Expertise France is a public agency for the implementation of international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and the economy and finance, with which we have a contract of objectives and means.
Interministerial Agency for International Technical Cooperation , we are the operator of all ministries. In 2021, the agency joined the AFD group (French Development Agency) which provides us with financial and operational solutions.

Placed under the responsibility of the Head of the Public Procurement, Subsidies and Operations Support Division within the Legal Affairs Department (DAJ).
The “ Public Procurement, Subsidies and Operational Support ” Division supports the Agency’s departments in providing internal expertise in public procurement. The Agency’s departments may call upon this internal expertise:
(1) For Agency purchases for support functions.
(2) For Agency purchases within the framework of projects carried out by the Operations Department (DO).

Your main missions?
The main missions entrusted to the public procurement lawyer are as follows:
The public procurement lawyer intervenes within the framework of the sections mentioned above and actively participates in the support missions of the operational department of the agency in charge of purchasing (head office requirements or purchases made within the framework of cooperation projects) or the granting of subsidies and in particular on:
- Identification of the legal regime for public procurement or granting of subsidies applicable to the operation.
- Support for the selection of the most appropriate legal procurement procedure in accordance with applicable regulations and the design of an optimal contractual approach.
- Depending on the amount of the contracts and the rules of the Expertise France purchasing and subsidy processes, the lawyer will be required to prepare or carry out the legal verification of the companies’ consultation file and the consistency of the technical specifications prepared by the operational department.
- Monitoring compliance with the award procedure, mobilization, where applicable, and holding of the evaluation committee within the framework of awarding a purchase or grant contract.
The public procurement lawyer will also be required to contribute to the development of contract models, forms, guides or any other document in the documentary reference system, and to provide internal training.
The public procurement lawyer also provides technical secretariat services for the Evaluation Committees and procurement registration procedures.
Occasional short trips abroad are to be expected.
Your profile?
- Operational mastery of regulations and procedures for public procurement and granting of subsidies, ideally in an international context.
- Significant interpersonal skills, proactive listening and proposals for contractual and legal solutions adapted to the context.
- Ability to analyze, understand issues, adapt and organize priorities.
- Experience (4-8 years) in this type of position, particularly in purchasing goods and services
- Experience as a lawyer for the control of the content of complex draft contracts and procedures.
- Excellent command of IT tools and practice of a market dematerialization platform.
- Proficiency in operational English.
Additional information:
Permanent position, based in Paris 5, to be filled as soon as possible.
The compensation for this position consists of an annual package including the following benefits:
- A 13th month paid monthly and effective upon taking up the position.
- A variable portion of 3% of the annual gross salary.
- More than 45 days of annual leave, with the possibility of monetizing up to 10 days of RTT per year.
- A share of profit-sharing, calculated based on the results of the year.
- An allowance of 9 euros per day for meals (Swile Card).
- 50% coverage of public transport costs.
- A mobility bonus of 400 euros per year if you prefer to travel by bike.

- The possibility of teleworking 2 days per week, with compensation of €20 per month, equivalent to €240 net more per year.
