WHAT WE DO …

SOLIDARITY INTERNATIONAL (SI)is an association of’ international humanitarian aid which, for more than 40 years, has been helping people who are victims of armed conflicts and natural disasters by responding to the vital needs, drinking, eating, sheltering. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

THE MISSION

Solidarity International has been working in the DRC since 2001 to meet the humanitarian needs of people affected by conflict and natural disasters and to help fight epidemics. This is currently the third largest mission of the organization in terms of financial volume.

The mission is active in the fields of food security and means of’existence (SAME),’eau hygiene et seainissement (EHA), etc, and’assistance in multisectoral money transfers (direct cash or fairs via the Red Rose tool). Each of our activities include a strong Protection component (transverse or « stand alone » via a’implementation partner).
Our programs cover the’ emergency response, via rapid response programs (RRM) and « second line ». However, they also include rehabilitation and development activities in the stabilized areas of the country. This document illustrates the strategy chosen by the mission, namely the maintenance of’a strong capacity for emergency response’ while developing sustainable solutions to the problems that affect the populations of the’est of the country.
The mission is composed of’a coordination based in Goma and three operational bases located in Little North Kivu (Goma, with a sub-base in Kiwandja), in the Far North Kivu (Beni) and in Ituri (Bunia, with a sub-base in Fataki). As part of our multi-year strategy, we have the’ ambition to open new bases and develop our programmatic portfolio. The financial volume of the mission is currently 16 million’euros, with a target of progression up to’ 18 million euros during the year 2023.

Current programmes on the mission:

  • Projects SAFER (ECHO-BHA-FCDO) = RRM = response from 1st multisectoral line (SECAL/AME/EHA) consortium of 5 NGOs
  • BHA 2836 consortium ACF = 1st and 2nd line in SECAL and EHA (Ituri)
  • CDCS 2986 = RRM in North Kivu (Beni and Petit Nord Kivu) in consortium with FAEVU (National NGO)
  • ECHO 2774 /DV 2621 : Integrated EHA response and protection in consortium with SOFEPADI (National NGO)
  • FH 3231 = EHA emergency response and Agricultural recovery in consortium with FAEVU (National NGO)
  • AFD 2378 (in CoFi) = Capacity building project Civil society and local actors in epidemic prevention and response (EHA) in consortium with FAEVU (National NGO)
  • SDC 2795 = Multisectoral Assistance for populations affected by displacement (Resiliency project in SAME and EHA)

OFFER DESCRIPTION

Main Challenges :

  • Remain a major player in the emergency response on the mission (including by strengthening the harmonization of front-line response practices on the mission, and, by streamlining data collection and reporting activities and producing data-driven documents that enable improved response, and, especially in terms of taking into account the opinions and needs of communities).
  • Increase in operating volume in 2022-2023 – Probable stabilisation in 2024
  • Diversification of funding and reflection on the extension of intervention areas (2025) – Demo and data visualization issues
  • Implementation of the transversal protection framework
  • Strengthen accountability mechanisms in the broad sense (including but not limited to the MGPRI), in conjunction with implementation teams. Communication with communities (CwC) must therefore be given special attention.
  • Strengthen the responsible management of mission data (including data protection, but not only).
  • Development of the monitoring plan evaluation of EHA activities

Priorities for the first 2/3 months :

  • Getting started on the construction site followed by mission recommendations.
  • Development of a mission learning plan – Closely linked to operational bases
  • Declination and implementation of the RRM site – METAL Component
  • Support for RP MEAL arriving on the mission (2/3 RP MEAL at the end of the mission)
  • Keep the lead in the participation in the meetings of Groupe Technique MEAL in the Consortia (SAFER, ACF-SI) and Cluster
  • Operational monitoring of the current MEAL activities on the bases and revision of the basic reporting documents
  • Accompaniment/training/strengthening of national partners in the implementation of their activities/MEAL frameworks
  • Participation in the preparation of the 2025 strategic workshop and consolidation of the MEAL strategy

YOUR PROFILE

Training :

Humanitarian Project Manager; Technical Profile in Monitoring, Evaluation, Accountability and Learning

Technical experience and skills :

  • 3-4 years of experience in the humanitarian sector
  • First experience in an equivalent position
  • Good competence in data management and processing and the use of data collection software (Kobo, ODK..).
  • Good ability to design and implement the Mission’s MEAL Plan
  • Good control/notion of accountability issues and transversal protection
  • Good ability to define global and harmonized methodologies for the calculation, monitoring and reporting of indicators.
  • Good capacity for coordination and representation in the Clusters and Technical Working Groups
  • Interdepartmental work
  • Communication & writing
  • Representation in Technical Clusters and Working Groups – leadership and relational abilities
  • Good managerial capacity (especially in functional management)
  • Flexibility – Rigor – Adaptability

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An employee position : According to experience, from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of USD 800.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

The living conditions in Goma are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.

However, when you go to basics, living conditions are more basic, with fewer socialization opportunities, as well as restrictions on individual movements. Safety levels vary depending on different geographic locations and changes in context.
