strengthening prescribing and dispensing capacities

  • Support for the dissemination of the guide to the proper use of antibiotics
  • Technical support for the revision, dissemination, popularization of the’ordinogram
  • Support for’ development of’a handbook of good dispensing practices.

These activities can be carried out directly by the/the· component officer « Support to the governance of essential drugs and consumables », or by partners, or short-term experts.

Supply and stock management (DNPM, PCG) will be supported by’ other actors, in close coordination with PASSGUI, and will require the’involvement of the/the· component manager.

The/the· component loader may also be brought to· to contribute to other relevant activities.

Situation/position : Direction des Operations – Direction Country Guinea

The/the component officer « Support to governance of human resources in health » is placed· under the hierarchical responsibility of’un· responsible for component « Support to governance of essential drugs and consumables », in the’project-team PASSGUI.

He/she also holds the function of’Assistant· national technique· DNPM, under the functional direction of the national director of pharmacy and medicine (DNPM) at the Ministry of Health and’Hygiene Public Guinean.

He/she works in functional relationship with the executives of the DNPM and with the other members of the’ project team :

  • Other international and national technical assistants
  • One in charge of· monitoring, evaluation, accountability and learning
  • A loaded· d’ operational support·

He/she also works in functional relationship with the technical· experts of the other projects, the collaborators/trices of the’Projects Support Unit Guinea.

Missions :

The/the responsible· of component « Support to the governance of essential drugs and consumables » is responsible· for the implementation of’activities of the component. He/she contributes to the planning and steering of the activities of the component. He/she He/She contributes to monitoring indicators and reporting for the component.

From a technical profile, he/she is also Assistant national technical· DNPM, in charge of strengthening the capacities and procedures of the National Directorate of Pharmacy and Medicine (DNPM) at the ministry of health and public health Guinean.

He/she works in close collaboration with the implementing partners and the short-term· experts.

He/She works in coordination with national and regional actors concerned by the theme, and other TFPs active on the theme.

The responsibilities of the/of the component officer shall cover the following :

1. Implementation

  • The/the component· is responsible for the implementation of’activities of the component, directly and/or through partners or short-term· expert ;
  • The/the component manager will also be asked to make his contributions on the other components of the project taking into account his expertise.

2. Technical assistance

As’Assistant· national technique·, he/she :

  • Contributes to support the development, implementation and monitoring of the annual operational action plan (AOP) of the DNPM ;
  • Strengthens capacity and transfers expertise from the DNPM ;
  • Contributes to supporting the procedures and tools of the DNPM and updating them as appropriate ;
  • Directly implements certain’ activities in support of the DNPM (e.g., drafting/contribution to texts, training), in connection with the mission letter ;
  • Participates in meetings on health products of the Ministry of Health ;
  • Contributes to thematic groups on health products.

3. Life of’team :

  • Participates in regular component meetings.

4. Project management :

  • Contributes to the planning, piloting, implementation and monitoring of the component ;
  • Contributes to the COORDINATION of the component with current or future policies, programmes in Guinea, in relation to component ;
  • Plans the activities entrusted to it through the contribution to the update of’a monthly timeline, and the monthly milestone update (RPP) ;
  • Contributes to project reviews for component ;
  • Contributes to the selection of partners and the recruitment of experts within the framework of component ;
  • Follows the actors and /or partner structures for the implementation of the component ;
  • Verifies the quality of the activities and contractual key deliverables of component ;
  • Contributes to communication activities on component ;
  • In connection with the/the component manager, ensures a good circulation of the’information on the actions implemented with the partners and maintain the collaboration ;
  • Contributes to the preparation of the steering and technical committees of the project.

5. Support functions :

  • Contributes to the development and monitoring of the project’s procurement plan, in conjunction with the’USP, for its component ;
  • Contributes to the definition of needs for contracts and purchases, in connection with the coordination of support functions and the/the· project manager ;
  • Contributes to the monitoring of expenditure related to its component with’USP ;
  • Contributes to the budgetary follow-up of its (forecast) component, in connection with’USP ;
  • Follows the administrative and financial procedures of’Expertise France, in connection with’USP.

6. Monitoring, evaluation, reporting :

  • In conjunction with the/the· monitoring and evaluation officer, helps to review and consolidate the technical reports of the partners if necessary ;
  • In conjunction with the/the· monitoring-evaluation officer, and under the coordination of the/the component manager, shall ensure the implementation of the monitoring of the component indicators, in accordance with the logical framework ;
  • In connection with the/the official of the Committee, and under the coordination of the/the component manager, contributes to the drafting of donor reports for component ;
  • In connection with the/the responsible for the monitoring and evaluation, and under the coordination of the/the component manager, contributes to the capitalization for the component.

7. Watch, development

  • Identifies and reports on priority needs and requests for support in the country ;
  • Contributes to the monitoring, to the’ identification of partnership and’opportunity of development in connection with the project ;
  • Contributes to the development of concept notes where appropriate ;
  • Contributes to the’ development of the’Expertise France strategy in Guinea.

8. Security

  • Follows the safety rules, in connection with the/the component manager, the/the project manager·, the Country Director, and the Regional Security Coordination Gulf of Guinea.

Diploma :

  • Degree in medicine, pharmacy or any other similar field,
  • Additional training in pharmaceutical regulation appreciated,
  • Diploma in public health appreciated,
  • Diploma or experience in process management, industrial management appreciated.

Experiences :

  • Proven experience on’access to essential health products ;
  • Expertise on’ supervision of the prescription and dispensing of health products ;
  • Antimicrobial resistance expertise an asset ;
  • Expertise in the management of supplies and stocks (GAS) of health products an asset ;
  • Expertise in the development of policies, procedures and’tools an asset ;
  • Experience in pharmaceutical regulation appreciated ;
  • Knowledge of strategies to combat fake medicines appreciated ;
  • Knowledge of the’OMS support strategies on’access to essential health products appreciated ;
  • Expertise in initial and continuing training in the pharmaceutical sector an asset ;
  • Expertise in health economics, health financing, health product pricing policy, evaluation of the « medical service rendered » medicines, health care, social protection is an asset; and ;
  • Work experience in training/skills transfer appreciated ;
  • Mastery of software for monitoring health products appreciated ;
  • Mastery of the fundamentals of project management and the appreciated project cycle.
