Contract Information

The type of contract will be fixed term for 1 year with the possibility of further extension subject to satisfactory performance and availability of project funds

Salary

US$ 64,121 net per annum, plus post adjustment (currently US$ 47,026.63). Salary is free of income tax in the United Kingdom

Purpose of the Post

Under the overall supervision of the Head, Projects Implementation, and the Chief, Department of Partnerships and Projects, the incumbent will provide project management and oversight over, and ensure the implementation of, the GloNoise Partnership project activities.

This Vacancy Notice supports the establishment of the IMO Projects Roster. The Roster will be a list of pre-vetted, qualified candidates, for the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective Roster for a period of 24 months. While placement on the Roster does not guarantee a position, candidates placed on the Roster will be matched when a relevant position becomes available and be invited to a final interview.

Main Duties and Responsibilities

The incumbent will support, under the supervision of Head, Projects Implementation, and the Chief, Department of Partnerships and Project, the successful delivery of the GloNoise Partnership project.

Key responsibilities for the incumbent will be to ensure full project management and coordination of implementation; fulfil the duties and responsibilities in relation to project governance set forth by UNDP and the GEF; and maintain effective stakeholder management across a wide variety of sectors.

A detailed description of duties and responsibilities is given below: Technical advisory support Ensure that project activities under each outcome are executed in a timely manner with high technical standards and implemented following the planned outcomes to achieve defined indicators.

Ensure consistency and coherency of the approaches among the Lead Pilot Countries (LPCs).

Provide technical advocacy among key stakeholders.

Ensure that the indicators included in the project results framework are monitored annually in advance of the GEF Project Implementation Report submission deadline and produce annual GEF Project Implementation Reports (PIRs) and other progress reports.

Oversee and ensure the implementation of the project’s M&E plan, including periodic appraisal of the project’s theory of change and results framework with reference to actual and potential project progress and results.

Manage and monitor the project risks initially identified and submit new risks to the Project Executive Committee for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks register.

Oversee the implementation and monitoring of the progress of implementing project safeguards plans, including the Social and Environmental Sustainability Plan, the Stakeholder Engagement Plan and the Gender Action Plan and ensure that UNDP standards are fully met, and the reporting requirements are fulfilled.

Prepare revisions to the multi-year workplan, as needed, for adoption by the Project Executive Committee.

Participate in the terminal evaluations of the project; including management responses. Provide technical inputs to the development of communications materials and knowledge products (including brochures, briefs, lessons learned reports, etc.) and supervise their dissemination.

Keeping abreast of emerging issues and trends and related to underwater noise from shipping and advise on implementing adaptive management measures as needed to reflect these in the project activities.

Project implementation (management, team leadership, monitoring and reporting Ensure overall consistency and coordination of the Project, in line with the Project Document and agreement with the donor.

Ensure continuous coordination within the Project Coordination Unit (PCU) and within the wider project team and monitor regularly project deliverables, organizing respective meetings and reporting back to the Head of Projects Implementation.

Undertake planning, implementation, management, and coordination activities of the project operations following an adaptive management approach.

Monitor timely implementation of all project activities, including quality control and review of all produced technical outputs.

Undertake updating the project work plan, as required, and be the main contact person for the project, communicating between the PCU, the wider project team (consultants) and the donor.

Oversee budget revisions and prepare project progress reports.

Organize Project Executive Committee Meetings and prepare background documents for these meetings.

Undertake any other duties as required for the effective management of the project and duties requested by IMO.

Professional Experience

A minimum of five years of progressive professional experience in project management, preferably in multi/bilateral donor projects, involving multiple stakeholders such as government and development partners is essential.

Demonstrated experience in conducting stakeholder consultations and other participatory approaches to project implementation is essential.

Education

An advanced university degree (Master’s or equivalent) in one or more of the following disciplines is essential: maritime policy, international law, international affairs or international relations, sciences, business administration, public administration or related field.

Language Skills

Proficiency in English (written and oral) is essential. Working knowledge in other official languages of the United Nations will be an asset.

Other Skills

Good understanding of needs and challenges faced by developing countries, in particular LDCs (Least Developed Countries) and SIDS (Small Island Developing States), related to implementation is essential.

Knowledge of international policy, processes and other ongoing legal and policy reforms, ideally from global and developing countries perspective would be an asset.

Knowledge of IMO instruments and processes, preferably in relation to oceans governance would be an asset.
