Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

CONTEXT

MdM Belgium is implementing its decentralization plan in the North Africa region with a localization objective.

This position will be responsible for ensuring that Quality, Accountability and Learning standards are integrated into the planning process, the implementation and monitoring of the programmes of the countries of the region and the collection and dissemination of knowledge and evidence (Knowledge management) in order to strengthen accountability, and, to evolve the strategies of’ intervention and maximize their impact, to increase the expertise in health and rights in the region and to support national and regional research actions.

L’ESSENTIAL

You are responsible for strengthening quality and accountability, evolving strategies of’ intervention and maximizing their impact, to increase’’s expertise in health and rights in the region and to support research actions and academic partnerships.

TASKS & RESPONSIBILITIES

The/the Regional Coordinator of the MEAL & Research :

  • is responsible for defining a regional MEAL & research strategy and providing technical support in setting up MEAL & research activities in the countries of intervention.
  • ensures that the MEAL systems implemented on the various projects are consistent with each other and with the frameworks and standards of MdM, thus enabling the consolidation of information for use in the strategic management of the region.

Example tasks

Regional Strategy and steering :

  • Develops with the support of the technical referents region and headquarters the regional MEAL strategy and ensure its implementation.
  • Defines the’action MEAL plan and regional research and oversees the definition of national MEAL plans and their implementation.
  • Contributes to the design and drafting of project proposals.
  • Contributes to the regional advocacy strategy in connection with the regional advocacy reference and the regional health coordinator.

Monitoring and evaluation at regional level :

  • Defines systems for monitoring, data collection, information management, evaluation, accountability to populations, learning and knowledge management, and, adapted to the context of intervention and ensuring compliance with MdM standards.
  • Provides technical support for the development of quality indicators, monitoring methods and data collection tools.
  • Ensures that the MEAL teams contribute to the project management tool within the limits of their responsibilities (filling, analysis and monitoring).
  • Ensures the establishment of a data management and visualization mechanism at the regional level, promoting strategic decision making.
  • Ensures the’ evaluation process of projects on both missions.
  • Conducts an annual meta-evaluation of evaluations conducted in the region.
  • Supports teams in the follow-up and implementation of post-evaluation recommendations.

Knowledge management strategy,’apprenticeship and accountability :

  • Is responsible for the implementation of the processes and methods of collection, analysis, modelling and management of the knowledge produced, systematizing the’apprenthening exercises at project/program level.
  • Proposes an analysis of the information collected and the knowledge produced to strengthen collective learning.
  • Ensures the functionality of the accountability /complaint management mechanisms put in place in the region.
  • Animate the strategy of knowledge management and’learning in the region, helps the programmes to extract the lessons learned and highlighting the results achieved within the framework of defined’objectives and contribute to the quality of the work carried out through capacity building.

The research strategy :

  • Contributes to the research strategy on the basis of the thematic priorities identified and in relation to the advocacy strategy and supports the teams (internal and external) in the development of the research (Participatory action research, etc.).
  • Contributes to the development of academic partnerships and in connection with universities and research institutes

Supervision, supervision and development of MEAL teams

  • Supervises and supervises the MEAL country managers, structures the work around the identified processes, stimulates performance and facilitates the resolution of problems.
  • Ensures training/coaching/accompanying of project and MEAL teams on MEAL themes.
  • Provides technical support to project teams for the implementation of monitoring, evaluation and accountability tools and methods.

These responsibilities will be implemented in a specific and transversal way on the basis of the annual individual’action plan (including the’ identification of projects), and, established in collaboration between the person in charge and the incumbent of the position in question.
Activities may evolve depending on the context.

YOUR PROFILE

Qualifications and experience required

  • Master’s degree in law, political science, sociology, anthropology, or any other field relevant to the position.
  • A master’s degree in public health is an asset.
  • Min. 5 years experience in the field of operational research, including at least two years in a mission-level coordination position.

Required skills

  • Mastery of data collection and’ analysis software such as kobo, odk, power BI, SPSS.
  • Mastery of the Pack office.
  • Mastery of French at the’oral and the written. Mastery of’arabe and/or’anglais is an asset.
  • Mastery of’assessment and monitoring methods.
  • Knowledge of the main donors in the region.
  • Knowledge of’learning methods.
  • Know how to advance employees.
  • Develop the’ autonomy of its employees.
  • Knowing how to position yourself to move forward.
  • To simplify and prioritize.

  • Fixed-term contract (CDD) 12 months;
  • Salary Conditions :
    • 5 Years experience: 3481,73 Euro (gross); 10 years experience: 3659,34 Euro (gross)
    • Perdiem: 512 Euro
    • Individual housing premium of 722 Euro monthly
  • Place of mission: Tunis with regular travel to countries in the region.
  • Taking of post : 01/09/2024.
