DRC PRESENTATION.

DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Action against Mines (HMA) and providing support to the population affected by the conflict in southern country. With the start of large mixed migration flows to Colombia due to the Venezuelan crisis, DRC launched an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla). urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and Northern Colombia in Norte de Santander.
GENERAL DESCRIPTION OF THE CHARGE: The TLP-NdS will be based in the Tibú office and under the supervision of the Protection Manager, support the implementation of all protection monitoring objectives of DRC projects, in addition to ensuring the quality of planning, implementation and monitoring of all technical aspects of the protection monitoring activities being implemented by the protection unit and the DRC base in Norte de Santander, providing support to the Protection Manager in the development and maintenance of good relations with people of interest, relevant stakeholders and other humanitarian actors, to ensure the implementation and coordination necessary for DRC protection activities and in the preparation of required protection reports.
Main Responsibilities:
Sectorial:
- Impact on the rights of persons of interest in the context of their displacement, facilitation of access to basic services, individual protection assistance based on vulnerability, prevention of sexual and gender-based violence, child protection initiatives, monitoring of rights and awareness of rights with host communities and other actors.
Implementation of the Protection Project
- Participate in the implementation of general protection activities in accordance with the agreed objectives.
- Continuously monitor and document the needs of people of interest.
- Monitor and analyze trends through the reading of quantitative and qualitative data collected by the protection team in Norte de Santander for management, program and promotion purposes.
- Coordinate, plan and monitor, in articulation with the Protection Manager, the activities of the field protection teams.
- Organize workshops in coordination with the Protection Manager to strengthen the competencies of protection officers.
- Systematize the route of internal and external attention, to strengthen the referral system.
- Ensure the capacity building of PFPs through individual training sessions and workshops.
- Maintain constant contacts with the PFPs, to collect daily security information, possible incidents that occurred in the neighborhoods.
- Strengthen the capacities of PFPs in identifying protection cases and structuring the case referral system from PFPs to the Protection team.
- Maintain close cooperation with government counterparts and humanitarian actors to strengthen the public route, as well as the route of humanitarian cooperation within the framework of the established referral mechanism.
- Support the Protection Manager in the preparation of high-quality weekly and monthly reports based on the quantitative and qualitative data collected in protection monitoring
- Supervise databases and ensure that they are maintained with up-to-date, correct and organized information.
- Guarantee the correct cleaning of the protection monitoring database to allow the preparation of the monthly reports.
Programming and Operations
- Ensure efficient and effective program implementation
- Prepare reports and participate, in coordination with the Protection Manager, in the writing of monthly / quarterly / annual proposals and budgets for donors.
- Organize and ensure the correct design and implementation of awareness sessions and information campaigns for people of interest and host communities.
- Identify vulnerable people according to the criteria set by DRC and ensure appropriate actions, including references to specialized services.
- Lead the protective equipment in carrying out protection monitoring, rapid protection evaluations, identification of specific protection needs, referrals and delivery of Individual Protection Assistance (IPA).
Coordination and representation.
- Stay in touch with local authorities, service providers and humanitarian actors to support mapping services and developing effective care routes.
- Collaborate with internal and external technical experts on relevant issues in the sector
- Represent DRC in internal and external meetings, relevant technical coordination, etc.
- Ensure integration with other DRC sectors.
Project development
- Prepare work plans by the protection team.
- Support the Protection Manager in preparing and developing long-term work plans
- Participate in the development of project tools.
- Organize and direct the implementation of protection monitoring
- Ensure the updating of the databases of referrals and IPAs, as well as the review of the protection monitoring database.
- Monitor and evaluate projects.
Logistics / Finance
- Support oversight of financial commitments and expenditures and provide timely information on budget monitoring.
- Proactively plan and coordinate logistics and personnel movements to and from different operational areas.
- Start acquisitions and guarantee their execution.
- Ensure that distribution plans are prepared and shared with logistics in a timely manner.
Supervisor responsibilities:
- Coordinate the daily activities of the ground protection teams;
- You do not have direct responsibility for managing the line for staff, but may contribute to recruiting and / or evaluating the performance of protective team members.
- Implement the decisions of the Protection Manager through the work of the rest of the protection team, often playing a role in deciding how to do it and how to achieve the manager’s goal.
EXPERIENCE :
- Minimum 3 years of relevant experience in humanitarian protection, related to an NGO, UN agency or other non-profit organization; postgraduate in human and / or social sciences.
- Field experience and protection work in vulnerable areas of cities.
- Demonstrated experience in leadership of multidisciplinary teams in humanitarian contexts.
- Experience in strategic planning and preparation of short, medium and long-term work plans.
- Extensive soft skills in assertive communication, emotional management, and teamwork.
- Excellent experience and ability to interview people of all ages and backgrounds
- Excellent skill and experience progresses in database management and Excel use
- Experience in the analysis of quantitative and qualitative data. Demonstrated experience in reporting with contextual and analytical focus.
- Above average writing skills.
- Excellent skill in MS Word and PowerPoint
- Experience in the production of technical material (training material, protection tools, reports, documents, etc.);
- Skills and experience in training and capacity building of inexperienced personnel.
- Experience with liability measures and compliance with the requirements of DRC and its donors.
- Demonstrated experience and skills in humanitarian protection and a differential approach in protection responses;

EDUCATIONAL LEVEL:
Relevant diploma or professional degree in political science, law, social work, international development, psychology, human rights or related areas. Postgraduate in human and / or social sciences.
