Project Manager(e) Monitoring Evaluation H/F At Expertise France


Expertise France is a public agency for implementing international cooperation projects. We are placed under the supervision of the ministries responsible for foreign affairs and economy and finance, with which we have a contract of objectives and means.

Interministerial agency for international technical cooperation, We are the operator of all ministries. In 2021, the agency joined the AFD group (French Development Agency) which provides us with financial and operational solutions.

The objective of Expertise France is to fight against global inequalities : our projects are primarily focused on protecting global public goods and responding to the global challenges facing all societies in both the North and the South.

Within the program L’Initiative under the supervision of the person in charge of the’unity SERA and of the person in charge of the Central African geographical unit, the/the follow-up officer–evaluation contributes to the monitoring and’evaluation activities of the modalities of L’Initiative, a facility funded by the EEAS, which supervises it, and which has for objective the support to the countries eligible for the’ access to the financings and the improvement of their performances and the’environ of the subsidies of the Global Fund of fight against the Aids, tuberculosis and malaria disease. He-she works daily with the’team of L’Initiative including: the project managers of L’Initiative, project leaders and providers mandated by L’Initiative intervening on the monitoring evaluation of’expertise missions and projects financed via the modalities of L’Initiative.Il-elle s’ relies on the resources and tools made available to it within the’agence.

hierarchical relationship : Director of the health department, Technical Director of the Grandes Pandemies division, Responsible for the’unity SERA (Monitoring, Evaluation, Accountability, Learning).
functional relations: responsible for geographical or thematic’units, responsible for projects, responsible for monitoring and’assessment, responsible for capitalization.

Your main missions ?

The scope of the tasks, activities and responsibilities of the Supervisor in monitoring and evaluation is set within the framework of the role entrusted to him within his department.
The missions and activities set out below are not limiting.

1) Updating and support to’ improving the data quality of’ technical assistance missions and projects
o Ensure regular (at least monthly) updating of the data of’expertises missions and projects on the assigned geographical portfolio. With the’ support of SERA and CP, he/she contributes to the improvement of the quality of data integrated on the digital monitoring platform. In this capacity, he/she is in charge of the collection and the’integration of programmatic information of’AT projects and missions.

2) Monitoring and analysis of indicators of geographical portfolio projects
o Review the logical frameworks of projects and their indicators in relation to the project leader and project manager ;
o Supports project leaders in the development/revision of indicators and semi-annual reporting of indicators and may, where appropriate, temporarily replace a project leader ;
o Monitor the half-yearly indicators of projects by ensuring their consistency and robustness. This mission involves a work of data capture and cleaning in addition to’an analytical work ;
o Provides analytical reporting (monthly/quarterly) with each CP of the geographic or thematic unit of attachment and their unit manager, for piloting purposes.

3) Support for evaluations of L’Initiative projects
o Interim evaluations of L’Initiative projects
ensures the launch and follow-up of interim evaluations of projects in its portfolio in relation to the CP and the holder (revision of RTDs and advice to holders if necessary ; participation in the selection of evaluators ; attention to the quality of the deliverable.
o Final project evaluations
– Supports the final project evaluation in the following activities :
* The collection of the necessary documentation related to the/the project manager
* L’organisation des missions pays des evaluations ;
* Administrative and financial monitoring of’evaluation and’study work ;
* Re-reading of deliverables : final report, recommendations and executive summary ;
* Advice and support to the CP in the’analysis of the results of the’assessment at the geographical’unity level.

4) Enhanced monitoring and evaluation of L’AT missionsInitiative
Under the new enhanced monitoring and’ evaluation system of’ technical assistance missions provided to beneficiary countries, the/the evaluation monitoring officer will be brought to :
o Integrate with the/the CP concerned, the results framework of the TA in the missions of’AT concerned ;
o Ensure the proper reporting of indicators requested from experts ;
o Support the collection of documentation for AT evaluations ;
o To ensure the integration of SANse experts and to ensure regular quality control.

Your profile ?

• (Master 2) in development economics, in evaluation of public policies (IEDES, Ecoles d’economie, Universities, Sc. Po/IEP) and/or public health ;
• Maitrise de techniques de collection et de traitement de datos. In general, great ease with the systems of’information and the handling of databases. Perfect mastery of’Excel (imperative) _ Power Bi if possible
• Mastery of the methods of’data analysis ;
• Very good knowledge of the logical frameworks of’intervention and’ development of’indicators ;
• Appetence for digital monitoring tools ;
• (or at least one of the sectors of’initiative intervention: Strengthening health systems, HIV-AIDS, tuberculosis, malaria, Gender) ;
• knowledge of’at least one of the countries in the Central Africa portfolio would be a plus (Cameroon, Congo, DRC, CAR) ;
• Very good organization, responsiveness and sense of rigor ;
• Very good relational and communication skills
• Good writing skills in French and English ;
• 4 Good capacities of’adaptation and teamwork**.**

Additional information :

The position is to be filled in CDDU (18 months) and based in Paris at 40 Bd de Port-Royal, 75005 Paris.

The remuneration for this position consists of an annual package including the following benefits :

  • A 13th month monthly and effective from the taking of post.
  • A variable share of 3% of gross annual salary
  • More than 45 days of annual leave, with the possibility to monetize up to 10 days of RTT per year.
  • A share of interest, calculated according to the results of the year.
  • A stipend of 9 euros per day for meals (Swile Card).
  • 50% of public transport costs.
  • A mobility bonus of 400 euros per year if you prefer to travel by bike.
  • A fully free health insurance, supported by the agency.
  • The ability to telework 2 days a week, with compensation of 20€ per month, equivalent to 240€ net more per year.
  • An annual holiday bonus of 450 euros.
