I. SUMMARY

The Project Manager (Consultant – Maternity Coverage) will work under the direction of the IOCC Country Representative in the programmatic, financial, and compliance management of IOCC’s disability projects in the host community and Azraq Camp in Jordan. The Project Manager (Consultant – Maternity Coverage) will ensure technical quality of IOCC’s work in assigned projects. Day-to-day tasks include planning and implementation of projects and activities, implementation of monitoring and evaluation (M&E) tools and plans, and oversight of project staff. The Project Manager (Consultant – Maternity Coverage) is responsible for compliance with donor and IOCC policies, procedures, and regulations. The Project Manager (Consultant – Maternity Coverage) will lead report writing for assigned projects. The Project Manager (Consultant – Maternity Coverage) will represent IOCC externally in coordination with and at the direction of the Country Representative.

This is a full-time, short-term maternity coverage consultancy based in Amman, Jordan. Only candidates already based in Jordan and available at the beginning of October 2024 until mid of January 2025 will be considered.

II. GENERAL RESPONSIBILITIES:

  • In coordination with IOCC Country Representative and Senior Field Coordinator and as requested, represent IOCC in assigned coordination/working groups such as Protection Working Group and Disability and Age Sub-working Group, forums, and meetings with donor, NGO, UN, government officials, local church, and other representatives, and ensure Country Representative is fully briefed
  • As requested, organize visits by donors, IOCC staff, and other guests and visitors to project sites
  • Lead the implementation of IOCC disability projects in host community and Azraq Camp, as assigned, in accordance with the mission and goals of IOCC, IOCC and donor regulations, grant agreements and modifications, project timelines, work plans, and budgets to meet project objectives and serve targeted populations
  • Oversee the day-to-day implementation of assigned project(s) with frequent visits to the field and serve as the primary liaison between assigned project(s) and IOCC management
  • Monitor project agreement(s) and donor requirements, ensuring that all terms and conditions are met and activities are in compliance with IOCC and donor policies and procedures
  • Accurate and timely completion of internal and external narrative and financial reports; such as weekly updates, IOCC’s monthly updates, donor quarterly reports, donor final reports, and any other requested report.
  • Conduct data quality assessments of project files, both programmatic and financial and of IOCC field staff and local partners, ensuring proper documentation, compliance, and files correspond with field and partner reporting; verifying project files and supporting documentation; and taking steps to address problems with data quality, if identified
  • Lead M&E of assigned projects, including the use of proper M&E plans and tools
  • Ensure that project activities operate within approved budget(s) and carefully monitor expenditures in coordination with project timelines
  • Support the Finance & Administration Manager in completion of monthly and quarterly internal and external financial reports , as well as budgets for concept notes and proposals as needed
  • In coordination with the Finance & Administration Manager, hold monthly budget vs. actual (expenditure) review meetings with appropriate project staff
  • Work closely with IOCC Country Representative, Finance & Administration Manager, Senior Field Coordinator, and other relevant staff on implementation of project-related procurements, including (but not limited to) selection of appropriate suppliers and contractors, ensuring good procurement practices are followed, and alignment of actions with IOCC and donor requirements
  • Manage and supervise assigned staff for implementation of assigned project activities
  • Adhere to and ensure that IOCC Jordan’s Safety & Security Plan is implemented throughout project planning, design, implementation, monitoring, and evaluation
  • Provide relevant, technical expertise, including technical input and guidance, to IOCC staff, for the planning and implementation of project activities
  • Stay abreast of humanitarian, political, social, and other developments that may impact IOCC’s activities in Jordan and share relevant information with IOCC Jordan office management
  • Submit weekly reports to IOCC Country Representative detailing work completed, as well as identifying challenges and offering potential solutions to issues as they arise
  • Carry out any additional task, as requested

For completion of this consultancy, a detailed task list will be provided that outlines daily, weekly, monthly, etc. tasks that the consultant should complete.
