Protection Coordinator against Violence – Apure (Nationals Only) At Norwegian Refugee Council


The objective of the post of Coordinator of Protection against Violence is to lead, together with PDM, the implementation of the portfolio of the jurisdiction of Protection against Violence in the area in accordance with the NRC proposals, strategies, requirements and technical quality.

Generic responsibilities
one. Comply with NRC policies, guidelines, and procedures.
2. Ensure that projects target the population with the highest protection risks, explore and evaluate new and better ways to provide assistance.
3. Contribute to the development of the protection strategy against violence, the theory of change, the logical framework and the action plan
4. Manage the performance of project staff, ensure the development of their capabilities, and transfer key skills.
5. Contribute with PDM to the development, management and monitoring of the project budget.
6. Promote and share ideas for improvement and necessary changes in activities.
7. Liaise and collaborate with relevant local authorities and other key stakeholders.
8. Promote the rights of people affected by displacement and of people vulnerable to protection risks as an effect of violence in accordance with the advocacy strategy.
9. Ensure that the personnel in charge correctly comply with the NRC code of conduct during the development of all activities, paying special attention to the quality of services offered and the sensitivity of personnel in serving vulnerable populations.
10. Monitor and document the implementation of project activities carried out by partners, carry out quality control and provide technical support to partners.
eleven. Provide specific technical contributions on protection against violence to coordination mechanisms (coordination of thematic groups) and to working groups.
12. Contribute to organizational learning through specific technical analysis, lessons learned and reports.
Specific responsibilities
one. Ensure that staff apply and respect international best practices and standards in the implementation of competition, specifically in the management of protection cases and civil self-protection.
2. Monitor case management, including monitoring referrals and action plans, and approval of individual protection assistance (IPA), ensuring the quality of the support services provided.
3. Track activities and assess implementation progress, provide solutions, and report problems when necessary.
4. Analyze in collaboration with PDM the protection case management database to identify trends in protection risks, unmet needs and other concerns, share with Programs and Advocacy, as appropriate.
5. Scale to PDM relevant information on the needs, areas and new or better opportunities for the implementation of the Protection against Violence program in the area.
6. Ensure the correct updating and filing of the sources of verification or documentation of the projects implemented by the competition in the area.
7. Standardize and design together with PDM methodologies, SOPs, protocols and tools according to NRC standards and respecting international standards.
8. Supervise the development and updating of service mapping for quality referrals in the area.
9. Propose together with PDM issues and opportunities for advocacy actions after identifying gaps in the integrated protection response by other actors.

Qualifications

Generic professional skills for this position:
• Previous training in sociology, international relations, psychology, law or similar / relevant and others related to the human sciences.
• A minimum of 3 years of relevant protection experience
• Specific technical knowledge of the humanitarian sector
• Previous work experience in complex and volatile contexts and in hard-to-reach areas
• Documented technical skills related to job responsibilities
• Documented results related to job responsibilities

Competences, knowledge and experience related to the position and context:
• Experience in protection case management (preferably general protection case management, VBG case management or child protection is accepted)
• Ability to analyze context and understand dynamics at the local / community level
• Experience in carrying out outreach activities in the community
• Understanding the topic of psychosocial support
• Well-developed organizational skills
• Work experience with case management databases
• Good knowledge of data protection regulations
• Mandatory experience in team management
• Experience in coordination with external stakeholders, including local authorities, municipalities and partner NGOs
• Understanding the protection risks faced by people affected by displacement, refugees, and other vulnerable people; The experience of working with ethnic communities will be valued.
• Demonstrated communication, interpersonal and representation skills.
• A level of knowledge and practice is required with Word, Excel, Outlook, etc.
• Availability to travel by 60%
