Project Manager Maritime Safety & Security (M/F) At Expertise France


Within the Department Peace, Stability, Security, under the direct supervision of the Head of the Global Threats Pole and in connection with the Coordinator of the’Unit Maritime and port security and safety, the project manager monitors the operational implementation of projects in his portfolio and participates in the development of new projects. He-she works on a daily basis with the’ all the financial, technical and managerial actors involved in the projects at the headquarters of the’ establishment. He is also in contact with the management teams located in the field.

The Maritime Safety and Security (M/F) project manager will work on a portfolio of projects covering maritime safety and security issues. The portfolio will include both ongoing projects and projects to be developed in coordination with donors. This portfolio is characterized by a certain complexity in view of the topics covered, its financial volume and its multi-partner and multi-country nature.

Operational implementation of portfolio projects

  • Participation in the project strategy, in coordination with the technical directors and the lessor ;
  • Coordination in planning and support in the implementation of activities ;
  • Monitoring of the lessor relationship and link with institutional partners in France and Europe ;
  • Monitoring and control of project results in compliance with budgetary, temporal and quality constraints ;
  • Management of partnership relations and facilitation and strengthening of the’ experts network ;
  • Identification of the’expertise and implementation of the recruitment process ;
  • Negotiations and contract institutions (experts and service providers) ;
  • Preparation of procurement contracts with the’ support of the legal service ;
  • Preparation of financial forecasts based on’action plans ;
  • Supervision of the monitoring policy and evaluation of the project ;
  • Commitment of project expenses up to’ 5,000 € ;
  • Animation of the relationship with project assistants and supervision of the implementation of activities ;
  • Ensure the coherence of the’action of the 3 projects on cross-cutting themes
  • Interface between the project teams and the various interlocutors at headquarters ;
  • Support of field teams (compliance with procedures, quality of reporting..) ;
  • Promote the sharing of’ information with other similar projects in order to IDENTIFY potential synergies or joint actions.

Contributing to the development of new projects

  • Monitoring activities in the fields of’intervention, in particular by means of’information feedback obtained in the’environment of projects ;
  • Contribute to the’ promotion and prospecting activity with the masters of’ work, donors and partners ;
  • Contribution to the definition of the orientations of the’Unit, under the supervision of the Coordinator/coordinator of’Unit ;
  • Participation in the’analysis of calls for projects, in the drafting of specifications or terms of reference ;
  • Preparation of technical and financial offers ;
  • Identification of the resources needed for new projects in relation to internal and external actors ;
  • Identification and recruitment of new project teams.
  • Successful professional experience of’about 5 years in the development and /or international cooperation sector ;
  • Implementation of the’ cycle an international /European project ;

Skills sought :

  • Excellent mastery of project cycle management ;
  • Knowledge of or interest in the themes of maritime safety and security ;
  • Good knowledge of the mechanisms of cooperation and’official development aid, in particular at EU level ;
  • Ability to work in French and English at a professional level
  • Excellent communication, writing and synthesis skills ;
  • Sense of diplomacy, patience and capacity of’adaptation ;
  • Sense of’organization and rigor ;
  • Responsiveness, strong sense of’initiative, autonomy ;
  • Teamwork and good coordination skills ;
  • Good command of office software.

The profile sought :

Profile level Bac +5 graduate in Political Science, Economics or Management or Law, Project management, International relations/international cooperation

The remuneration for this position is composed of a gross annual package including the following benefits :

  • A 13th month monthly and effective from the taking of post.
  • A variable share of 3% of gross annual salary
  • More than 45 days of annual leave, with the possibility to monetize up to 10 days of RTT per year.
  • A share of interest, calculated according to the results of the year.
