CONTEXT :

The Sahel-Atlantic Program (SAHA) was created in 2019. It is the result of the merger of 2 programs. It operationalizes about thirty projects on the whole spectrum of the’ Development – Chronic Crisis – Humanitarian Crisis. The key sectors of the HI response to the needs of the most vulnerable people and people with disabilities are the sectors of’Inclusive Education, Rehabilitation,’Economic Insertion, etc, of Mental and Psychosocial Health, Shelters and Essential Household Articles, Inclusive Humanitarian’Action, Food Aid and the Logistics Platform.

YOUR MISSION :

The/the Regional Manager MEAL.e is responsible for the teams MEAL and management of’information (IM) of the SAHA Program (Benin, Burkina Faso, Niger and Togo). He/She is in charge of declining the HI MEAL and IM standards on the Program and of ensuring their implementation. He/She participates in ensuring the overall coherence of projects and quality control in connection with the Technical Head of Programme.

Mission 1 : Management

Is direct manager of the MEAL and IM teams of his program.

  • Understand the strategy, the’explicit, translates it into operational objectives for his team, leads the necessary changes ;
  • Organizes the operational management of its team, structures work around identified processes, drives performance, and facilitates problem solving ;
  • Contributes to the development of its employees, creating the conditions for their commitment, professionalism and commitment to HI. Ensures compliance with the code of conduct of institutional policies, the’ state of mind and expected individual and collective behaviors.

Mission 2: Strategy and steering

Defines the MEAL part of the Operational Strategy, controls the related’action plan and the’ strategy monitoring tool.

  • Contributes to the development of the operational strategy (StratOp) in line with the HI Strategy, the StraTechs and the Development Plans (in particular 3I and Emergency), and, including the development of the’monitoring tool of the StratOp ;
  • Pilot the implementation of the SAHA MEAL Strategy ;
  • Defines and pilots the implementation of the’MEAL action plan of the programme ;
  • Controls the performance of its service ;
  • Pilot the’assessment of the MEAL/IM capacities of local partners and the resulting capacity building plans.

Mission 3: Standards and Expertise

Designs the MEAL and IM systems of the program and controls their implementation and quality.

  • Is responsible for the definition of monitoring systems, data collection, management of the’information, evaluation, and, accountability to affected populations and management of knowledge adapted to its context of’intervention and allowing compliance with HI standards ;
  • Control that the systems set up at the level of the different projects are coherent with each other and with the HI frameworks and standards and allow a consolidation of the’information with a view to a global management of the program.

Mission 4: Operational implementation

  • Contributes to the improvement of HI’s response in its geographical scope ;
  • Contributes to defining and improving the quality of projects in relation to the global frameworks and technical standards of HI ;
  • Contributes to the quality improvement of project management processes, as defined by the project quality policy ;
  • Contributes to the’appropriation of the frameworks and methodologies of’learning programs and HI to the global ;
  • Ensures external representation and promotion of HI’s expertise in its field.

Mission 5: Emergency preparedness and response

  • Manages emergency preparedness actions related to the MEAL sector and, in case of emergency, reorganizes the priorities of its team according to the humanitarian’imperative, the, in order to’ ensure a fast and efficient HI response.

YOUR PROFILE :

  • You have a master’s degree in social sciences : Economics, Anthropology, Sociology, Political Science, Psychology, Statistics and Monitoring and Evaluation or similar ;
  • You have at least 3 years of’ previous experience as a MEAT Country Manager ;
  • You are able to’ evaluate a project and’continuous learning while demonstrating accountability to the populations ;
  • You have skills in responsible collection and management of quantitative and qualitative data, as well as’en statistical analysis and visualization of data ;
  • You are autonomous, dynamic and organized, and have the sense of’anticipation and reactivity ;
  • You have’a good ability to manage a team and delegate ;
  • You have good writing and communication skills.

SPECIFICITIES/PARTICULARITIES OF THE POSITION :

In Burkina Faso, the living environment is pleasant, but there is a risk of deterioration of the security conditions that still exists in Ouagadougou, this restricts the freedoms of expatriates and requires vigilance from everyone.

In view of the security context, a limitation of movements and vigilance are essential. For expatriates, travel outside Ouagadougou is subject to security conditions. Expatriates have the opportunity to drive and move around on foot in the residential areas of the city. Some restrictions on walking or cycling apply at dusk depending on the periods according to the instructions of the HAS department.

The position may also be based in Cotonou, Benin or in Lome, Togo.

  • 12-month International Contract ideally from 1 September 2024

  • Salary : from 2869 € gross/month according to professional experience
  • Perdiem : 536€ net/month in Ouagadougou / 586€ in Cotonou / 619€ in Lome – paid in local currency in the field
  • Hardship : 250 € net/month if in Ouagadougou
  • Paid leave : 25 Days per year ;
  • R&R : 1 day a month in Cotonou and Lome, 5 days every 3 months in Ouagadougou

    • not accompanied in Ouagadougou
      • Support for the costs of transport, visas and the transport of your personal belongings
    • open to couplesin Lome and Cotonou
      • Support for the’ accompanied by visa and travel expenses, insurance if not covered
