Background

I. Organizational Context

UN Women (the United Nations Entity for Gender Equality and the Empowerment of Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Türkiye, in line with its global Strategic Plan 2022-2025, UN Women works towards one overarching goal “Women and girls including those at greatest risk of being left behind fully exercise their human rights, enjoy a life free from violence and discrimination, and lead, influence and benefit from sustainable and inclusive socio-economic development towards the advancement of gender equality in Türkiye” and three strategic objectives: 1) Women and girls have improved and equal access to resources, opportunities, and rights, and enjoy a life without violence and discrimination; 2) By 2025, Persons under the Law on Foreigners and International Protection are supported towards self-reliance; 3) By 2025, governance systems are more transparent, accountable, inclusive and rights-based with the participation of civil society, and quality of judicial services is improved.

Towards these goals, UN Women implements programmes and projects that aim to advance gender equality, improve women’s access to opportunities, rights and services in political, social and economic life and combat gender stereotypes, discrimination and violence, as required by international and national legal and policy commitments. UN Women collaborates with numerous partners – central and local level government authorities, civil society organizations, including women’s organizations and platforms, academia, private sector companies, other UN agencies. It commits itself to the Leaving No One Behind principle, by supporting targeted actions to remove the obstacles that marginalized and vulnerable groups of women face in accessing their rights and to promote them as agents of change.

As a full member of IASC, UN Women has a crucial role in humanitarian response through a two-pronged approach: 1) To Strengthen Accountability towards gender commitments in Coordination and Implementation of UN Led Humanitarian and Refugee Responses; 2) To Strengthen Comprehensive Protection and Livelihood support to Crisis Affected Women and Girls

On February 6th, 2023, Türkiye was struck by two significant earthquakes that caused widespread devastation in the Southeast region of the country. The earthquakes resulted in a significant loss of life, with over 50.000 deaths making it the deadliest disaster since the country’s founding 100 years ago and one of the deadliest worldwide during this century. Additionally, the earthquakes resulted in widespread damage to residential areas, with millions of individuals affected and at least 118,000 buildings have either collapsed or severely damaged. These events have had a profound impact on numerous cities throughout the affected region.

Aligned with UN Women’s draft Humanitarian Strategy and the two-pronged approach stated above above UN Women in Türkiye implements “Addressing the urgent needs of women and girls impacted by the earthquake for multi-sectoral services in Türkiye” Project. In the scope of this project contributing to Output 1.3: Model of women-friendly temporary settlement is developed and applied it is aimed to provide a gender responsive temporary settlement for women and girls to live in. The two main focus areas are (1) building gender responsive urban settings where services are designed through inclusive planning and investment (2) Increasing skills and capabilities and access to information to participate in and access livelihoods opportunities for women affected by crisis. Accordingly within temporary settlements build in Hatay and Kahramanmaras women’s empowerment hubs will be established and managed by a responsible party of UN Women Türkiye. The main aim of the empowerment hubs will be supporting women and girls recover while strengthening their resilience and enable them to participate in recovery process. A women’s empowerment hub is a safe space for women and girls to learn livelihood skills in order to increase their economic well-being, and a service point for gender-based violence protection and prevention. Apart from that technical support will be provided for the temporary settlement built in Adiyaman.

To contribute to the implementation of the project in Kahramanmaras and Adiyaman, a National Consultant – Field Associate who will be mainly responsible from supporting the management and coordination of temporary settlements will be hired. Reporting to Programme Analyst, the Field Associate will work in close collaboration with the responsible party of UN Women Türkiye which will be responsible from Women’s Empowerment Hub management in Kahramanmaras also will provide technical support to the temporary settlement in Adiyaman.

Duties and Responsibilities

II. Functions

Under the direct supervision of Programme Analyst, the National Consultant will undertake the following tasks: 1. Providing coordination and networking support

  •  Conducting a mapping of the services provided by government and national/international CSOs including services specific to earthquake survivors to support the referral system in the empowerment hub.
  •  Networking and liasing with provincial level government organisations and national/international CSO partners both in Kahramanmaras and Adiyaman
  •  Attending and reporting on inter agency and coordination meetings held in Kahramanmaras and Adiyaman.
  •  Supporting travel and meeting arrangements of the UN Women Country team for field missions

2. Providing support to the management, monitoring and service delivery in women’s empowerment hub in Kahramanmaras.

  •  Monitoring and monthly reporting on the services provided by the responsible party, physical conditions and the staff of the empowerment hub.
  •  Ensuring data collection and beneficiary registries are being done accurately and timely in the empowerment hub
  •  Supporting the empowerment and awareness raising activities conducted in the empowerment hub through coordinating with national and local partners including, private sector,public institutions and CSO partners.
  •  Supporting the identification of community leaders and monitoring and supporting their participation in hub and possibly temporary settlement management.
  •  Performing any other duties, as may be required by UN Women Turkiye Office.

3. Providing technical support to the temporary settlement in Adiyaman.

  •  Monitoring the implementation of the gender responsive temporary settlement model.
  •  Providing guidance regarding the empowerment and awareness raising activities conducted in the empowerment hub
  •  Providing technical support for the identification of community leaders and monitoring and supporting their participation in hub and possibly temporary settlement management

III. Deliverables and Payment Schedule

Duration of this assignment is proposed for 1 November 2023 – 30 April 2024.

The National Consultant is expected to invest approximately 20 working days per month for this Assignment. The following table summarizes main activities and expected deliverables against deadlines and indicative working days to be invested by National Consultant.

VIII. Evaluation of Applicants

Candidates will be evaluated using a cumulative analysis method taking into consideration the combination of the applicants’ qualifications and financial proposal. Contract will be awarded to the individual consultant whose offer receives the highest score out of below defined technical and financial criteria. Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for financial evaluation.

The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal. All other price proposals receive points in inverse proportion. A suggested formula is as follows: p = 30 (µ/z)

Using the following values: p = points for the financial proposal being evaluated

z = price of the proposal being evaluated

An interview/practical test may also be used for the selection of best candidates.

Annex I: Price Proposal Guideline and Template

The prospective Individual Consultant should take the following explanations into account during submission of his/her price proposal.

1.Daily fee

The daily price proposal should indicate a “lump sum amount” which is “all-inclusive”; All costs (professional fees, communications, consumables during field related missions, etc.) that could possibly be incurred by the Contractor needs to be factored into the proposed price.

UN Women will not withhold any amount of the payments for tax and/or social security related payments. UN Women shall have no liability for taxes, duties or other similar charges payable by the Individual Contractor in respect of any amounts paid to the Individual Contractor under this Contract, and the Contractor acknowledges that UN Women will not issue any statements of earnings to the Individual contractor in respect of any such payments.

2.Travel costs

This is a home-based assignment with no travel foreseen. In case of an unforeseen travel, UN Women Turkey Office will cover the organization and the costs of the consultant’s travel as per UN Women’s rules and regulations. UN Women will not cover transportation cost within duty station including the taxi costs.

3.Currency of the price proposal

The applicants are requested to submit their price proposals in Turkish Liras (TRY).
