CONTEXT :

The Sahel-Atlantic program (SAHA) was created in 2019. Resulting from the merger of 2 programs, it operationalizes around thirty projects across the entire Development – Chronic Crisis – Humanitarian Crisis spectrum. The flagship sectors of HI’s response to the needs of the most vulnerable people and people with disabilities are the sectors of Inclusive Education, Rehabilitation, Economic Integration, Mental and Psychosocial Health, Shelter and Essential Household Items , Inclusive Humanitarian Action, Food Aid and the Logistics Platform.

YOUR MISSION :

The Reporting Manager is under the direct responsibility of the Regional MEAL Manager and in close contact with the Country Managers. He/she works in functional liaison with all the people who contribute to the management of donor contracts, donor reporting, coordination and sharing of information with field staff in order to obtain information in a timely manner and support in drafting project proposals. This position is intended to ensure the quality of donor reports for all projects; to plan, coordinate and ensure quality control of reports, in compliance with donor requirements and to ensure more global monitoring of project archives.

In this context, your missions will be as follows:

Responsibility 1: Planning and coordination of donor reporting activities

  • Develop retro-plans for each report, involving the different departments concerned;
  • Contribute to smooth coordination between Project Managers, Area Managers, Country Managers and specialists for the compilation of contributions to narrative reports;
  • Facilitate coordination with shared services to ensure the overall consistency of narrative and financial reports as well as the completeness of annexes;
  • Reread reports in order to carry out quality control and ensure compliance of the reports with the requirements and procedures of the various donors;
  • Ensure that reports (narrative, financial, logistical, etc.) are submitted on time, in compliance with donor procedures;
  • Issue alerts and propose solutions by anticipating more complex reporting periods and when reporting for a project falls behind schedule;

Responsibility 2: Strengthen internal reporting capabilities

· Conduct capacity building workshops/training for the various departments and consortium partners involved in reporting;

· Conduct individual sessions to strengthen the services involved in reporting;

· Support the nationalization of the position through: development of SOP/Checklist reporting, recruitment, coaching of the two national staff, training, etc.

· Archive feedback from donors and adapt reports accordingly.

Responsibility 3: Contribute to the writing of project proposals

· Contribute to the development of proposals and concept notes, in accordance with donor regulations and internal technical processes;

· Ensure quality control and compliance of concept notes, project proposals and narrative reports with donor requirements and procedures;

· Regularly update information relating to grants and the relationship with donors on the customer relationship management platform.

Responsibility 4: Analyze reporting practice and propose simplification solutions

· Aggregate qualitative and quantitative information and produce an analysis on the reporting practice during the various donor reporting;

· Propose and implement reporting simplification solutions.

Responsibility 5: Responsibility Management of information for donor projects (NAVISION in conjunction with the finance department, Hinside)

· Archive donor documents on Hinside and Sharepoint;

· Update and distribute the donor contract monitoring schedule table based on the extraction of the NAVISION reporting schedule;

· Manage Hinside access for country and region SMTs and provide briefings on the project document archiving system.

YOUR PROFILE :

  • You hold a bachelor’s or master’s degree in international relations, project management, languages ​​and literature, social or political sciences and/or similar.
  • You have 1 year of experience in a similar position.
  • You have donor knowledge and capacity building skills;
  • You have a good knowledge of project management tools (project cycle, logical framework, project proposals, reporting, etc.);
  • With very good anticipation, planning and organizational skills, you are able to work under pressure and represent the organization to other clusters;
  • You have excellent writing, analysis and synthesis skills, both in French and English.

SPECIFICITIES/PARTICULARITIES OF THE POSITION:

In Burkina Faso the living environment is pleasant, but there is still a risk of deterioration in security conditions, which restricts the freedoms of expatriates and requires everyone to be vigilant.

For expatriates, travel outside of Ouagadougou is subject to security conditions, but they have the option of driving and walking in residential areas of the city. Certain travel restrictions on foot or by bike apply at nightfall depending on the periods according to the instructions of the HAS department.

In Benin the living environment is pleasant, basic foodstuffs are easily available and transport conditions are correct. It is easy to travel in the countries of the sub-region and several airlines provide connections to Europe. However, northern Benin is affected by security constraints.

  • International contract for 12 months starting ideally from 07/15/2024

  • Salary : from €2,346 gross/month depending on professional experience
  • Per diem : €530 net/month if in Ouagadougou, €571 if in Cotonou – paid in local currency on the ground
  • Hardship: €250 net/month if in Ouagadougou
  • Paid leave : 25 days per year;
  • R&R : 1 day per month in Cotonou, 5 days every 3 months in Ouagadougou
  • Post: unaccompanied
  • Coverage of transport costs, visas and transport of your personal effects
  • Accommodation: Individual supported by HI
