Protection Officer – Dominican Republic At HIAS

Position Summary:

The Protection Officer will be the person in charge of providing advice, guidance and protection information to people affected by displacement in Greater Santo Domingo, Santiago de los Caballeros and at the national level. The position is responsible for leading activities for access to rights and services, holding information sessions on protection measures in the country and providing key protection messages.

Essential functions:

  • Assess the needs of the population of interest and map services.
  • Identify the population with international protection needs and provide guidance for access and guarantee of rights and services and the respective activation of routes in accordance with the specific protection needs identified.
  • Manage individual and/or family cases according to identified protection needs.
  • Provide support in the preparation of models for petitions for rights, protection actions and other legal documents, in accordance with the needs of the population of interest and the factual situations that arise.
  • Provide support in community and strengthening actions with a participatory and protective approach to other governmental and non-governmental organizations and key actors/partners with a presence in the territory, in addition to the population of interest.
  • Support the delivery and distribution of supplies, vouchers and other types of direct aid aimed at the population in the territory.
  • Coordinate actions with other governmental and non-governmental organizations in the territory to provide comprehensive services to the population of interest.
  • Monitor and follow up on migration dynamics in the intervention area.
  • Support in the preparation of the mapping of actors in the territory with the aim of articulating and providing a comprehensive response to the population of interest according to the protection needs.
  • Support in the monitoring and progress of the project and its indicators, delivering supports and reports of the activities executed in accordance with the guidelines that are indicated
  • Draft documents and protocols necessary to guide processes in the protection area, and contribute to the implementation of the area if required.
  • Participate in project meetings with national coordinators, as well as technical meetings with the HIAS international protection area and inter-institutional coordination with other programmatic areas.
  • Comply with the delivery of reports assigned for the role in question.
  • Others assigned by the supervisor in the fulfillment of the objective of the position.

Qualifications and requirements:

  • Professional with previous experience in complex, volatile and difficult-to-access contexts for caring for vulnerable populations in emergency conditions, ideally migrant and refugee populations.
  • Desired experience of 2 years in implementing programs with a protection or community focus in hard-to-reach and emergency areas.
  • Fluency in Creole and/or French.
  • Experience in recording and managing information
  • Experience in cooperation projects is desirable
  • Online platform management.
  • Dominican regulatory framework, International Refugee Law, International Humanitarian Law and Human Rights.
  • Information analysis.
  • Availability to travel domestically up to 40% of the time
