BODIZATIONAL CONTEXT

The Office for the Coordination of Humanitarian Affairs ( OCHA ) is a department of the United Nations Secretariat. Its mission is to mobilize and coordinate humanitarian action effectively in partnership with national and international actors, so as to alleviate human suffering, to advocate for the rights of populations in need of assistance, to promote disaster preparedness and prevention and to facilitate the establishment of durable solutions.

Burkina Faso is facing a major humanitarian crisis due to insecurity and violence. In 2023, 1 in 5 Burkinabè, or 4.7 million people are in need of humanitarian aid, and about one in 10 people, or 1.99 million people have moved within the country.

It is in this context that the OCHA Burkina Faso Office, with its main office in Ouagadougou and four sub-offices in Kaya, Dori, Fada and Ouahigouya, intervenes to coordinate the efforts of humanitarian actors to provide an effective, timely and accountable response to the population affected by this crisis, in strict compliance with humanitarian principles.

PURPOSE POSITION

The / the Responsible ( e ) National ( e ) of Humanitarian Affairs / Coordinator ( urice ) of Community Undertaking and the Accountability to Affected Populations ( CE/AAP ) works at the OCHA Burkina Faso office based in Ouagadougou and reports to the Head of Office, through the Head of the Field Support Unit.

KEY DUTIES AND ACCOUNTABILITIES

The / the Responsible ( e ) National ( e ) of Humanitarian Affairs – Coordinator ( director ) of CE / APP will have as main tasks of : 1. Management of the working group ( GT ) on the CE / AAP

Duties:

  •  Serve as the main focal point on EC / AAP issues throughout the humanitarian operation ;
  •  Facilitate and coordinate the ( GT ) working group on the EC / AAP at national level and support the establishment, facilitation and coordination of technical cells at the subnational level in priority regions of humanitarian action. Work with government partners, local civil society and other relevant humanitarian and non-humanitarian actors, ensuring that discussions are participatory, results-oriented and well documented ;
  •  Maintain the profile of the GT and ensure a strong representation of the needs and priorities of community engagement in the relevant intersectoral forums, by reporting on priority issues of the EC/AAP and providing advice on appropriate guidelines to enable decision-making. Facilitate advocacy for the integration of CE / AAP approaches into humanitarian operations and facilitate the development of joint planning, fundraising and joint advocacy ;
  •  Ensure effective coordination of technical units on community commitment and accountability at regional level to allow community returns to be managed and referenced in an optimal way, and that the Intersectoral Coordination Groups in each region take action to respond to the concerns of the communities ; work to strengthen existing mechanisms to enable them to close the community return loop ;

2. CE / AAP operationalization

Duties:

  •  Identify, document and share best practices specific to the context on the integration of CE / AAP approaches to humanitarian action, disseminate tools, advice and promote practices that ensure integration/the implementation of EC / AAP standards and principles in the humanitarian program cycle; and support clusters and humanitarian partners on improving the CE / AAP in their programs ;
  •  Maintain the mapping of the feedback and complaint mechanisms present in the operation and promote collective inter-agency approaches, jointly with the PSEA Network, and ensuring a reconciliation of efforts with the other transversal themes ( Access, Genre, Inclusion, VBG ) ;
  •  Support assessments of needs in terms of community engagement, in order to understand the information needs of affected communities, their communication preferences, the languages spoken and understood, community dynamics, social norms, cultural beliefs, superstitions and other anthropological factors that could affect programs ;
  •  Facilitate the development, implementation and monitoring-evaluation of the GT strategy, with objectives and indicators, through consultative and inclusive processes ; coordinate performance monitoring related to the GT and recommend corrective measures if necessary ;
  •  Provide advice and support to enable a predictable approach to how GT partners collect, protect, analyze, share and collect priority data, feedback and participation of community preferences; ensuring coordination with other technical working groups and groups / sectors to guarantee the complementarity of approaches ;
  •  Develop a process for aggregating and analyzing community returns provided by organizations in order to develop an overview of the priority concerns of affected communities ;

3. Reporting, coordination and capacity building for the EC / AAP.

Duties:

  •  Design and produce a ( s ) ratio engaging ( s ) which can be shared within coordination platforms at national and subnational levels, and update them regularly on priority concerns and issues of communities ;
  •  Coordinate community monitoring of community return mechanisms to ensure that they correctly reflect community preferences and the changing context ; facilitate the analysis of trends in community feedback and propose program recommendations to solve the problems ;
  •  Strengthen the capacities of EC / AAP partners by emphasizing participatory approaches and tools, in particular community dialogues, mediation meetings, co-creation of key messages and, as far as possible, the development of practical exercises at community level ;
  •  Support, in coordination and close collaboration with the coordinator ( ur ) on protection against sexual abuse and exploitation ( PSEA ), implementing a systemic approach to the reception and management of complaints, including complaints from SEA.

APPLICATIONS

Education

  •  Hold a Master’s / Master’s or License university degree in one of the following fields: international relations, development and / or humanitarian studies; social Sciences, policies or letters or other relevant area with regard to the position is desirable.

Experience, Knowledge, and Skills

  •  Have at least two ( 02 ) years of professional experience for holders of Master / Master or four ( 04 ) years of relevant professional experience ;
  •  Prior experience in the coordination and / or management of humanitarian projects in the field of community engagement and / or accountability to affected populations is a major asset ;
  •  Have experience in coordinating inter-organizational working groups to achieve common objectives in the humanitarian field, in particular the development and implementation of community engagement and accountability strategies is an asset ;
  •  Having experience in the management and / or coordination of feedback and complaints mechanisms in an organization or at inter-agency level is an asset ;
  •  Having experience in information management ( including data flows, protection and analysis ), as well as methods of collecting qualitative and quantitative data is an asset ;
  •  Having experience in training trainers in community engagement and accountability is an asset.

Language Requirement

  •  Perfect mastery of spoken and written French is required ;
  •  Good knowledge of written and spoken English is an asset ;
  •  Good knowledge of local languages is an asset.
