CURE – INNOVATE – ENSEMBLE :

Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 countries of’Africa. In 2019, we developed 41 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All these projects are in support of national health authorities through 330 health facilities (including 28 hospitals and 300 health centres). We work in partnership, including with local NGOs, as soon as possible to ensure that our patients benefit from’ expertise where it is located, whether at the level of their country or the rest of the world. To improve the humanitarian response,we carry out operational and clinical research projects, particularly in the field of the fight against malnutrition and viral haemorrhagic fevers. ALIMA also conducts operations in response to the covid-19 pandemic in all of our missions.

OUR THEMATICS PROJECT : Malnutrition, Sexual and Reproductive Health Including Gender-Based Violence, Primary and Secondary Health, Pediatrics, Malaria, Epidemics ( Hemorrhagic fevers, meningitis, Cholera, Measles, Dengue, Covid-19 ).

OUR INTERVENTION COUNTRIES : Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Mauritania, Ethiopia and Ukraine.

ALIMA in Haiti

In November, ALIMA conducted an exploratory mission in Haiti, in order to better understand the current needs, more specifically in Port-au-Prince, we have focused on humanitarian needs in terms of health, through the identification of the most vulnerable populations and barriers restricting access to health services. What emerged from our evaluations is a crying need for healthy’actors and therefore a strong will to intervene as soon as possible in 2024. A team s’ went to Haiti in February for the start of the activities.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3 : As part of his duties, the incumbent of the position will be required to visit the programs and be in contact with children and/or vulnerable adults. Therefore, the verification of the criminal record or the presentation of a certificate of good life and morals will be necessary. In situations where the’ impossibility of providing a criminal record or a certificate of good life and morals is noted, a declaration on the’honneur will be requested.

FUNCTIONAL AND HIERARCHICAL LINKS

  • Accounts to the Mission Logistics Coordinator (hierarchical manager) and the head office Supply Manager (functional manager)
  • Possibly framing an assistant, a buyer, etc,
  • Collaborates with logistics, financial and operational teams and medical service (pharmacy, biomed)

MAIN MISSION AND ACTIVITIES

The procurement manager oversees the’ supply chain of the mission as a whole (all its units: procurement, warehouse, transport and customs…) and ensure an efficient and effective’ supply chain in accordance with’ALIMA policies and standards.

Link with authorities and suppliers

  • Responsible for the monitoring and updating of information on the national import regulations of’.
  • Responsible for drafting the customs clearance procedure and ensures that it is updated on a regular basis.
  • Ensures the follow-up of the documentation and to the’ obtaining of the exemptions of the missions.
  • Documentation and consolidation of knowledge Procurement in the mission (types of goods available, maintenance resources, customs procedures, freight forwarders, taxes and exemptions, supply route, Import/Export, other actors.).
  • Identifies potential new partners according to market types and ensures and monitors the supplier base

Planning & propal

  • Participates in the development of the annual’supply plan and’supply plans and’achats timelines specific to all project proposals
  • Ensures the planning of international and national orders with the projects and sets up an adequate and appropriate timing of’ supply according to the context.
  • Controls donor procedures according to the type of’supply and S’ ensures the right application.
  • Ensures the mutualization with other NGOs and clusters, and to make visits of common suppliers

Procedures

  • Performs quarterly internal controls on project procurement files
  • Ensures the quality and the good organization of the entire’ssupply circuit of the mission.
  • Defines the objectives of each unit (projects) of’supply according to the global’supply of the country/mission. Plans, coordinates and supervises the day-to-day tasks of’supply units in terms of coordination and establishes their priority level.
  • Ensure the implementation and monitoring of standard tools and procedures for the management of the’ supply chain in the mission.
  • Guarantees, at mission level, the proper functioning of supplies as well as the respect of the standard procedures of’ALIMA in terms of supply.
  • Verify the compliance of procurement files with ALIMA procedures and lessor requirements in terms of audit
  • Put in place performance indicators (KPI’s) for his team and ensures the follow-up.
  • S’assures that the practical rules of’provisioning are known (briefings) and applied by the members of the’team, team,
  • Prepare the monthly activity report.

Link with the projects

  • Ensures the smooth running of shipments up to’aux projects: respect of deadlines, good conditions of transport of the transported equipment and the presence of adequate documents for transport : Cargo Manifest, PackingList, etc, Contract of carriage, Accused of Receipt.
  • Ensures the implementation of safety procedures in the field of transport, where appropriate accompanies corrections.
  • Establishes an appropriate system of communication with the projects and ensures the circulation to the other departments of the’information concerning the status of the orders and the state of’ progress of the process of customs clearance.
  • Performs regular visits in projects to ensure the proper management of the’ supply circuit
  • Ensures the stability of’supply activities within the framework of normal and’urgence interventions on the projects concerned.
  • Ensures the’ sourcing of projects whether international or national.
  • Performs visits in the projects and ensures the good management of the’ supply circuit.
  • Establishes a communication system with projects for data collection and organizes the proper circulation of’information within the country/mission supply teams.

Supervision and animation of’team

  • Defines and evaluates HR needs, based on the workload of its department and ensures the division of tasks and responsibilities and, if required, the following, submit a resizing plan to the Logistics Coordinator.
  • Ensures the reinforcement of the skills of the staff of’supply of the mission through training, workshops, coaching, coaching.

Implementation of measures to prevent the abuse of power, gender-based violence and sexual violence:

  • Participate in training and awareness sessions
  • Applies standards for the prevention of abuse
  • Ensures that its team members attend training and awareness sessions and apply standards related to abuse prevention
  • Helps create and maintain a nurturing and protective environment

EXPERIENCES AND COMPETENCES

Training :

  • University degree (Bac + 5). A graduate and/or bac+3 with proven and conclusive experience can be considered
  • Training or specialization in the’supply/logistics chain

Experiences :

  • Minimum 3 years experience of’ experience is required in a similar position (handling the’s supply chain/logistics in a humanitarian program).
  • Control of flows and supply organization of’a mission.

  • Mastery (spoken and written) of French is essential, desirable: local languages spoken in the Congo. L’anglais is a plus.

CONDITIONS

Duration and type of contract : CDD of French law of 06 months with possibility of extension

Salary : Salary salary grid ALIMA + valuation of’ experiences + Perdiem

ALIMA supports :

the travel costs between the country of’ origin of the’expatriate and the place of mission

– the cost of’ accommodation

– 2.08 days off per month

per diem daily

– medical coverage from the first day of the contract to one month after the departure date of the country of mission for the’employee and its assigns

– the break policy every 3 months (for 6 months of mission)

– L’ evacuation for the’employee
