On December 22, 2022, the Council of Ministers of the Organization for the Harmonization of Business Law in Africa (OHADA) adopted at its 53rd session in Niamey, a Uniform Act relating to the Accounting System for Non-Profit Entities (SYCEBNL). After its publication in the Official Journal of OHADA on February 22, 2023, the Uniform Act relating to the Accounting System for Non-Profit Entities (SYCEBNL) is applicable in the 17 States of the OHADA area as of January 1, 2024.
This accounting framework applies to i) associations, professional orders and similar entities, and ii) development projects and similar entities. CARE carries out operations in 10 of the 17 OHADA countries through 7 country offices which are: Benin/Togo, Ivory Coast/Guinea, Cameroon, Mali, Niger/Burkina, DRC and Chad.
In order to comply with this new regulatory requirement, the West Africa Regional Management Unit (WARMU) would like to be supported by a consultant for a harmonized implementation of SYCEBNL within its 7 country offices concerned.
This present notice is therefore launched with a view to recruiting a consultant for the implementation of the accounting system for non-profit entities (SYCEBNL).
Any qualified chartered accountant consultant or chartered accountant firm registered with the Order of Chartered Accountants of an OHADA member country and meeting the qualification criteria defined in the terms of reference may participate in the competition.

The provisions contained in said terms of reference must be scrupulously respected when submitting offers.
In addition, interested consultants must send their files by email to WA.Procurement@care.org with the subject line “ SYCEBNL-CARE consultant recruitment ”. No offers submitted through any other channel or after the deadline will be accepted.
The deadline for submission of proposals is no later than Friday , September 20, 2024 at 5:00 p.m. GMT.
