Task Description: The consultant will be engaged in the following types of work, per agreement with the Task Manager:

  •  Detailed landscaping of climate-related financial sector policies and regulations implemented in EMDEs, organized following a clear typology to be defined by the consultant. The landscaping will include policies and regulations aimed at mitigating climate-related financial risks and those that incentivize financial service providers to seize the related opportunities.
  •  Preliminary description of the potential negative and positive unintended consequences these policies can have on financial inclusion, based on hypotheses. This will involve analysis of the potential paths through which the identified policies and regulations could lead to unintended consequences, and will build on prior CGAP efforts aimed at exploring the nexus between climate-related regulations and financial inclusion.
  •  Description of potential quantitative and qualitative methodologies that could be used to verify these hypotheses in practice in a few countries. The methodologies proposed should include a potential logical plan to ensure reliable results that address the aims and objectives of the workstream.
  •  Definition of criteria for the country selection. The consultant will contribute to efforts aimed at identifying countries for in-depth country case studies. These countries should have implemented climate-related financial sector policies and regulations early enough to evaluate impact on regulated financial service providers vis-à-vis excluded segments and businesses.
  •  Establishment of a long list of potential countries to select. The longlist should include at least six EMDEs, and the rationale for selecting them.
