Under the Authority of: Deputy Chief of Party – Operations

Job Description

The Specialist Procurement Consultant will provide support to Field Operations Offices in target countries with regard to procurement needs. He/she will supervise calls for tenders and price/cost/reasonableness analyses. The Procurement Specialist will be responsible for overseeing and ensuring that procurement backup documentation is provided prior to submission to the Finance team.

Main duties and responsibilities

The main responsibilities of the Procurement Specialist are:

General Acquisition and Contracting Responsibilities

  • Manage the procurement processes for all grants and technical activities, including determining procurement needs, ensuring that the most appropriate procurement methods are used and ensuring that Transparent processes are implemented.
  • Make purchases and contracts in various industry sectors, manage contracts, resolve disputes, manage interpersonal relationships and communication, and investigate or follow up on vendor and beneficiary issues.
  • Oversee supplier tenders and quotes in accordance with policies, approved requisitions and quarterly procurement plans.
  • Ensure pricing information is accurate and consistent with acquisition policies.
  • Perform price/cost/reasonableness analyses.
  • Review application documents, cost estimates, specifications, etc.
  • Assist staff in understanding requirements for submitting applications, cost estimates, accurate and complete statements of work, or determining other technical specifications.
  • Determine source selection methodologies for complex procurements to ensure compliance.
  • Chair evaluation committees without voting rights in accordance with IAD policies, procedures and thresholds.
  • Ensure compliance with DAI, USAID and FAR requirements for closing and terminating subcontracts.
  • Assist project staff in coordinating meetings, facilitating discussions and developing briefing notes to support the source selection process.
  • Prepare costing data and source selection documentation.
  • Through market research, identify and qualify potential suppliers.
  • Ensure that beneficial, ethical and open relationships with suppliers are created and maintained in accordance with purchasing policies.
  • Provide the grants team with market research and justification for budget expenditures. Procurement staff are responsible for any direct purchases made by DAI on behalf of the grant recipient (in-kind grant).
  • Perform other duties and responsibilities as required.

Reports

  • Develop acquisition planning reports and present to management team as appropriate.
  • Control and monitor procurement activities and delivery status of goods/services.

Audit

  • Ensure that procurement backup documents are submitted to the project procurement and finance team.
  • Attend and collaborate on external or internal audits as necessary.

Policies and Procedures

  • Ensure the integrity, fairness, accuracy and openness of procurement procedures.
  • Ensure that DAI, USAID and FAR policies and procedures are followed and applied.
  • Help project staff to better know and understand DAI procurement policies and procedures by organizing training as necessary.
  • Maintain electronic registers and records relating to public procurement in the DAI system platforms.

Managing stakeholder relationships and engagement

  • Conduct market research to find prequalified or preferred suppliers and share USAID procurement rules and regulations.
  • Support the SRPS Procurement Specialist and Deputy Head of Operations to build staff knowledge and capabilities regarding purchasing and logistics processes.

Qualifications

  • A university degree in the relevant field is required.
  • At least two years of relevant technical experience is required.
  • Procurement and logistics experience, preferably within USAID programs.
  • Ability to multitask and prioritize them. Excellent organizational skills and ability to work in a team.
  • Fluency in French required, knowledge of English desired.
  • Knowledge of US Government and FAR regulations as well as contracting and acquisition aspects for USAID funded activities is strongly desired.
