BACKGROUND :
Under the responsibility of the Security Director, you contribute to the operational security of the teams through the support and support of those responsible in the various HI entities ( headquarters, program and national associations ).
RESPONSIBILITIES :
Responsibility 1 : Support programmes in the management of security and humanitarian access’ by providing briefing, technical support and recommendations :
• Briefings/Debriefings of international staff
• Apply the directors and/or staff of the’safety team of the program to ensure :
• The implementation of HI’s security policy, the operational guide and the new headquarters safety guidelines ;
• L’ development of operational strategy, security and humanitarian access
• Submit and alert to Geographical Directors when necessary
• standardisation of security tools and humanitarian access for programmes (evaluations, e-learning, standard training, checklists, guidelines)
Responsibility 2: Participate in the management of security incidents and crises :
• Support programmes in incident & crisis management
• participate in the crisis cells headquarters in support of the Director of Operations and the Geographical Directors
• Support planning and’animation of crisis management exercises.
Responsibility 3: Macro context monitoring :
• Monitor and evaluate contextual evolutions that can have an impact on the level of risk for teams, goods and the’image of the’organisation
• Develop the external network to improve the understanding of the contexts of’interventions
Responsibility 4 : Technically support the Humanitarian Access & Security (AHS) staff deployed on the programs :
• 2. Capacity building of persons in charge of safety on programmes (and at headquarters if necessary)
• Creation of standard modules HI « TOT » – risk analysis, situational awareness, monitoring of indicators – for AHS managers in the field
• Role of technical referent and advise AHS staff on programs, provide assistance based on your experience and expertise.
PROFILE :
– You hold a University Diploma or equivalent certification in risk management, international relations or other discipline relevant to the position or an Access/training/humanitarian negotiation and humanitarian security management
3 Years of field experience in NGOs of’ humanitarian aid is required on coordination or security management positions. Experience at headquarters would be desirable
– You master the concepts, tools and processes related to the management of security and humanitarian access’
– You have proven experience in team management, staff training and capacity building in emergency contexts
experience in opening missions is a plus
– You are kind, collaborative and have excellent communication. Rigorous and pragmatic, you know how to adapt easily and manage uncertainty
– You have a sense of priorities, a great capacity for organization and autonomy
– You have a certain leadership coupled with a strong team spirit; your sociability and your sense of humor are recognized by all
– You master English.
