Solidarity International is a humanitarian association that works with vulnerable populations, mainly victims of armed conflict and natural disasters. Specialized for more than 40 years in the coverage of vital needs, it supports emergency and reconstruction programs.

The mission

Solidarity International opened at the end of 2018 to meet the urgent needs of people displaced by the security crisis initially affecting the Sahel and Central North regions of Burkina Faso. In 2024 the humanitarian footprint of Solidarity International expanded with operations in the North Central, North, Sahel and the Mouhoun Loop.

  • In 2024, the country office is composed of’a coordination in Ouagadougou, of 2 land bases, a, a Far North base in Ouahigouya-North region that covers a sub-base at Kongoussi in the North-Central, and interventions also in the Mouhoun Loop ; as well as a Sahel base in Dori that covers the sub-bases of Djibo and Sebba.
  • SI has diversified its portfolio of’interventions to address both the vital needs in EHA, and, shelter and food for populations recently displaced by the conflict (rRM mechanism and other’ emergency interventions) and the’ impact of the conflict on access to public services EHA and the means of’, and, also integrating institution-building and social cohesion issues.
  • Most projects are implemented in consortium with ONGI and on some projects with local partners
  • SI is part of several consortia such as: RRM-Frontline (with ACF as lead), NEX’EAU (consortium with GRET & URD -SI as lead), and, Multisectoral response Health Nut EHA SAME integrated in the Yagha (PUI lead of the consortium)

SIZING OF THE TEAM IN BASE /COORDINATION

In June 2024, the mission is composed of :
1 Coordination office in Ouagadougou : 14 expatriates (DP, DPA Programme, Coordo Log, Coordo Fin, Coordo Secu & access, Coordo SAME, Coordo SERA, Assistant Coordo PARIC, Coordo Grants, etc, Grants Manager + transversal project 5 people) and 53 national employees.
– 2 bases and 4 sub-bases of land composed of 8 to 10 expatriates and’ approximately 100 national staffs.
The Grants and Partnership team is currently composed of 3 people: Grants and Partnerships Coordinator, Grant Manager, Local Partnerships Manager. The/the Reporting and Communication Officer will support the team.

GENERAL OBJECTIVE OF THE POSITION

  • Under the supervision and with the support of the Grant Manager, the main role of the Reporting/Communication Manager (RCO) is to coordinate the production of high-quality reports.
  • He/She may be asked to contribute to the drafting of project proposals and any other document intended to be distributed externally. To accomplish these tasks, the/the RCO works closely with the members of the Grants department as well as with the program and support teams of the mission.
  • The/the BCR will also help ensure compliance with donor regulations, in order to strengthen accountability to them.
  • The/CRO will support improved internal communication at the coordination level as well as internal communication with field bases. In a very sensitive environment for external communication, under the responsibility of the Head of Mission (CD), the/BCR will participate in the development of a communication strategy for an external audience to meet lessor requirements.

SPECIFIC CHALLENGES AND CHALLENGES

1/Lack of secure access to the areas most affected by the crisis may limit the ability of the BCR to obtain accurate and up-to-date data, including, essential for producing quality reports and designing effective communication strategies.
2/International financial backers impose strict regulations in the field of reporting and communication. The BCR must ensure that all communications and reports meet these requirements, which may require careful attention to detail and a thorough understanding of the different funding frameworks.
3/ Enhancing accountability and transparency to donors is essential to maintain and secure funding. The BCR must ensure that the information provided is accurate and accurately reflects the reality of field operations.
4/In a context where the international perception of Burkina Faso is fragile, inadequate external communication could harm the mission. The RCO must carefully navigate the design of a communication strategy that strengthens the credibility of the organization while protecting the actors on the ground.

5/Coordination of interim and final reports ECHO, CDCS, BHA, AFD, DUE for submission between October and November
6/Development of the communication plan (social media posts, deployment of a photo-reporter on the intervention areas)
7/Support in the preparation of project proposals (SRF, ECHO, etc.)

YOUR PROFILE

REQUIRED DIPLOMA

  • University education : Bac + 4/5 in Political science, political science, project management or other relevant discipline.

EXPERIENCE IN THE HUMANITARIAN SECTOR

  • 2 Years

EXPERIENCE ON EQUIVALENT POSITION

  • 2 Years

TECHNICAL COMPETENCES

  • Good knowledge of the operation, rules and procedures of donors ((ECHO, BHA, USAID, FH, DDC, GFFO, AFD, CIAA, CDCS, etc..).
  • Experience in reporting/project proposals
  • Experience in the production of communication materials (social media posts, newsletter, photo, video, and other innovative productions).
  • Strong team management, hierarchical and capacity building skills
  • Editorial skills, analysis and synthesis
  • Initiative, rigour and autonomy

IF YOU WILL OFFER THE FOLLOWING CONDITIONS:

An employee position : According to experience, from EUR 1925 gross per month (1750 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of EUR 550.

SI also covers accommodation costs as well as travel costs between the country of origin of the expatriate’ and the place of mission.

Social coverage :

L’expatriate(e) benefits from’a quality social cover to cover all health costs and’an accident contingency including war risks.

Break : During the mission, work-rest alternation is provided by breaks scheduled every three months with an allowance of 850 USD.

On the basis of’a mission of’one year: breaks from 7 working days to 3, 6 and 9 months of mission (with a contribution of 850 USD paid by Solidarities).
To these break times, it is necessary to add the’granting of’an additional rest day per month worked or 12 days in addition for a contract of’ one year.

LIVING CONDITIONS

  • The city of Ouagadougou is the capital of Burkina Faso and the largest city in the country. Ouagadougou still benefits from leisure opportunities (restaurants, sports and cultural activities) despite increased security vigilance.
  • Security rules exist on the mission, with some locations prohibited. The political and social situation being very tense since the 2 blows of’State of 2022, additional restrictions or periods of punctual confinement can be envisaged.
  • The position of Reporting & Communication Officer is not open to family status or housing status.

SECURITY CONSTRAINTS

  • Security context in continuous deterioration with issues of secure management and strong access requiring availability and significant reactivity. Ground movements limited by security constraints.
