INTERNATIONAL SOLIDARITY(SI) is an association of’international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to vital needs, drinking, eating, eating, eating, S’abriter. The mission

SOLIDARITIES INTERNATIONAL teams in CAR rehabilitate’au and’ sanitation infrastructures, while forming’eau management committees to guarantee their sustainability. Awareness campaigns on’ hygiene and’ use of’au points help to cope with the high pressure exerted by the massive influx of populations. SOLIDARITIES INTERNATIONAL supplies drinking water to families, but also farmers, by repairing certain defective boreholes and ensuring the transport and storage of this water to their land,’, contributing to improving food security.

Work of community interest’s facilitates agricultural, pastoral and commercial activities and therefore’ increases food availability and relaunches the market. Our teams provide’tools kits and seeds to farmers and herders, as well as provide training.

Thanks to a mechanism of rapid emergency response’ and the constitution of’an emergency stock, SOLIDARITIES INTERNATIONAL stands ready to intervene from the first hours of’a disaster of human or natural origin in order to’ ensure access to drinking water and a healthy environment for populations vulnerable by a a natural disaster, an epidemic or a shock.

The estimated budget of the SI RCA mission is about 9 million’euros in 2023. Several financing projects cover the year 2023 but the financial visibility for 2023 must be confirmed through several ongoing project proposals. The’objective is to the stabilization of the mission around’a volume of’activity and funding equivalent to or slightly higher than 2022.

The activities are spread over 3 operational bases (Kaga Bandoro, Markounda and Bouar) covering the Centre/north area of the country as well as’a part of the’West. The coordination office is located in the capital, Bangui. L’opening of’a subbase in Kabo is underway. There are currently about 180 staff on the mission.

Job description

General objective :

  • The/the Coordinator.trice will work on all the programs currently in the process of’implementation or negotiation. Currently 5 ongoing projects funded by the following donors : ECHO, UNICEF, AFD, CDCS. 3 to 4 proposals are envisaged or underway : BHA, Humanitarian Fund (HF), etc, INTPA and AFD.
  • A consortium project: the PARSEP Project under AFD funding with Water for Good and a local NGO, I3D.
  • The /The Coordinator(trice) administrative & financial directs and coordinates the administrative, Human Resources, accounting and financial services of the mission.
  • He/she is the guarantor of the’financial balance of the mission.
  • He/she shall ensure compliance with the financial procedures Solidarities International, donor procedures as well as the laws of the country of’intervention.
  • He/she is the reference on the mission and the link between the headquarters and the mission for any question related to finances.

Main Challenges :

  • General decline in humanitarian funding in the country and strong competition between NGOs, (ii) reduction of the humanitarian’space and increase in incidents directly affecting NGOs, including, and (iii) donors are almost the same for all NGI.
  • L’enjeu is therefore to set up a real financial strategy and’ have reliable and rigorous monitoring tools to allow’ to be dynamic and to anticipate an adaptation, to, in particular in terms of set up (opera, HR), the financing prospects.
  • This challenge requires the recruitment of’a technically sound profile (in finance and management), already having experience as Financial Coordinator and if possible HR Coordinator.

Priorities for the first 2/3 months :

  • Financial reporting (RRM13 FACE UNICEF, Payment Request BHA, FH)
  • ’pointattention to budget monitoring of the project, capacity building on the’use of the’tools LFU, difficult to obtain real-time information
  • Financial cycle of the mission (compliance with deadlines)
  • HR cycle of the mission
  • Follow-up of the HR restructuring of the mission and follow-up of national recruitment
  • Strengthening of the management of the financial department (support of admins Bases, capacity building of Assistant Admin)
  • Strengthening accounting management (compliance with procedures, harmonization of accounting entries, management of advances, transmission of archives..).
  • Tracking scanning and sending archives to headquarters

Safety Constraints :

CAR is now one of the countries in the world where the most’incidents are reported on humanitarians. However, we must relativize the’ impact of these incidents, most of which are criminal acts without physical damage. The main risk for NGOs today is the robbery on the axes, the acts of criminality and the incidents related to the presence of many holders of’arms in the country. The security context affects both the working conditions of staff, as well as the implementation of activities (sometimes suspended due to security incidents).

Training :

Technical skills :

  • Good knowledge of donors and how they operate, in particular DG ECHO, CIAA, CDCS, UNICEF, BHA, AFD, FCDO, etc.
  • ’ anticipation and decision-making capabilities ;
  • Managerial qualities, and in particular skills in the management of’teams and remote technical support ;
  • Taste for teamwork and appeal for the capacity building of the people ;
  • Special skills in’organization and prioritization, and ability to manage several things at the same time ;
  • High working capacity and resistance to stress ;
  • Availability, flexibility, autonomy ;
  • Strong capacities of’adaptation ;
  • Knowledge of the themes and specific tools IS highly appreciated ;
    •(e) to work in a politically and safely unstable environment.

Cross-cutting skills

  • At least convincing experience as a financial coordinator and as a base admin for the HR part in NGOs
  • Be able to carry out several broad and varied responsibilities head-on, prioritizing the essential.
  • Experience in’financial analysis and budget management
  • Previous experience in management of’teams
  • Prior experience in financial management of valued consortium
  • At least one mission experience with a difficult security context

If you will be offered the following conditions

An employee position : According to experience, from EUR 2860 gross per month (2600 EUR base salary + 10% annual leave allowance paid monthly) and a Per Diem monthly of 480000 cfa.

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarity International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage : Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

CONDITIONS OF LIFE :

Bangui is a medium-sized city, very green, and’quite low density. The town is bordered to the south by the Ubangui River, on the banks of which there are bars, terraces and sports facilities: swimming pool, tennis and squash courts, etc, a weight room.. As a rule, it’is a fairly quiet city, even’it is necessary to keep in mind the general fragility of the Central African political context and the’ a degradation of the security situation even in Bangui. It is not uncommon for security measures to be adapted according to the local context and control operations are frequent on the part of the internal security forces.
It is possible to find a lot of foreign products in the large supermarkets of Bangui, but at a high price. There are many restaurants (french, lebanese, chinese, indian and of course africa ine) in which it is allowed to go during the day and in the evening. Some restaurants also deliver at home. The large number of’ONGs based in Bangui facilitates social life.
SI has a guest office in Bangui. L’access to the Internet is very correct: the guest-office has’un Vsat. The’electricity of the city is regularly cut, but SI has generators (and batteries in back-up) that allows’ to have current permanently. Internationals have access to the medical-social center of the’embassy of France and other medical centers present in Bangui, and relatively advanced medical tests can be carried out at the’institut Pasteur in Bangui. Both institutions are able to effectively address the majority of health problems. Nevertheless, Central Africa is a country strongly affected by malaria and water-borne diseases and it is up to everyone to take the necessary precautions .
